About this file
This document is a Questions and Answers (#1) for the CLDQ Building Replacement project issued by the Bureau of Land Management (BLM) at the National Operations Center in Denver, Colorado. The Q&A covers critical technical and logistical details for a construction project at Jurassic National Monument, with extensive focus on paleontological resource protection. Key project specifications include a 20 psf roof live load, Exposure C wind category, 20 psf ground snow load, unheated building configuration, and seismic coefficients of Ss = 0.475g and S1 = 0.12g.
The project has stringent environmental and operational constraints, particularly around fossil preservation. BLM will provide paleontological monitoring, fossil ID training, and stall mats to cover exposed fossils. Contractors must use light equipment, avoid the active quarry area, and expect potential work delays for fossil protection. The site has limited amenities, with non-potable water available and no power on-site. The monument will have seasonal closures, and construction will be restricted to specific staging areas mapped in the NEPA decision record. Contractors must submit work plans two weeks prior to beginning construction and maintain daily communication about project progress.

CLDQ Building Replacement
Questions and Answers #1
1) Q: Specification Section 133419, 2.3, L call for the metal roof system to meet FM Global fire/windstorm classification 1A-90 105. The FM Global listing guide is used for insurance companies to evaluate risk management for commercial and industrial property insurance. It is very uncommon to require this listing for Federal Projects. Is the FM Global listing necessary for this building?
A: Follow specification as indicated.
2) Q: Spec 133419, 2.8, D Calls for Opening Trim to be 0.030 inch nominal thickness which is 22 gauge.
Spec 076200, 2.6, A calls for opening Flashings to be 24 Gauge. Please clarify what thickness is required at building openings.
A: Use 22-Gauge per 133419.
3) Q: Please provide the following loading requirements for the Metal Building:
a. Roof Live Load
b. Is Roof Live Load Reducible?
c. Roof Collateral Loading in psf required for MEP
d. Wind Exposure Category
e. Ground Snow Load Requirement
f. Is Building Heated, kept just above freezing, or unheated
g. Seismic Ss and S1
h. Rainfall Intensity (in/hour 5 minute duration, 5 year MRI)
A:
a. Use live load of 20 psf.
b. Use live load of 20 psf. Load combinations shall be evaluated in accordance with appropriate design principles as allowed by code.
c. Use 5 psf to account for future installation of HVAC systems, insulation, and/or solar panels.
d. Exposure C.
e. Use 20 psf.
f. Unheated.
g. Seismic coefficients are included is section 2.3 of the Geotechnical Report. Ss = 0.475g, and
S1 = 0.12g.
h. Use 2.36 inches per hour.
4) Q: Please provide the required insulation for the walls, if any.
A: Insulation not required for walls. Construction should not inhibit future installation of insulation.
5) Q: Please provide the required insulation for the roof, if any.
A: Insulation not required for roof. Construction should not inhibit future installation of insulation.
6) Q: Are specific compaction tests required for backfill around walls or utility trenches?
A: Compaction tests will be required where structural fill is placed to support concrete flatwork and footings. Structural fill shall extend 5 feet beyond building footprint. Fill placed within 10 feet of retaining walls shall be structural fill with compaction testing. Structural fill outside the footprint of the building shall consist of relatively low permeability soils.
7) Q: Is the contractor responsible for staking or will the government provide layout?
A: BLM will mark locations for building corners.
8) Q: Can salvaged pea gravel be reused as structural fill?
A: No, pea gravel has a very high permeability which is undesirable for protecting the moisture sensitive quarry materials.
9) Q: Will concrete mix designs require approval?
A: Yes.
10) Q: Are there any restrictions on welding/hot work near the paleontological site?
A: Paleontological resources shall be protected from extreme temperatures such as direct exposure to welding or grinding. Protection with simple shielding should provide adequate protection. On site paleontologist shall approve shielding method.
11) Q: Is temporary weather protection required for building pad during work pauses?
A: Temporary protection with polyethylene plastic sheeting or similar material shall be anticipated during pauses in construction activities and when significant inclement weather is forecasted.
12) Q: Is a moisture barrier required under the slab-on-grade?
A: No.
13) Q: What are the security requirements for staging areas after hours?
A: The site is behind 2 locked gates, contractor will be allowed to daisy chain their padlock to unlock the gates. Contractor shall have reasonable access to the site including when the Monument is closed.
14) Q: Are there equipment weight limits due to soft or disturbed soils?
A: Due to the relatively small work area and the sensitive nature of the quarry area, relatively light equipment is recommended. Work plans including proposed equipment shall be approved by paleontologist. Dozer work will not be allowed.
15) Q: Is night work permitted to avoid peak visitor hours?
A: It is not anticipated that visitor interference will significantly affect construction activities.
Night work will not be allowed.
16) Q: Will the BLM provide an on-site paleontological monitor, or must we?
A: BLM will be responsible for paleontological monitoring.
17) Q: Can equipment be staged near but outside flagged sensitive zones?
A: Staging and areas of disturbance area are shown in Map 3 of Appendix B in Decision Record
(NEPA document).
18) Q: Will we receive files showing sensitive and staging areas?
A: Staging and areas of disturbance are shown in Map 3 of Appendix B in NEPA document.
Sensitive areas will include areas where fossils are reasonable expected to be in exposed materials.
These areas may vary throughout construction based on excavations. BLM paleontologist shall determine sensitive areas throughout the project. Sensitive areas will generally be within the existing building footprint and where excavations are made for footings and retaining walls.
19) Q: How will capped fossils be protected, and must we provide barriers?
A: BLM will provide stall mats to cover exposed and capped fossils. Contractor shall restrict activities in protected areas that could damage fossil resources as indicated by BLM paleontologist.
20) Q: Can equipment cross over capped fossils once protected?
A: Generally, equipment will not be allowed within the exposed quarry area. BLM will work with contractor to excavate footings with relatively light equipment around the perimeter of the building, however, some hand work should be anticipated.
21) Q: What is the required notice period before starting excavation?
A: Appendix C of the NEPA Decision Record indicates that contractor shall provide a work plan and schedule no later than two weeks prior to beginning construction activities at the site. BLM understands that the schedule may vary based on site conditions and will work with contractor to adjust the schedule throughout the project. Daily communication regarding progress and look-ahead activities will be essential to assure a successful project.
22) Q: Are there vibration limits near the bonebed?
A: Vibration monitoring will not be required. We do not anticipate that work with relatively light equipment will cause damage to resources. BLM paleontologist will monitor resources throughout and provide input regarding activities that may damage the fossils.
23) Q: How long can construction be paused for fossil discoveries?
A: We have made significant effort to remove fossils that may be exposed. We are unable to provide a definitive time frame for delay due to unexpected discoveries. We will make every effort to avoid significant delays.
24) Q: Are there penalties for project delays due to fossil protection measures?
A: Contractor shall expect that excavation and concrete work will take extra time to allow for careful excavation of material, forming, and placement of concrete. Significant delays or temporary stoppages will need to be addressed on a case by case basis. Delays associated with paleontological resource protection outside the control of the contractor should not incur penalties.
25) Q: Will the BLM provide fossil ID training during pre-construction briefings?
A: Yes, additional information is included in Appendix C of the Decision Record.
26) Q: Will Jurassic National Monument remain open during construction?
A: Seasonal closure from approximately Late October to Late March. During “open season” visitors will be limited to visitor center, day-use facilities, and trail access. Trail access will bring visitors close to construction area. Construction area is likely to need delineation or fencing where trail is adjacent to construction area. Visitors will not be allowed in quarry area including trails within construction area.
27) Q: Can contractor use vault toilets at visitor center?
A: Yes.
28) Q: Is water available at site?
