The LOE outlines several exceptions to the standard MIL-C-3261F specification for producing these caps, including substitutions for the first article submission, design, basic material, and braid requirements. It also adds a new requirement for a size/bar-code/identification label to be attached to the polyethylene film bag containing each cap.

The related federal contract opportunity is a solicitation (FA700024Q0108) for USAFA flight caps, service caps, and parade caps, issued by the Department of the Air Force Headquarters Air Force Academy. The solicitation references the attached LOE and requires compliance with the specified exceptions and modifications to the standard MIL-C-3261F specification for the cadet men's garrison caps.
