The provision defines key terms such as "domestic end product," "qualifying country end product," and "foreign end product." It requires offerors to certify the origin of the end products they are proposing. Offerors must identify any qualifying country end products and other foreign end products. The Government will evaluate offers in accordance with the Defense Federal Acquisition Regulation Supplement policies on the Buy American and Balance of Payments programs. This provision is relevant to the federal contract opportunity for USAFA Flight Caps, Service Caps and Parade Caps, which is being solicited by the Department of the Air Force Headquarters Air Force Academy.
