EXECUTIVE SUMMARY
CB&I Federal Services LLC (CB&I) has prepared this Sampling and Analysis Plan (SAP) (Field Sampling Plan/Quality Assurance Project Plan [QAPP]) in support of various ongoing sampling activities associated with operations at the Defense Fuel Support Point (DFSP) Point Loma, Naval Base Point Loma, San Diego, California (Figure 1). This SAP will describe field and laboratory procedures used to support routine groundwater monitoring, discharge compliance sampling for the DFSP Point Loma Remediation System, and miscellaneous sampling activities associated with new monitoring well installation or waste disposal. The SAP was prepared by CB&I for the Defense Logistics Agency, Installation Support for Energy (DLA Energy) (formerly the Defense Energy Support Center [DESC]) under Environmental Response Contract Number SP0600-13-D-5354, Delivery Order 0009.
The DFSP Point Loma is an active fuel terminal that stores and dispenses diesel fuel, jet fuel, and lubricating oils. These fuels were formerly contained in aboveground and underground bulk-fuel storage tanks (ASTs and USTs, respectively) constructed primarily between 1918 and 1954. Petroleum fuel releases from the tanks and associated piping have occurred and have been investigated at the site. These ASTs and USTs have since been demolished and replaced by new ASTs constructed under a military construction (MILCON) project at the facility. The sources and nature of the contaminants of primary concern (COPCs) at the site are petroleum hydrocarbons, primarily from diesel fuel, marine (DFM) and jet propellant 5 (JP-5), as well as minor amounts of aviation gasoline (AVGAS). The tanks and piping that released the fuels have either been removed from service, repaired, or replaced, and are no longer a source. Residual soil contamination exists between the tanks or pipelines that leaked while non-aqueous phase liquid (NAPL) is present at the groundwater table. The residual contamination held in the soil is not migrating. NAPL has the potential to migrate and diffuse into the groundwater if not remediated.
The SAP objective is to describe sampling activities to collect and analyze soil, soil gas, and/or groundwater samples related to the monitoring and treatment of the known fuel releases.

SAP Worksheet #10 - Problem Definition
The planning team consists of the representatives of DLA Energy and CB&I with primary regulatory oversight by the Water Board. DLA Energy is the lead federal agency for the direction of the site activities and the prime decision maker.
Leaking USTs, ASTs, and associated fuel distribution lines and spills are believed to be the principal cause of petroleum hydrocarbon contamination (and related constituents) to the subsurface soil and groundwater at the DFSP Point Loma (Figure 1). The sources and nature of the COPCs at the site are petroleum hydrocarbons, primarily from DFM and JP-5, as well as minor amounts of AVGAS. The tanks and piping that released the fuels have been removed from service and demolished as part of a military construction (MILCON) project to replace the fuel terminal infrastructure with new tanks and appurtenances, and are no longer a source. To monitor and address identified fuel releases at the site, ongoing sampling and analysis of groundwater, soil gas, and soil are necessary. This SAP will be used to describe activities to collect and analyze soil, soil gas, and groundwater samples related to the routine monitoring and treatment of the known fuel releases.
10.1 Site Location and Background
NBPL is located on the Point Loma peninsula in San Diego, California. DFSP Fuel Depot is located approximately 1,000 feet from the shoreline of San Diego Bay (Figure 1). DFSP Point Loma is managed and operated by the NAVSUP FLC (formerly the Fleet & Industrial Supply Center [FISC]). DFSP Point Loma is one of several tenant facilities located at NBPL. Other major facilities of NBPL include the Naval Submarine Base, the Fleet Naval Mine and Antisubmarine Warfare Command Complex, the Fleet Combat Training Center-Pacific, and the Space and Naval Warfare Systems Command.
The DFSP Point Loma Fuel Depot included ASTs and USTs used to store aviation fuel JP-5, DFM, and lube oils. Most of the tanks were constructed between 1917 and 1954 and were interconnected by a network of large-diameter pipelines.
The MILCON P-401 project began replacing the existing ASTs, USTs, and support facilities with new ASTs and appurtenances in May 2009. As a result, the old fuel storage ASTs and USTs were demolished. The new ASTs built by MILCON P-401 are the only tanks the DFSP Point Loma Fuel Depot uses for bulk fuel storage and dispensing. The MILCON project caused some normal measurements of remediation system operations and well measurements to be interrupted or deferred/delayed. The MILCON project also included the destruction of many of the wells used to monitor the thickness of the NAPL plume and the remediation systems’ effectiveness. In 2012, several piezometers were installed by DLA Energy to replace many of the wells destroyed by the MILCON P-401 project.
Site Location: Naval Base Point Loma, San Diego, California Revision Date: May 2016
In agreement with the San Diego County Department of Environmental Health (SDCDEH), and more recently the Water Board, the U.S. Navy and DLA Energy have maintained groundwater monitoring for potential impacts from fuel storage and distribution activities in the DFSP Point Loma Fuel Depot. In 1994 and 1995, seven monitoring wells (FISC-MW01 through FISC-MW07) were installed at NBPL to monitor groundwater downgradient of the DFSP Point Loma Fuel Depot (Figure 2). From November 2005 through August 2007, additional monitoring wells (MT-06, MT-07, FISC-08 through FISC-MW18, OS-MW01, OS-MW03, and OS-MW05) and soil vapor monitoring points (OS-SG01, OS-SG02, OS-SG04, and SG-14) were installed during the site assessments for Tanks 42 through 83 (Defense Energy Support Center [DESC], 2007a). Following Water Board review of the site assessment report and the subsequent Corrective Action Plan (CAP) (DESC, 2007b), a comprehensive, facility-wide Groundwater Monitoring Plan (DESC, 2007c) was prepared and implemented by DLA Energy. Since that Groundwater Monitoring Plan was prepared, it was agreed that three additional wells (T85-MW02, T85-MW03, and T63-MW06) would be sampled, and dissolved-phase constituents would be analyzed as a result of comments received from the Water Board on the Final Site Assessment Report for Tank 85. Addenda to the plan include a revision of the monitoring network, analyses, and frequency of sampling (DESC, 2009; DLA Energy, 2015a).
Off-site soil vapor and groundwater monitoring locations (OS-MW01 through OS-MW04, and OS-SG01 through OS-SG04) were removed from the monitoring suite in accordance with Addendum 2 of the Groundwater Monitoring Plan (DLA Energy, 2015a). Multiple years of soil gas monitoring and human health risk assessments demonstrated that risks to human health are well below the recognized incremental lifetime cancer risks; therefore, annual soil gas sampling was removed from the monitoring suite. Additionally, multiple years of monitoring off-site locations demonstrated the remediation system has successfully drawn the LNAPL and dissolved-phase plume back onto Navy property. Because the system maintains a gradient which prevents contaminants from migrating off of the property, piezometers along the northern property boundary (PZ-06, PZ-07, and PZ-08) were added to the monitoring suite in place of the off-site location wells. Once access to the private property is obtained by DLA Energy, the off-site wells and soil vapor points listed above will be decommissioned following the procedures presented in Addendum 14 to the Multiple Tank Site Assessment Work Plan (DLA Energy, 2015b).

SAP Worksheet #11 - Project Quality Objectives/Systematic Planning Process Statements
Step 1 Define the Problem that Necessitates the Study
The planning team consists of the representatives of the DLA and CB&I with primary regulatory oversight by the Water Board. DLA is the lead federal agency for the direction of the site activities and the prime decision maker.
The tanks and piping that released the fuels have either been removed from service or repaired and are no longer a source. To monitor and address identified fuel releases at the site, ongoing sampling and analysis of groundwater and soil are necessary. In order to stop contaminant migration, installations of the remediation systems have been completed. The site monitoring wells are sampled to evaluate the effectiveness of the remedial action and act as early warning measurements in locations where released fuel has not been observed. This SAP will be used to describe activities to collect and analyze soil, soil gas, and groundwater samples related to the routine monitoring and treatment of the known fuel releases.
Step 2 Identify the Goal of the Study
The goal of the sampling activities are:
Identify any soil or groundwater contaminated with petroleum hydrocarbons and related constituents in the vicinity of known petroleum releases at DFSP Point Loma.
The Study Questions are:
Is the long-term remedial action effective?
Do areas that have not been impacted by releases remain unaffected?
Does treated groundwater meet the City of San Diego Discharge Permit requirements?
What are the disposal options for site waste?
The decisions requiring environmental data acquisition will answer the following questions:
Has a release from the DFSP Point Loma Fuel Depot migrated past the monitoring network?
Are the groundwater cleanup levels being achieved at the release areas?
Does soil gas represent a hazard to nearby residents or on-site workers?
Step 3 Identify Information Inputs
Existing site data from routine groundwater monitoring, monthly discharge monitoring, and waste characterization will be used to make decisions for future site sampling activities.
The following sample data will be used to make decisions for this project:
Groundwater (Annual and Semiannual)
Volatile organic compounds (VOCs): benzene, toluene, ethyl benzene, xylenes (BTEX), methyl-tert-butyl ether (MTBE) and Naphthalene by EPA Method 8260
Total petroleum hydrocarbons (TPH) as jet fuel (C10-C16) diesel fuel (C16-C24) – EPA Method 8015 with silica gel cleanup
Site Location: Naval Base Point Loma, San Diego, California Revision Date: May 2016
Treated Groundwater/Product from Remediation System Discharge:
TPH-gasoline range organics (GRO) (C6 – C10) by EPA Method 8015B
VOCs by EPA Method 8260B TPH-jet fuel and diesel fuel by EPA Method 8015B Cyanide by SM4500-CN
Metals by EPA Method 6010B/7470/7471
Semivolatile organic compounds (SVOC) by EPA Method 8270C
Oil and Grease by EPA 1664 HEM
Ignitability by EPA 1010
Sulfide by SM4500-S2
Anions (Chloride, sulfate, nitrate) by EPA 300
Miscellaneous soil, waste soil/sludge, waste water samples, or soil gas collected as needed for project decisions:
TPH-GRO by EPA Method 8015B
VOCs (BTEX/MTBE/Naphthalene) by EPA Method 8260B
TPH-jet fuel (C10 C16), diesel fuel (C10 C24) by EPA Method 8015B
Cyanide by SM4500-CN
Metals by EPA Method 6010B/7470/7471
Polychlorinated biphenyls (PCB) – EPA Method 8082
Total organic halides (TOX) by EPA 9020/9023
VOCs in Soil Gas by EPA TO-15
The specific analysis for each sample location will depend on the task being performed and may not include all of the methods listed above.
Step 4 Define the Boundaries of the Study
Figure 2 shows the location of existing site groundwater monitoring wells sampled semiannually. Depth to groundwater varies over the site; it generally ranges from 10 feet below ground surface (bgs) on the east bay side of the facility to approximately 95 feet bgs on the west hill side of the facility. Figure 3 shows the sampling ports located in the on-site remediation systems process lines.
There are no practical constraints to data collection at this site. Normal weather conditions would not affect data collection and no protected species are present. Monitoring well access during routine groundwater sampling in residential and traffic areas is restricted to permitted hours only. Sampling schedules will be coordinated with the Project SSHO or Project Geologist to accommodate restricted traffic lanes.

SAP Worksheet #11 - Project Quality Objectives/Systematic Planning Process Statements (continued)
Step 5 Develop the Analytic Approach
If free product is detected in wells downgradient from the site that did not previously contain product, then the project team will assume that the remedial action is not effectively containing the identified plume, or that a new release has occurred. Appropriate action will be taken to stop further migration and to identify the product type and possible source(s).
If COPCs are detected in samples collected from monitoring wells downgradient from the site in an increasing trend exceeding applicable cleanup levels (ACLs), then the project team will assume that the remedial action is not effectively containing the dissolved-phase and/or free-phase portion of the identified plume, or a new release has occurred, and that the release has or can potentially migrate past the monitoring network. Appropriate action will be taken to stop further migration and to identify possible source(s) so mitigation can be implemented.
If contaminants in the downgradient monitoring wells remain at or below ACLs, then the project team will assume the remedial action is effective in controlling contaminant migration.
After completion of free-product removal, if the contaminants in all the monitoring wells associated with the site are less than the cleanup goals established for the site, then the project team will assume that the remedial action is effective, that groundwater cleanup levels will have been achieved, and that site closure can be requested.
Soil gas samples have been removed from the current sampling program; however, if soil gas data are needed in the future, the following decisions would apply.
If COPC levels in the soil gas are measured below risk-based action levels, then the soil vapor will not be deemed a risk to workers and nearby residents.
If COPC levels in the soil gas exceed the appropriate risk-based action levels, then the data will be assessed and future action determined.
Waste sample decision statements:
If analytical results from waste (soil/sludge/water) are above hazardous waste criteria, then the waste will be disposed of at a hazardous waste facility.
If analytical results from waste (soil/sludge/water) are below hazardous waste criteria, then the waste will be disposed of at a nonhazardous waste facility.
Step 6 Specify Performance or Acceptance Criteria
The sampling was designed to generate sufficient data to comply with the agreement with the SDCDEH and the Water Board to maintain groundwater monitoring for potential impacts from fuel storage and distribution activities in the DFSP Point Loma Fuel Depot. The sampling is also designed to comply with the City of San Diego discharge permit requirement for treated groundwater.
To limit uncertainty in obtained environmental data, criteria for the precision, accuracy, representativeness, completeness, and comparability parameters and limit of quantitation (LOQ) for the chemicals of concern have been developed to meet the project objectives. Measurement errors will be controlled by using appropriate sampling and analytical methods, adhering to the DoD Quality System Manual (QSM) (2013), following established SOPs, and having the generated data reviewed by a CB&I Project Chemist to verify laboratory processes. The field crews will review the SAP before sample collection to limit sample collection errors.
Step 7 Plan the Design for Obtaining Data
The planned sampling design consists of semiannual and annual groundwater sampling from 24 existing site monitoring wells. It also includes sampling site groundwater remediation systems, monthly for operation and maintenance (O&M) and bi-monthly for the City of San Diego discharge permit compliance. A more detailed description of the sampling strategy is provided in WS#17.

14.2 SAMPLE COLLECTION METHODS AND PROCEDURES
The following sections describe the sampling methods and procedures that may be used for this project. Primary sampling activities include routine groundwater and treatment system sampling.
However, other sampling techniques discussed below may be used, if necessary, to support new well installation or other investigative activities. The appropriate sampling technique will be determined by the project Technical Lead, Project Geologist, or Project Chemist as appropriate.
Relevant field documents are included as Attachments 2. Project-specific procedures are described below.
14.2.1 Groundwater Sampling (Monitoring Well Locations)
New or existing site monitoring wells will be sampled in accordance with the procedures described in this section. All wells (2- to 4-inch diameter) will be purged using a bladder pump, by a low-flow (micro-purging) technique or by a no-purge method prior to sampling.
The following standard procedures will be followed when sampling a monitoring well by low-flow methods:
1. Put on a new, clean, and chemical-resistant pair of disposable gloves prior to taking the sample.
2. Confirm the well identification at each monitoring well.
3. Calibrate field instruments in accordance with the manufacturer’s directions. Record all calibration documentation in the field logbook-calibration form (Attachment 2).
Site Location: Naval Base Point Loma, San Diego, California Revision Date: May 2016
4. Remove the well cap and measure the depth to water at each monitoring well using an electronic water level indicator probe. Record the water level measurement to the nearest 0.01 inch in the field logbook. Decontaminate the water level indicator before each measurement.
5. If using portable bladder pumps, carefully lower the pump and tubing into the well.
Place the intake to the pump at the middle of the screen interval. If the initial water level is below the top of the screen, then place the pump intake at the center of the water column.
6. Start the pump. The pump speed will be set so that the water column in the well does not drop more than 0.33 feet below the initial water level reading.
