About this file
This document is a lead paint testing report prepared by Landmark Environmental, LLC for Anderson Engineering of Minnesota, LLC, related to a renovation project at the Des Moines VA Central Iowa Health Care System. The testing was conducted on June 25-26, 2020, for the "Laboratory Remodel and Addition" project involving Building 1W and Building 3 Modular Addition.
The report details lead paint sampling results from eleven paint chip samples analyzed by Environmental Hazards Services. Key findings include: Building 3 Modular Addition had one sample (white paint on metal) with 370,000 parts per million (ppm) lead, while Building 1W had multiple samples with varying lead concentrations, including high levels in samples from room 1209 (5,600 ppm) and a closet by room 1213 (2,100 ppm). The report notes that the Iowa Department of Natural Resources considers whole building demolition debris as non-hazardous waste regarding lead, and contractors must evaluate potential lead dust or fume generation when disturbing painted surfaces.

Project: Lead Paint Testing at the Des Moines VA Central Iowa Health Care System
Landmark Environmental, LLC (Landmark) was retained by Anderson Engineering of Minnesota, LLC (the Client) to perform lead-based paint testing (Testing) as part of a renovation project at the Veterans Affairs (VA) Central Iowa Health Care System located in Des Moines, Iowa (the Property). The Testing was conducted as part of the planning for a remodel project titled “Laboratory Remodel and Addition” (the Project) on a portion of Building 1W and Building 3 Modular Addition located on the Property.
Landmark conducted the testing on June 25 & 26, 2020. Landmark collected eleven paint chip samples and all samples were analyzed. The samples were shipped to Environmental Hazards Services (EHS) located in Richmond, Virginia for lead analysis. EHS analyzed the sample using EPA Method SW846 7000B.
Building 3 Modular Addition
As part of the Project, Building 3 Modular Addition will be demolished to make room for an addition on the north side of Building 1W. Iowa Department of Natural Resources (IDNR) oversees the Environmental Protection Agency (EPA) regulations on building demolition for the state of Iowa. The EPA has stated that solid architectural components coated with lead-based paint (LBP) are less likely to be a hazardous because of the small ratio of lead paint to total waste mass. Whole building demolition debris is therefore considered a non-hazardous waste with regard to lead. No sampling or analysis of painted components for lead is required for disposal as non-hazardous waste. Therefore, Landmark did not sample lead painted surfaces on the portion of Building 3 Modular Addition that will be demolished. Landmark tested one painted surface on a building component into Building 3 that will remain. Results from the laboratory report have been copied into the following table:

Building 1W
The laboratory portion of Building 1W is in the planning stages of renovation as part of the
Project. Landmark conducted lead paint testing to determine if lead paint is present on visible surfaces of the renovation area. Results from the laboratory report have been copied into the following table:

INTERPRETING PAINT SAMPLING RESULTS
Iowa Occupational Safety and Health Administration (IOSHA) has adopted the federal
Occupational Safety and Health Administration (OSHA) standards and operates an OSHA approved state plan.
Testing surfaces for lead and establishing "safe" levels of lead content is difficult. The
OSHA standard does not identify a lower level of lead content in paint that will eliminate the initial monitoring requirement. Six of the locations sampled, tested above the OSHA guideline of 0.0 ppm. If these results are used by a contractor to comply with the OSHA interim lead in construction standard (29 CFR 1926.62), the contractor must evaluate the potential for lead dust or fume generation from all activities which will disturb paint containing any quantity of lead.
OSHA Standards apply to any employee disturbing (creating dust or fumes) materials covered with lead-based paint. OSHA regulates lead as an airborne contaminant. Airborne concentrations during disturbance will vary with both the concentration of lead paint and with the operation (manual demolition, sanding, etc.). OSHA requires the contractor to show proof that the operations disturbing lead-based paint in any concentration will not exceed the action level of 30 micrograms per cubic meter (µg/m3) or the permissible exposure limit of 50 µg/m3.

This information is provided as a general approach to compliance with OSHA 29CFR
1926.62. It is not the intent of Landmark that this information applies to all situations involving the standard. The standard should be consulted in all cases, and interpretations verified with OSHA prior to construction.
