About this file
This document is a Request for Information (RFI) Responses tracking sheet for a VA construction project at the Des Moines VACIHCS (Veterans Affairs Central Iowa Healthcare System). The solicitation (#36C77625B0043) involves expanding and remodeling a laboratory, with specific technical questions and clarifications addressed by the VA. Key technical details include the confirmation of a pneumatic tube system as part of the project, requirements for a dedicated Quality Control (QC) manager and Site Safety and Health Officer (SSHO), and clarifications about chilled water piping and project staging areas.
The project involves construction constraints, including limited drilling space near existing buildings and potential logistical challenges with an active steam tunnel project in the same location. The VA has indicated no bid date extension will be granted, and contractors are expected to manage project complexities independently. The opportunity is managed by the Department of Veterans Affairs Technology Acquisition Center in Austin, with a focus on minor construction and laboratory expansion at the Des Moines, Iowa facility.

| TECHNICAL QUESTIONS AND RESPONSES TRACKING SHEET | ||
| SOLICITATION #: 36C77625B0043 | PROJECT TITLE: Des Moines VACIHCS - Minor - Construction - Expand and Remodel Lab - 636-130 | |
| No. | CONTRACTOR QUESTION | VA RESPONSE |
| 42 | Ref spec 14 92 14- Will a pneumatic tube system be part of this project? If so who is responsible for costs? If the contractor can further drawing information be provided as its not shown? | Yes, a pneumatic tube system will be part of this project. |
| 43 | Ref Q&As 10 thru 13 amendment 2- Does the QC manager and the SSHO need to be dedicated to this project, or can they run multiple other projects on the site? | Yes, the QC manager and the SSHO need to be dedicated to this project and cannot run multiple other projects on the site. |
| 44 | Amendment 003 it states under technical questions #42. “ No, a pneumatic tube system will not be part of this project.” However, there is a specification for the work, and it is also a stated Alternate #1 to omit the Pneumatic Tube Station at Microbiology B213. Will you provide a new Price Schedule omitting Alternate #1? If not, how would you like to proceed with current Price Schedule? | The previous answer to question #42 was incorrect. The correct answer is "Yes, a pneumatic tube system will be a part of this project". This is a delegated design and the contractor should provide this in the bid. See "Attachment 14 - Pneumatic Tube Location Drawing". |
| 45 | In discussions with our auger cast pile contractors they stated they require a minimum 3’-0” clear to drill adjacent to the existing building. Currently there is only 2’-0” from the existing wall to the center line of the proposes auger cast piles. | This will be resolved during construction. |
| 46 | Currently there is an active steam tunnel project which has forthcoming work at/in the same location as the proposed staging and laydown area for this project. Given the logistical challenges for this project, removal of any of the proposed staging area will dramatically impact this project. What is the VA’s plan for addressing this conflict between projects? Are we to bid the project as if that other project will not impact this project? | The VA cannot advise a contractor on how to bid a project. |
| 47 | AE411 is blank except for the title block. Is this intentional or is there information missing? | It is intentionally blank. |
| 48 | Amendment 2 added “Remove 6” Chilled Water Piping to 5’ from face of existing Building 1W and Building 3” to C-004. This is consistent with the Mechanical plan MPD10U however the Mechanical piping plan does not show reconnecting these lines. Are these lines currently inactive to Building 3 and do not require being reconnected? If these are active lines do they require reconnecting and also temporary connection throughout the construction of the addition? | Those lines are currently inactive. |
| 49 | Given the complexities and constraints of this project is a bid extension possible? | The bid date will not be extended. |
