About this file

This document is a detailed technical specification for a wooden floor renovation project at the United States Embassy to the Holy See in Rome, Italy. The project involves replacing carpet tiles with new hardwood flooring on the mezzanine floor of the Mel Sembler Building, covering approximately 130 square meters. The scope of work includes removing existing carpet tiles, installing three-layer American walnut wooden flooring with a first layer of 3.5mm solid walnut, a second layer of fir wood, and a third layer of rotary-cut veneer, along with new teak veneered baseboards spanning about 110 linear meters.

The specification provides extensive details on installation methods, with a preference for floating installation using D3 vinyl glue, and includes strict requirements for surface preparation, glue application, and finishing. The project is time-sensitive, with a 20-calendar-day completion timeline, and requires numerous submittals including product data, samples, manufacturer's instructions, and certificates. Safety and health provisions are thoroughly outlined, referencing Italian workplace safety regulations, and the contractor must adhere to specific guidelines for material handling, personal protective equipment, and work site management. A maintenance plan must be submitted upon project completion, detailing preventive maintenance activities for all installed equipment.

B. Proceed with installation only after unsatisfactory conditions have been corrected.

C. Concrete Slabs: Verify that concrete substrates are dry and moisture-vapor emissions are within acceptable levels according to manufacturer's written instructions.

5.1.3.2 Protection of areas ad spaces not subject to the work

Prior to surface preparation and wooden floor applications, remove, mask, or otherwise protect, machined surfaces, radiator covers, plates, lighting fixtures, public and private property, and other such items not to be coated that are in contact with surfaces to be coated.

5.1.3.3 Preparation

Remove coatings, including curing compounds, and other substances on substrates that are incompatible with installation adhesives and that contain soap, wax, oil, or silicone, using mechanical methods recommended by manufacturer. Do not use solvents.

Broom or vacuum clean substrates to be covered immediately before product installation.

After cleaning, examine substrates for moisture, alkaline salts, carbonation, or dust. Proceed with installation only after unsatisfactory conditions have been corrected.

5.1.3.4 Installation

Different type of wooden floor application:

• Nailed: for this technique, the oldest and most expensive, it is necessary to use staves at least 1.8 cm thick and a layer of wood to be able to fix the nails.

• Glued: installation carried out with special glues applied to the pre-existing floor, an intermediate layer is not necessary. This technique is the ideal one for laying solid wood parquet.

• Floating: Ideal for prefinished parquet, laying floating or "floating" parquet does not use nails, glues or other supports. It consists in placing the parquet on the base by hooking the slats thanks to T&G decking joints. To guarantee soundproofing, protection from humidity and thermal insulation, insulating material or soundproofing adhesive is placed between the wooden slats and the old floor. Being an interlocking installation, the advice is to opt for large and therefore heavier lists, so as to minimize movement.

Provide expansion space at walls and other obstructions and terminations of flooring of not less than 19 mm (3/4 inch)

A. Vapor Retarder: Comply with the following for vapor retarder installation:

1. Wood Flooring Nailed to Wood Subfloor: Install flooring over a layer of asphalt-saturated felt.

2. Wood Flooring Nailed to Sleepers over Concrete: Install flooring over a layer of polyethylene sheet with edges overlapped over sleepers and turned up behind baseboards.

3. Wood Flooring Installed Directly on Concrete: Install a layer of polyethylene sheet according to flooring manufacturer's written instructions.

B. Sound Control Underlayment: Install over vapor retarder according to manufacturer's written instructions

C. Solid-Wood Flooring: Blind nail or staple flooring to substrate.

D. Solid-Wood Parquet Flooring: Set in adhesive in pattern indicated on Drawings.

If the underlying floor is valuable, the best option for laying is the floating one: a layer of functional insulating fabric is laid to make the planks adhere to the laying surface, thus avoiding the formation of voids which can damage the parquet and amplify noise from trampling.

To lay the parquet on an existing floor, the initial height will rise by 1-1.5 cm, so it is essential that the professional check the level of the fixtures during the inspection.

Prepare and clean the substrate, checking its flatness, compactness and absence of humidity.

In the presence of defects, smooth or use a self-leveling product.

Smooth the substrate with a pumice stone to favor the adherence of the glue.

In the case of walls that are not perpendicular to each other, square the room, tracing perpendicular lines, to refer to when laying the first row of strips.

Apply the leveler with suitable materials, starting from the point furthest from the door, pouring gradually and insisting a little on the marked and grouted areas. Wait about 3 days before laying the parquet.

Spread the glue evenly with a notched trowel, without excesses that could create imperfections as creating air bubbles between the screed and the wooden floor. Dose the optimal amount of glue for good bonding and use single-component adhesive with a silanic termination that reduce noise, recommended for gluing of pre-finished wooden floor onto marble, grit, ceramic or marble-chip floor tiles and with acoustic insulation.

Proceed with the application of the wooden floor, and baseboard if required by the contract, agreed with the C.O.R. Lay the strips and with a rubber mallet and spirit level, make sure that the strips adhere to the substrate, are perfectly aligned and do not present flatness problems.

Space the slats 1 cm from the walls to compensate for the expansion of the wood as a result of temperature changes.

Glue the skirting board on the walls.

5.1.3.5 Field Finishing

A. Machine-sand flooring to remove offsets, ridges, cups, and sanding-machine marks that are noticeable after finishing. Vacuum and tack with a clean cloth immediately before applying finish.

B. Fill and repair wood flooring defects

C. Apply floor-finish materials in number of coats recommended by finish manufacturer for application indicated, but not less than one coat of floor sealer and finish coats.

1. Apply stains to achieve an even color distribution matching approved Samples.

2. For water-based finishes, use finishing methods recommended by finish manufacturer to minimize grain raise.

D. Cover wood flooring before finishing.

E. Do not cover wood flooring after finishing until finish reaches full cure, and not before seven days after applying last finish coat.

If the finishing is done in the laboratory, and therefore the material is ready for installation, the timelines will be adhered to during production.

5.1.3.6 Protection

A. Protect installed wood flooring during remainder of construction period with covering of heavy kraft paper or other suitable material. Do not use plastic sheet or film that might cause condensation.

1. Do not move heavy and sharp objects directly over kraft-paper-covered wood flooring. Protect flooring with plywood or hardboard panels to prevent damage from storing or moving objects over flooring.
