About this file

This document is a detailed technical specification for a floor renovation project at the U.S. Mission to UN Agencies in Rome, Italy. The project involves removing existing carpet tiles on the first floor and installing new Stone Polymer Composite (SPC) flooring with a wooden finish, measuring approximately 160 square meters. The scope of work includes carefully removing the old carpet without damaging the historic 19th-century "battuto veneziano" floor underneath, installing new SPC flooring planks with a 6 mil underlayment, and installing solid wood Ducale white baseboards.

Key technical requirements include maintaining specific ambient temperatures during installation, protecting the original historic floor, and following strict safety protocols. The contractor must submit samples for approval, provide a maintenance plan, and ensure the flooring meets specific standards such as slip rating R10, fire resistance Bfl-S1, and indoor air quality certifications. The project is scheduled to start 10 calendar days after the Notice to Proceed and is expected to be completed within 20 calendar days, with careful attention to protecting adjacent surfaces and maintaining a clean work environment.

Provide a Fire Resistance: Bfl-S1 in accordance with EN 13501-1 for flammability and smoke emissions.

4.1.3 EXECUTION

4.1.3.1 Examination

A. Examine substrates for compliance with requirements for maximum moisture content and other conditions affecting performance of the Work.

1. Verify that finishes of substrates comply with tolerances and other requirements specified in other Sections and that substrates are free of cracks, ridges, depressions, scale, and foreign deposits that might interfere with adhesion of resilient products.

4.1.3.2 Preparation

A. Prepare substrates according to manufacturer's written instructions to ensure adhesion of resilient products (no glue needed)

B. Do not install resilient products until materials are the same temperature as space where they are to be installed.

1. At least 48 hours in advance of installation, move resilient products and installation materials into spaces where they will be installed.

C. Immediately before installation, sweep and vacuum clean substrates to be covered by resilient products.

4.1.3.3 Resilient Base Instasllation

A. Comply with manufacturer's written instructions for installing resilient base.

B. Apply resilient base to walls, columns, pilasters, casework and cabinets in toe spaces, and other permanent fixtures in rooms and areas where base is required.

C. Install resilient base in lengths as long as practical without gaps at seams and with tops of adjacent pieces aligned.

D. Tightly adhere resilient base to substrate throughout length of each piece, with base in continuous contact with horizontal and vertical substrates.

E. Do not stretch resilient base during installation.

F. On masonry surfaces or other similar irregular substrates, fill voids along top edge of resilient base with manufacturer's recommended adhesive filler material.

G. Preformed Corners: Install preformed corners before installing straight pieces.

H. Job-Formed Corners:

4.1.3.4 Resilient Accessory Installation

Resilient Molding Accessories: Butt to adjacent materials and tightly adhere to substrates throughout length of each piece. Install reducer strips at edges of floor covering that would otherwise be exposed.

4.1.3.5 Protection

From the time of installation until acceptance, protect flooring from damage as recommended by the flooring manufacturer. Remove and replace flooring which becomes damaged, loose, broken, or curled and wall base which is not tight to wall or securely adhered.

4.1.3.6 Safety Precautions

Prior to application in confined spaces of toppings and coatings containing flammable or toxic properties, institute safety precautions recommended by the manufacturer of the product.

Erect "NO SMOKING" signs and prohibit smoking or use of spark- or flame-producing devices within 50 feet of any mixing or placing operation involving flammable materials.

Provide personnel required to handle, mix, or apply toppings containing toxic or flammable properties with such items of personal protective equipment and apparel for eye, skin, and respiratory protection as are recommended by the manufacturer of the product. Ensure all personnel are trained in the appropriate use and wearing of personal protection equipment.

4.1.3.7 Protection of Adjacent Surfaces

In addition to the protection of adjacent surfaces during installation, provide areas used to store and mix materials with a protective covering under the materials. After application of the sealer coats, protect finished flooring during the remainder of the construction period.

4.1.3.8 Existing Subfloor

Clean existing subfloors with soft products and in compliance with Cultural Heritage office recommendations.

During the carpet floor removing, pay attention not to damage to the underneath floor. The layers underneath the carpet tiles should not be thinned down to avoid any damage the to the original battuto veneziano floor.

4.1.3.9 Protection of original flooring

The historic battuto veneziano floor, dating to the end of the 19th century, is covered by the carpet and by a very thin layer of leveling mortar and glue (no more than 1-2 mm thick). To prevent damage to the original floor any type of mechanical operation on the substrate (whether performed by hand or using equipment/machinery) shall be avoided.

4.1.3.10 Cleaning and Protection

A. Comply with manufacturer's written instructions for cleaning and protecting resilient products.

B. Perform the following operations immediately after completing resilient-product installation:

1. Remove adhesive and other blemishes from new relilient surfaces.

2. Sweep and vacuum horizontal surfaces thoroughly.

3. Damp-mop horizontal surfaces to remove marks and soil.

C. Protect resilient products from mars, marks, indentations, and other damage from construction operations and placement of equipment and fixtures during remainder of construction period.

D. Floor Polish: Remove soil, adhesive, and blemishes from resilient stair treads before applying liquid floor polish.

E. Cover resilient products subject to wear and foot traffic until Substantial Completion

4.2 MAINTENANCE PLAN

At completion of project, the contractor shall submit the preventive maintenance plan of all the equipment installed within the scope of the project, as follows.

List in detail the new equipment installed and submit the list to the C.O.R.

The C.O.R. shall review the list and will give the contractor the standard inventory card for each type of equipment. Also the C.O.R. will give the contractor the “Check list” detailing the standard OBO preventive maintenance activity for each type of equipment together with the required schedule, i.e. monthly, semiannual or annual schedule.

The contractor shall fill in the inventory cards for all equipment and shall submit to the C.O.R.

the entire maintenance plan on paper.
