This document is a Questions and Answers notice for the USUN Floor Renovation federal contract opportunity (Solicitation Number 191T7025Q0026). The Q&A covers critical details about the floor renovation project at the Embassy compound, including logistical requirements such as material handling, cleaning responsibilities, and workspace disruption. Key points include: separate service stairs will be available for material transport, the contractor is responsible for cleaning service, transit, and outdoor areas, and a sanitary facility will be provided within the Embassy compound. The project involves floor renovation with specific technical requirements, such as installing SPC flooring on non-combustible supports to maintain fire reaction classification.

The document provides additional project specifics, including timeline and furniture relocation details. The work will be performed one room at a time over approximately 20 days, with the project start date set for September 2025. Furniture will be moved to adjacent areas, and workstations will not remain operational during the renovation. A post-award survey will be scheduled to assess the work area, and the Embassy will provide assistance during electronic device detachment and repositioning. Questions and Answers Notice ID 191T7025Q0026 – USUN Floor Renovation

1 Q - Will the handling of the removed and new materials be possible only via the ladder? If so, will the related rails or walkways need to be protected, or should they be disassembled and repositioned? Alternatively, is there a lift or elevator that can be used?

1 A: There will be separate service stairs available for this service.

2 Q - Is the cleaning of the service, transit, and outdoor areas always the responsibility of the contractor?"

2 A - Yes, it is.

3 Q - Will your sanitary facilities be made available to the workers, or should mobile sanitary facilities be provided by us?

3 A - A sanitary facility within the Embassy compound will be available for the workers.

4 Q - The SPC floor you identified has a fire reaction class in compliance with the European Standard. To maintain this characteristic and issue the corresponding declaration of laying conformity for fire regulation purposes, it must be installed on non-combustible supports (Class A). If this requirement is not met, the material will lose its classification, and the laying conformity declaration cannot be issued.

4 A - The quote submitted shall be in accordance with Attachment 1, Technical Specifications.

5 Q - For electronic devices, will one of your representatives be present to provide assistance and appropriate guidance during detachment and repositioning?

5 A - Yes, the Embassy will provide assistance during this service.

6 Q - If, during the detachment of the carpet tiles, the existing self-leveling protective layer is damaged, will the restoration work be quantified later if necessary?

6 A - No, it will be the contractor's responsibility to ensure that the self-leveling protective layer is not damaged. The means and methods for removal must be coordinated in advance and agreed upon with the

COR.

7 Q - Regarding the request for professional and thorough cleaning of the premises upon completion of the work, does this refer to the entire area at the end of the project or to each individual room as the work is completed? Additionally, in relation to the thorough cleaning and considering that the works are low impact, will the cleaning be limited to the floors and the removal of any dust generated by the works? Will the cleaning apply only to the premises affected by the work, and does it exclude furniture, furnishings, and other items?

7 A - All the areas involved in the work will need to be cleaned.

8 Q - How should the timelines you indicated (one room at a time over approximately 20 days) be interpreted?

Considering the need to acclimatize the materials for 48 hours and allow another 48 hours for stabilization after installation, there are four days of downtime. This must be added to the time required for laying the floor, installing skirting and finishing profiles, moving and repositioning furniture, cleaning, and other related tasks.

8 A - The performance timeline indicated in the RFQ at FAR52.211-10 is mandatory.

9 Q - Can the timeframe for the procurement of materials be updated to account for the upcoming factory closures, extending it to at least 30 working days?

9 A - The project starting date of the work is set after the summer season, o/a September 2025.

10 Q - Given the inability to take photos of the rooms where the work will be carried out, is it possible to obtain a list of the furniture in each room to estimate the time required for moving?

10 A - A survey of the interest area will be scheduled after award with the awardee.

11 Q - Should the relocation of furniture to other rooms be understood as limited to adjoining areas, or can these rooms be located on other floors or in non-adjoining areas? Are workstations required to remain operational?

11 A - Furniture will be moved into adjacent areas. Workstations will not remain operational during the work.
