1.0 SCOPE

1.1 Scope

This requirement is to furnish Interface Test Adapter (ITA) design and manufacture, Support

Equipment (SE) design and manufacture, Circuit Card Assembly (CCA) design and manufacture, Personality Module Assembly (PMA) design and manufacture, test procedures and operation and maintenance manual documentation, updated Technical Data Packages (TDPs), provisioning data, and monthly status reports as required to support Government Test Program

Set (TPS) development.

1.2 Background

The Software Engineering Groups at Oklahoma City Air Logistics Complex (OC-ALC), Ogden

Air Logistics Complex (OO-ALC), and Warner Robins Air Logistics Complex (WR-ALC) are responsible for the development of hardware and software components of TPSs used for repair of electronics in Shop Replaceable Units (SRUs) and Line Replaceable Units (LRUs). An SRU is an item that is designated to be removed or replaced from a higher level assembly in the shop

(intermediate or depot maintenance activity) and is to be tested as a separate entity. An LRU is a unit designated to be removed upon failure from a larger entity (equipment, system) in the operational environment. LRUs are usually comprised of multiple SRUs. LRUs and SRUs are also referred to as a Unit Under Test (UUT). ITAs, CCAs, PMAs, and SE are individually designed and fabricated to connect the SRU or LRU to the test equipment to aid in the development of a TPS. These TPSs are used with Automatic Test Systems (ATS) to accurately and efficiently detect and diagnose electronic component failures.

This effort provides the Government with the critical engineering designs, documentation and equipment needed to develop TPSs.

2.0 SECTION 2 APPLICABLE DOCUMENTS

3.0 SECTION 3 REQUIREMENTS

3.1 General Requirements

3.1.1 Contractor Point of Contact

The Contractor shall provide the name of the Contract Point of Contact (POC) and any alternates who shall act for the Contractor when the Contractor POC is absent. They shall be designated to the CO and GPOC, in writing, within five (5) business days after the contract award date. The Contractor shall provide telephone numbers and email addresses where the

Contractor POC and alternates may be contacted at any time. The Contractor POC or alternate shall have full authority to act for the Contractor on all matters relating to operation of this contract at the ALCs. The Contractor POC or alternate shall be available to meet on the installation with Government personnel designated by the CO to discuss problem areas. The

Contractor shall provide a Contractor POC who can read, write, speak, and understand

English fluently.

The Contractor and Contractor personnel shall be required to identify themselves as contractor personnel by introducing themselves or being introduced as Contractor personnel. The

Contractor personnel shall also display distinguishing badges or other visible identification for meetings with Government personnel or while performing work for one of the ALCs. The

Contractor and Contractor personnel shall identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence.

3.1.2 Post Award Conference

The Contractor shall attend a Post-Award Conference (PAC). The PAC will be held at Tinker

AFB or via virtual meeting. The decision to hold the meeting on base or via virtual will be made by the Government and will be relayed to the Contractor. The purpose of this conference will be to review all contract requirements and to review detailed plans on Contractor implementation. The Contractor shall be prepared to discuss the following:

Shipping

The Contractor shall deliver a schedule detailing the timeline of the project as well as any concerns or issues with the Government’s design requirements. The requirements for the report will be specified per Delivery Order (DO) (CDRL A001). The Contractor shall baseline the plan after Government review and approval is received.

3.1.3 Monthly Status Report, Meetings, Minutes and Presentation Material

The Contractor shall prepare and deliver Monthly Status Reports to the Government. The

Contractor shall resubmit any reports that are not submitted correctly (CDRL A002).

The Contractor shall provide, in writing, the results of all in process reviews and conferences with the Government (CDRL A003).

The Contractor shall provide the material presented at all in process reviews and conferences with the Government (CDRL A004).

The Contractor shall respond to all informal, unscheduled meetings, briefings, conferences, reviews or Technical Interchange Meetings (TIM) requested by the

Government.

The Contractor shall be able to support meetings using the Defense Collaboration Service and any follow-on systems.

3.1.4 UUT Information

Specific information regarding UUTs will be specified in each DO. The Government will provide access to actual UUTs for mechanical design and form/fit at Government facilities or will provide the UUTs to the Contractor as Government Furnished Property (GFP) or provide, as applicable, dimensional information, keying information, connector information, connector locations in reference to UUT dimensions, and forced air requirements and port information. The information will be sufficient such that the Contractor can accurately perform mechanical and electrical fixturing. Reference SOW Section 3.2.6, GFP.

3.1.5 Government Escort Assistance

In the event that a contractor is required to come on base, the contractor shall coordinate with the Site Security Manager of the specific Government installation to ensure compliance with security requirements, and with the base security section for installation and controlled area access. The Contractor shall contact the Government POC seven (7) business days before arriving on a Government facility in order to make arrangements for Visitors Passes. The

Government POC will assign a sponsor for the Contractor from within the organization. The

Contractor and the sponsor shall arrange to meet at the appropriate location to gain access to the

Government installation.

3.1.6 Contractor Personnel

The Contractor shall provide the name of the Point of Contact (POC) for each Government

Installation to include Tinker AFB, Hill AFB and Warner-Robins AFB and any alternate(s) who shall represent the Contractor when the POC is absent. These individuals shall be designated in writing to the CO within two (2) days after contract award. The Contractor POC shall provide any required update of this personnel listing within (2) days of replacement of personnel.

3.1.7 Government Directed Changes

The Contractor shall incorporate a range of Government-directed design changes into a TDP being developed under 3.2 prior to acceptance. The Government will provide these changes to the contractor through an updated copy of the Government Furnished Information (GFI) provided at the DO award. The Contractor shall have until the next milestone review or seven days to incorporate the changes into the TDP, whichever is greater. The Government will specify the potential ranges that it expects to need per DO. The range of changes is below.

50-250 Changes

Please note that the range of changes is the number of changes, so 50-250 changes indicates that there will need to be 50-250 changes to the design package. The definition of what a change is can be found below.

The design changes will be of two different types, electrical changes and mechanical changes. An electrical change consists of modifications to any of the parameters of a specific electrical connection and/or component in the GFI. Any changes made to the GFI shall also be made to the schematics, wire lists and wiring diagrams. Examples of these changes include: change of wire type, change of termination and change of shield location. A mechanical change consists of any modification to any mechanical drawings across any number of pages. Examples of mechanical changes include: addition of components, replacement or customization of a component, change of quantity and change of reference designator. Any changes made to the mechanical drawings shall also be made to any other affected documentation. The Government will consider the number of changes from 1 change to 49 changes as something that will be done by the

Government.

3.1.8 Certification

The Contractor shall be certified to either ISO 9001:2015 or equivalent. The Contractor shall maintain this certification throughout the life of the contract.

3.2 Specific Requirements

For the specific requirements below, the Government will provide all necessary information on each delivery order.

3.2.1 Interface Test Adapter

ITAs provide electrical and mechanical compatibility between the UUT and the ATE.

3.2.1.1 Interface Test Adapter Marking and Labeling

The Contractor shall mark and label ITAs in accordance with MIL-STD-130N. The marking and labeling requirements will be detailed in each DO.

3.2.1.2 Interface Test Adapter Design

3.2.1.2.1 The Contractor shall develop, from GFI and Contractor measurements, a TDP for

ITAs. The ITA will be based on the individual DO but may include interface devices, extender cards, holding fixtures, cables, shorting plates, card guides, active circuitry and provisions for self-test.

3.2.1.2.2 The Contractor shall plan and conduct a Preliminary Design Review (PDR) for each

ITA design. The PDR shall be a formal technical review of the basic design approach. The

Contractor shall present the following in the context of the TDP (CDRL A005):

Preliminary design synthesis

Schematic or wiring diagram

Preliminary assembly drawings

Preliminary lists of materials, parts and processes.

The Government will evaluate the TDP to determine whether the preliminary design provides the capability of satisfying the performance characteristics of the ITA. The Government will review the TDP for compliance with the standards and specifications listed in the DO. After the PDR, the

Government will notify the Contractor of:

Approval – to indicate the review was satisfactory

Contingent Approval – to indicate the review is not considered accomplished until the corrections of resultant action items.

Disapproval – to indicate the review was seriously inadequate.

The Contractor shall only proceed with work after receipt of Approval or Contingent

Approval.

3.2.1.2.3 The Contractor shall plan and conduct a Critical Design Review (CDR) for each

ITA design. The CDR shall be a formal technical review of the detailed design approach. The

Contractor shall present the following in the context of the TDP (CDRL A005):

Detail engineering drawings

Adequacy of the detailed design in the following areas:

o Electrical design o Mechanical design o Electrical and mechanical interface compatibility o Producibility and manufacturing

The Government will evaluate the TDP to determine whether the detailed design provides the capability of satisfying the performance characteristics of the ITA. The Government will review the TDP for compliance with the standards and specifications listed in the DO. After the CDR, the Government will notify the Contractor of:

3.2.1.3 Interface Test Adapter Manufacture

3.2.1.3.1 The Contractor shall perform prototype activities to build and deliver a full scale working model ITA prototype. The Contractor shall build from either the Government provided

TDP or the approved TDP from the ITA design activity, a number of full scale working model prototypes of ITAs. The number of prototypes will be defined in each DO.

3.2.1.3.2 The Contractor shall provide supervision, personnel, equipment, tools, materials, transportation, and other items as necessary, except for GFP applicable to a DO as prescribed in

SOW Section 3.2.6, to prototype and deliver ITAs that will meet the requirements based on the

DO submitted.

3.2.1.3.3 The Contractor shall ensure all ITAs built meet the technical design documentation according to the TDP. The Contractor shall deliver the completed ITA along with an “as-built” copy of the TDP (CDRL A005).

3.2.1.4 Interface Test Adapter Acceptance

3.2.1.4.1 The Contractor shall deliver an Acceptance Test Procedure (ATP) for all ITA deliverables (CDRL A006). The Government will approve the ATP before use by the

Contractor.

3.2.1.4.2 The Contractor shall conduct an Acceptance Test (AT) IAW the approved ATP. The

Government reserves the right to witness any AT.

3.2.1.4.3 The Contractor shall deliver an Acceptance Test Report (ATR) for all

ITA deliverables (CDRL A007).

3.2.1.4.4 The Government will perform the following incoming inspection activities within forty- five

(45) days of ITA delivery. The Government will review the ATR for compliance. The

Government will check and verify the ITA hardware against the “as-built” copy of the TDP. The

Government will check and verify the ITA hardware for form/fit with the UUT. The

Government will check and verify the ITA hardware for form/fit with the ATS. The Government will check and verify the ITA hardware against the specifications in the DO. Products shall be

100% defect free and meet stated tolerances of the TDP, specifications, ATP and this document.

The Government will notify the Contractor of any fabrication issues discovered during the above activities. The Contractor shall have fourteen (14) days to correct these issues at no additional cost to the Government, once notified by the Government and the ITA is received by the

Contractor. The Government will review corrections within seven days of receipt. The

Government will not accept ITAs unless the above acceptance criteria are met.

3.2.2 Support Equipment

The Contractor shall deliver SE as detailed in individual DOs. SE is defined as all equipment

(mobile or fixed) required to support the operation and maintenance of a test system.

3.2.2.1 Support Equipment Marking and Labeling

The Contractor shall mark and label SE in accordance with MIL-STD-130N. The marking and labeling specifications will be detailed in each DO.

3.2.2.2 Support Equipment Design

3.2.2.2.1 The Contractor shall develop a design that meets the technical requirements of the GFI for each piece of SE as defined in the DO. The contractor shall use Commercial Off the Shelf

(COTS) equipment when available.

3.2.2.2.2 The Contractor shall plan and conduct a PDR for each SE design. The PDR shall be a formal technical review of the basic design approach. The Contractor shall present the following in the context of the TDP (CDRL A005):

Preliminary lists of materials, parts and processes capability of satisfying the perform characteristics of the SE. The Government will review the TDP for compliance with the standards and specifications listed in the DO. After the PDR, the

The Contractor shall only proceed with work after receipt of Approval or Contingent Approval.

3.2.2.2.3 The Contractor shall plan and conduct a CDR for each SE design. The CDR shall be a formal technical review of the detailed design approach. The Contractor shall present the following in the context of the TDP (CDRL A005):

o Electrical design o Mechanical design capability of satisfying the performance characteristics of the SE. The Government will review the TDP for compliance with the standards and specifications listed in the DO. After the CDR, the Government will notify the Contractor of:

3.2.2.3 Support Equipment Manufacture

3.2.2.3.1 The Contractor shall perform prototype activities to build and deliver a full scale working model SE prototype. The Contractor shall build from either the Government provided

TDP or the approved TDP from the SE design activity, a number of full scale working model prototypes of SE. The number of prototypes will be defined in each DO.

3.2.2.3.2 The Contractor shall provide supervision, personnel, equipment, tools, materials, SOW Section 3.2.6, to prototype and deliver SE that will meet the requirements based on the DO submitted.

3.2.2.3.3 The Contractor shall ensure all SE built meet the SE design documentation according to the TDP. The Contractor shall deliver the completed SE along with an “as-built” copy of the TDP (CDRL A003).

3.2.2.4 Support Equipment Acceptance

3.2.2.4.1 The Contractor shall deliver an ATP for all SE deliverables (CDRL A006). The

ATP must be approved by the Government prior to use.

3.2.2.4.2 The Contractor shall conduct a SE AT IAW with the Government approved ATP. The

3.2.2.4.3 The Contractor shall deliver an ATR for all SE deliverables (CDRL A007).

3.2.2.4.4 The Government will perform the following incoming inspection activities within forty- five

(45) days of SE delivery. The Government will review the ATR to verify compliance. The

Government will check and verify the SE hardware against the “as-built” copy of the

Government approved SE design. The Government will check and verify the SE hardware against the specifications in the DO and the comments given by the Government at PDR and

CDR. Products shall be 100% defect free and meet or exceed stated tolerances of the GFI and the comments given by the Government at PDR and CDR. The Government will notify the

Contractor of any fabrication issues discovered during the above activities. The Contractor shall have fourteen (14) days to correct these issues at no additional cost to the Government, once notified by the Government and the SE is received by the Contractor. The Government will not accept SE unless the above acceptance criteria are met.

3.2.3 Circuit Card Assembly

The Contractor shall deliver CCAs as detailed in individual DOs. CCAs consist of printed wiring boards, mating connectors, components, and any other wiring connections necessary to test a

UUT. CCAs provide an electrical contact between the UUT and the ATS or SE.

3.2.3.1 Circuit Card Assembly Marking and Labeling

The Contractor shall mark and label CCAs in accordance with MIL-STD-130N. The marking and labeling specifications will be detailed in each DO.

3.2.3.2 Circuit Card Assembly Design

3.2.3.2.1 The Contractor shall develop from GFI and Contractor measurements, a detailed TDP for a CCA design based on the individual DO.

3.2.3.2.2 The Contractor shall plan and conduct a PDR for each CCA design. The PDR shall be a formal technical review of the basic design approach. The Contractor shall present the following in the context of the TDP. (CDRL A005):

3.2.3.2.3 The Contractor shall plan and conduct a CDR for each CCA design. The CDR shall be a formal technical review of the detailed design approach. The Government will review the TDP for compliance with the standards and specifications listed in the DO. After the

CDR, the Government will notify the Contractor of:

3.2.3.3 Circuit Card Assembly Manufacture

3.2.3.3.1 The Contractor shall perform prototype activities to build and deliver a full scale working model CCA prototype. The Contractor shall build from either the Government approved

TDP or the approved TDP from the CCA design activity, a number of full scale working model prototypes of circuit card assembly. The number of prototypes will be defined in each DO.

3.2.3.3.2 The Contractor shall provide supervision, personnel, equipment, tools, materials, SOW Section 3.2.6, to prototype and deliver circuit card assembly/assemblies that will meet the requirements based on the DO submitted.

3.2.3.3.3 The Contractor shall ensure all circuit card assemblies built meet the technical design documentation according to the TDP. The Contractor shall deliver the completed CCA along with an “as-built” copy of the TDP (CDRL A005). The Government will review the TDP for compliance with the standards and specifications listed in the DO.

3.2.3.4 Circuit Card Assembly Acceptance

3.2.3.4.1 The Contractor shall deliver an ATP for all CCA deliverables (CDRL A006). The ATP must be approved by the Government prior to use.

3.2.3.4.2 The Contractor shall conduct an AT IAW the Government approved ATP. The

3.2.3.4.3 The Contractor shall deliver an ATR for all CCA deliverables (CDRL A007).

3.2.3.4.4 The Government will perform the following incoming inspection activities within forty- five

(45) days of CCA delivery. The Government will review the ATR for compliance. The

Government will check and verify the CCA hardware against the “as-built” copy of the

Government approved TDP. The Government will check and verify the CCA hardware for form/fit. The Government will check and verify the CCA hardware against the specifications in the DO and the comments given by the Government at PDR and CDR. Products shall be 100% defect free and meet stated tolerances of the Government approved TDP and specifications. The

Government will notify the Contractor of any fabrication issues discovered during the above activities. The Contractor shall have fourteen (14) days to correct these issues at no additional cost to the government, once notified by the Government and the CCA is received by the

Contractor. The Government will not accept CCAs unless the above acceptance criteria are met.

3.2.4 Personality Module Assembly

PMAs are defined as provide electronic, electrical and mechanical compatibility between the

UUT and the ITA.

3.2.4.1 Personality Module Assembly Marking and Labeling

The Contractor shall mark and label PMAs in accordance with MIL-STD-130N. The marking and labeling specifications will be detailed in each DO.

3.2.4.2 Personality Module Assembly Design

3.2.4.2.1 The Contractor shall develop, from GFI and Contractor measurements, a TDP for

PMAs. The PMA will be based on the individual DO but may include interface devices, extender cards, holding fixtures, cables, shorting plates, etc.

3.2.4.2.2 The Contractor shall plan and conduct a PDR for each PMA design. The PDR shall be a formal technical review of the basic design approach. The Contractor shall present the following in the context of the TDP (CDRL A005):

capability of satisfying the performance characteristics of the PMA. The Government will review the TDP for compliance with the standards and specifications listed in the DO. After the PDR, the accomplished until the corrections of resultant action items.

Disapproval – to indicate the review was seriously inadequate.

3.2.4.2.3 The Contractor shall plan and conduct a CDR for each PMA design. The CDR shall be a formal technical review of the detailed design approach. The Contractor shall present the o Electrical design o Mechanical design capability of satisfying the performance characteristics of the PMA. The Government will review the TDP for compliance with the standards and specifications listed in the DO. After the

CDR, the Government will notify the Contractor of:

3.2.4.3 Personality Module Assembly Manufacture

3.2.4.3.1 The Contractor shall perform prototype activities to build and deliver a full scale working model PMA prototype. The Contractor shall build from either the Government provided TDP or the approved TDP from the PMA design activity, a number of full scale working model prototypes of PMAs. The number of prototypes will be defined in each DO.

3.2.4.3.2 The Contractor shall provide supervision, personnel, equipment, tools, materials, SOW Section 3.2.6, to prototype and deliver PMAs that will meet the requirements based on the

DO submitted.

3.2.4.3.3 The Contractor shall ensure all PMAs built meet the technical design documentation according to the TDP. The Contractor shall deliver the completed PMA along with an “as-built” copy of the TDP (CDRL A005).

3.2.4.4 Personality Module Assembly Acceptance

3.2.4.4.1 The Contractor shall deliver an ATP for all PMA deliverables (CDRL A006). The ATP must be approved by the Government prior to use.

3.2.4.4.2 The Contractor shall conduct an AT IAW the approved ATP. The Government reserves the right to witness any AT.

3.2.4.4.3 The Contractor shall deliver an ATR for all PMA deliverables (CDRL A007).

3.2.4.4.4 The Government will perform the following incoming inspection activities within forty- five

(45) days of PMA delivery. The Government will review the ATR for compliance. The

Government will check and verify the PMA hardware against the “as-built” copy of the TDP. The

Government will check and verify the PMA hardware for form/fit with the UUT. The

Government will check and verify the PMA hardware for form/fit with the ATS. The

Government will check and verify the PMA hardware against the specifications in the DO.

3.2.5 Data/Other

The Contractor shall develop and deliver the following types of data described below. These requirements address data needed by the Government in order to successfully create a Test

Program (TP).

3.2.5.1 Test Procedures and Operation and Maintenance Manual Generation

3.2.5.1.1 The Contractor shall develop and deliver new Test Procedures Manual (TPM)

Technical Orders (TO) for TPs provided by the Government (CDRL A008). The Government will review the TPM for compliance with the standards and specifications listed in the DO prior to Acceptance.

3.2.5.1.2 The Contractor shall provide change pages to the TPM TO for TPs provided by the

Government (CDRL A008). The Government will review the TPM for compliance with the standards and specifications listed in the DO prior to Acceptance.

3.2.5.1.3 The Contractor shall develop and deliver new ITA Operation and Maintenance TOs with Illustrate Parts Breakdown (IPB) for the hardware provided by the Government (CDRL

A008). The Government will review the technical manuals for compliance prior to acceptance.

3.2.5.2 Updated Technical Data Package

The Contractor shall provide, from a baseline TDP and engineering changes (provided by the

Government), an updated TDP which incorporates the engineering changes (CDRL A005) The

Government will review the TDP for compliance with the specifications and standards listed in the DO prior to acceptance.

3.2.5.3 Provisioning

The Contractor shall provide hardware provisioning data and participate in the provisioning process for ITAs, SE, CCAs or PMAs, depending on the item being ordered. The Contractor shall participate in accordance with the CDRLs. The Government will review the document for compliance with the specifications and standards listed in the DO prior to acceptance. The

Contractor shall provide provisioning data within the timelines established in the delivery order.

3.2.5.3.1 Provisioning Technical Documentation

The Contractor shall submit Provisioning Technical Documentation (PTD) in a format compatible with the Air Force Materiel Command (AFMC) Automated Provisioning System

(D220) and GEIA-STD-0007. Schedule for submitting the PTD shall be in accordance with the

CDRL (CDRL A009). The Government will review the document for compliance with the specifications and standards listed in the DO prior to acceptance.

3.2.5.3.2 Engineering Data for Provisioning

3.2.5.3.2.1 The Contractor shall develop and deliver Engineering Data for Provisioning

(EDFP). Schedule and requirements for submitting the EDFP shall be in accordance with the

CDRL for EDFP (CDRL A00A). The Government will review the document for compliance with the specifications and standards listed in the DO prior to acceptance.

3.2.5.3.2.2 The Contractor shall plan for the delivery of product EDFP documentation to define the items identified. EDFP shall enable the Government to uniquely identify each first appearance item shown from other comparable items in the Government supply inventory

(Defense Logistics Information System, Total Item Record). The Contractor shall satisfy EDFP requirements first with product drawings TDP documents. When EDFP requires identification of items which are not included in the product TDP, the Contractor shall plan for the delivery of vendor, commercial item documentation. The Government will review the document for completeness, accuracy and compliance with the specifications and standards listed in the DO prior to acceptance.

3.2.5.4 Support Equipment Recommendation Data

The Contractor shall document and submit Support Equipment Recommendation Data (SERD) for all SE/Standard/Modified/Hand too lists and Test Measurement and Diagnostic Equipment

(TMDE) includes Peculiar Support Equipment (PSE) and Common Support Equipment (CDE), that are required for Government operation and sustainment. The Contractor shall consider life cycle cost when selecting SE. SERD/Standard/Modified/hand tool lists shall be submitted in a form and schedule as required in accordance with the CDRL (CDRL A00B).

3.2.6 Government Furnished Property

3.2.6.1 GFP - General

The Government will not provide the contractor office space, buildings, equipment, or vehicles.

3.2.6.2 Shared Property of the Government.

Not Applicable.

3.2.6.3 Government Furnished Services (GFS).

Government Furnished Services are applicable during the performance of this contract. The

Government will furnish the following services:

3.2.6.3.1 Security Forces. The Government will provide general on-base security forces’ service. The security forces’ telephone numbers for Tinker are 911 for emergencies, 405-734-

2000 for crimes in progress and 405-734-3737 for non-emergency calls. The off-base 911 center receives 911 cell phone calls. Cell phone callers need to advise the 911 off-base center they are on TAFB in order to be connected with the on-base 911 center. The security forces’ telephone numbers for Hill are 911 for emergencies, 801-777-7975 for the 75 SFS/CC and 801-

777-8627 for 75SFS/SFM. The security forces’ telephone numbers for Warner Robins are 911 for emergencies and 478-926-2187 for non-emergency calls.

3.2.6.3.2 Fire Emergency and Routine Services. The Government will provide general on-base fire protection services. The Contractor shall comply with fire prevention rules and regulations enforced by each center. Call 911 for emergencies. For routine fire prevention matters on Tinker, call 405-734-3981 or 405-734-3982 and 405-734-7964 for after hours and weekends. For Tinker routine calls to dispatch call 405-734-7964. For Hill fire prevention matters call 801-777-2817.

For Warner Robins fire prevention matters call 478-468-3487.

3.2.6.3.3 Utilities. The Government will provide utility services at all three bases. These utilities include natural gas, electricity, water, and sewer for the sole purpose of accomplishing this contract. If the contractor requires additional utility services, it shall be the contractor’s responsibility to provide. Contractor shall use due care and diligence in efforts to conserve utilities to reduce utility costs.

3.2.6.4 Contractor Acquired Property (CAP). Not Applicable.

3.2.6.5 Contractor’s Property Management System.

In accordance with FAR Part 45, Government Property, and the Government Property clauses, the

Contractor shall prepare and submit one (1) electronic copy (Microsoft latest compatible version) of the Contractor’s Property Management System for GFP to the Government Contracting Officer no later than fifteen (15) calendar days from the effective date of the Contractor’s first DO with GFP.

If there are any inconsistencies between the Contractor’s Property Management System for GFP and the Contract/DO terms and conditions, the Contract/DO terms and conditions shall take precedence.
