Statement of Work Summary
This Statement of Work defines requirements for implementing a centralized Audio-Visual (AV) monitoring and control system at Maxwell Air Force Base, Building 693 (Ira C. Eaker Center for Leadership Development). Room 127 will serve as a centralized control booth enabling real-time monitoring and remote management of AV systems in three instructional classrooms (Rooms 124, 126, and 128). The system must provide live video feeds, remote audio level adjustment, camera control with presets, and support for Teams and Zoom video conferencing. All rooms are classified as unclassified and do not require CAC access.
The contractor must furnish all equipment (brand new only; refurbished items prohibited), provide complete installation, programming, testing, commissioning, training, and documentation. Key technical requirements include a new digital video switcher/router with minimum 24 inputs supporting analog and digital sources, A/D and D/A converters, automatic sound leveling, balanced/unbalanced audio mixer, multi-display monitoring workstation (minimum two displays; three preferred), Crestron Touch panel or PC-based control interface, networked AV-over-IP encoders with target latency <150 ms, fiber backbone with access switches supporting 4K/UHD, and plenum-rated color-coded cabling labeled at both ends. Installation must comply with TEMPEST/EMSEC expectations, institutional IT and cybersecurity standards, and include coordination with base IT for VLANs, QoS, and multicast configuration. The contractor must deliver as-built system drawings (AutoCAD/VidCAD/Visio), both compiled and source code, comprehensive product documentation, and provide training covering operation, monitoring procedures, and basic troubleshooting. Deliverables include a Commissioning Report with test results, device firmware versions, network configuration summary, and known issues. Warranty includes minimum 12-month workmanship coverage and manufacturer warranties; optional support contracts may include remote diagnostics, on-site service, and preventative maintenance. Work must be sequenced to minimize instructional impact, and the contractor must provide an after-hours contact number for Emergency Mass Notification System compliance. Building 693 lacks a loading dock; contractors must provide trucks with lift gates. The Point of Contact is Ms. Dava Hornbeak, Eaker AV Team Lead (dava.hornbeak.1@us.af.mil, 334-953-6427).
