About this file
This is a Statement of Work (SOW) for road maintenance services on the Angeles National Forest in California for Fiscal Year 2026.
The work encompasses repair and maintenance of over 70 miles of roads across the Los Angeles Gateway Ranger District and San Gabriel Mountains National Monument, addressing damage from atmospheric river events in 2022-2026. Key work items include native surface road blading (811) using dozers for rocky sections, paved surface cleaning (815), asphalt pavement patching (814), spot surfacing with Class 2 road base (813), and installation of 184 overside drains and 4 corrugated culverts with drop inlets (840). Specific roads requiring attention include Forest Service Road 2N69 (requiring 3 inches of Class 2 base placement), Mt Lowe Road (2N50), and Colby Ranch Road (3N24). The contractor must prioritize hydrological improvements including overside drains, culverts, rolling dips, and lead-off ditches to create sustainable, driveable roads suitable for public access and Forest Service operational needs including fire access and emergency response.
Contractor requirements include possessing a valid California contractors license (General Engineering, General Building, or Specialty Contractor with relevant experience), providing clean equipment free of noxious weed material, and submitting a project schedule 14 days prior to Notice to Proceed (NTP), traffic control plan, materials shop drawings for drainage infrastructure, and quality control plan with the proposal. Work is restricted to Monday-Friday, 0600-1900 hours on non-holidays, with fire plan compliance required. Key deliverables include project schedule, traffic control plan or closure request, materials data sheets, and quality control documentation. No government-furnished materials are provided. Contractors must conduct independent site visits to assess road conditions; Forest Service keys are available through the COR (Zachary Biversie at Zachary.Binversie@usda.gov or 626-701-9655) with 24-hour advance notice required.

Project Angeles National Forest FY26 Road Maintenance
General Information
1.0 Scope of Work
The purpose of this contract is to repair various roads throughout the Angeles National Forest. The contract will cover over 70 miles of road surface repairs and improvements, replacement and installation of various aggregates and corrugated metal road infrastructure. The work will occur within the Angeles National Forest and in both Ranger Districts on Forest.
The contractor will provide for equipment, labor, materials, services and permits necessary to perform work ordered by the Government, in compliance with its terms, specifications, drawings and provisions. The objective of the road maintenance (811,839,840) work called out in this contract is to provide for roads that are hydrologically improved.
These improvements should address all road drainage features including but not limited to Overside Drains, Culverts, Rolling Dips, Lead Off Ditches and other features. The contractor is responsible for improving the drainage characteristics of the road to produce a more sustainable road and its associated features. Blading (811) will consist of work on native surface roads, some of which can be extremely rocky, the contractor will be required to address these rocky sections, and a typical motor grader will not be acceptable, the use of a dozer will be required. In addition to blading of native surface roads, two roads are called out for paved surface cleaning (815). On forest service road 2N69 the contractor will prep the road and place 3” of Class 2 road base to harden the surface in addition to all other line items called out for this road. The Angeles National Forest is also calling for the repair and replacement of 184 Overside drains and 4 corrugated culverts and drop inlets (840). Per the called-out specification 840, the removal and disposal of all damaged and replaced infrastructure shall be removed from the forest and is considered incidental to the line item.
For Mt Lowe Road (2N50) and Colby Ranch Road (3N24) the contractor will be expected to use materials from the paved surface cleaning to fill in the existing damaged areas where the replacement drains will be installed as well as the Asphalt Pavement Patching (814). Please note that due to the size of road edge failures on 2N50 Mt Lowe road an additional line item exists (832-Remove and End Haul Materials) to account for a larger amount of roadside materials needed to restore the adjacent road slope. There is adequate road materials onsite to fill in the damaged sections of road, no additional fill or road base is called out for these repairs. The road drainages features should collect flow in a single point and discharge at the toe of the slope. Contractor may submit alternative Overside Drain Assembly drawings for consideration so long as it provides the equivalent or better drainage capacity.
2.0 Background
This project site was impacted by the atmospheric rivers in 2022, 2023 as well as more recently in 2024 and 2025/2026 and some of the roads have been closed due to safety concerns since that time. These roads in most cases will be reopened to the public or serve for internal Forest Service Operational needs that include Fire Access, Vault Toilet Pumping, Emergency Response or Evacuation and many more needs throughout the Angeles National Forest. This contract will provide needed repairs to Forest Service Infrastructure, to reopen access to public lands.
3.0 Location
The project location is on the Angeles National Forest within the Los Angeles Gateway Ranger District and the San Gabriel Mountains National Monument. The terrain can be relatively flat in a few areas and moderately hilly and steep in others. Soil conditions vary as well, from soft and sandy to compacted and extremely rocky. A general Vicinity Map is included with this solicitation. Angeles National Forest maps are also available to assist in locating the individual roads and can be purchased at the Supervisors Office. The office is open between the hours of 8:00 am and 4:30 pm, Monday through Friday. The office is located at 701 N Santa Anita Ave, Arcadia CA 91016
4.0 Drawings and Specifications
Drawings of the contract requirements are included in the solicitation. All specifications are referenced from the USDA Forest Service Pacific Southwest Region “Specifications for Maintenance of Roads” The specifications required are included in this solicitation. Additionally, the requirements for 2N50, 3N24, and 2N69 are included in the drawings for the Asphalt Pavement Patching and Spot Surfacing. Lastly, drawings are included for the Overside Drains (840 Corrugated Metal Spillways 24” Headwall and Starter) as well as the Culvert Drop inlets 36” and 36” Culvert (840 Corrugated Metal Spillways).
All 840 line items are included in this solicitation as maps as well as the coordinates and descriptions as an excel file.
Please note that the accuracy of the locations is within 30’ due to accuracy availability and the contractor should use their engineering judgement when locating the drainage locations. If the contractor wants to relocate drainage features once work begins as they identify better locations based on road hydrological functionality, the contractor should notify the COR 24 hours prior to relocation and get approval to do so. The relocation for better hydrologic performance and a more sustainable road is encouraged.
The end result of road maintenance will provide a safe travelled way that can be opened to the public or used by the forest and its partners for administrative use. The goal is for the contractor to address all road deficiencies including road edge failures, slumps, washouts, slides and improve all road drainage features as called out in the specifications.
Work shall not be passed over due to rockiness of road. The road shall be driveable from one end to the other once all work is completed.
