About this file
This is a Questions and Answers (Q&A) document from a federal solicitation for road maintenance and infrastructure work on Forest Service Road 2N50 Mt Lowe Road. The document addresses nine contractor inquiries regarding contract requirements and specifications.
Key contractual requirements include: bonds are not required; Buy American applies to metal materials per FAR 52.225-1; and traffic control measures are at the contractor's discretion but must include submission of a traffic control plan per Statement of Work Section 10.0, with roads remaining open to administrative use and emergency vehicles. For Item 815 (Pavement Surface Cleaning), contractors must remove all loose materials from paved traveled ways and shoulders, with site visits encouraged given varying terrain and soil conditions. For Item 840 (36-inch CMP culverts and drop inlets), specifications require 14 gauge corrugated steel with 2⅔" x 0.5" corrugations, hot-dipped galvanized coating, conforming to AASHTO M 36 and either AASHTO M 218, M 274, or M 289 standards. The drop inlet width is 36 inches with an 18-inch top opening dimension. For Item 832 (Remove and End Haul Materials), contractors must fill slumps ranging from 10-15 feet to 30-40 feet using material generated from Item 815 cleaning operations, with slump fill amounts determined based on adjacent slope and existing conditions. Additional road damage from weather events or prior to project start requires immediate notification to the Contracting Officer and Contracting Officer's Representative for discussion and review. Pages 13-15 of Attachment 3 contain available plan sets for flumes, starters, and headwall specifications.

1. Is a bid bond required? If so what percentage? Are payment and performance bonds also required? Bonds are not required.
2. For Item 815, Pavement Surface Cleaning, would a street sweeper be suƯicient or is there another type of pavement surface cleaning that is required?
A. Contractors are encouraged to perform site visits and inspect the work called out in the contract. The requirements for 815 are to remove all loose materials from the paved, traveled way and paved shoulders. As noted in the SOW “The terrain can be relatively flat in a few areas and moderately hilly and steep in others. Soil conditions vary as well, from soft and sandy to compacted and extremely rocky.”
3. For Item 840, please confirm gauge and thickness, corrugation profile, and coating specs for the 36-inch CMP culverts and drop inlets.
A. The 36” drop inlet shall be 14 Guage Corrugated steel, corrugations 2 2/3” X 0.5”.
CMP shall be hot dipped galvanized. Materials shall conform to AASHTO M 36 and either AASHTO M 218, AASHTO M 274, or AASHTO M 289 for the dimensions, classification type, and thicknesses specified.
4. For Item 840, what are length, width, and height dimensions of drop inlets?
5. Will the roads need to remain open to traƯic during some or all of this project? If so, what does traƯic control look like exactly? (dedicated personnel with road signs, just signs at each end of the roadway while grading with no dedicated personnel, etc.)
A. Contractor should include in their proposal road closures or traƯic control, the proposal is at the discretion of the contractor. In the Statement of Work Section 10.0 the contractor will be required to submit a traƯic control plan, this can be accomplished via signs and personnel or with requested closures. Roads will not be able to be closed to administrative use although some delays will be allowed with the exception of emergency vehicles.
6. Is there further information or plans sets available for the flumes, starters, headwalls, etc.?
A. Pages 13-15 in Attachment 3 Road Maps and Drawings in the solicitation is the available information as it relates to item 840 (1) Corrugated metal Spillways and Flume (24” headwall and starter section)
7. Is there an anticipated oƯ-haul amount of metal/debris?
A. For item 832 Remove and End Haul Materials, contractor is required to fill slumps on Forest Service Road 2N50 Mt Lowe Road in order to facilitate the installation of 4 corrugated metal spillways as well as completing the asphalt pavement patching.
Contractor shall return slumps to current surrounding road elevation, the material for slump filling will be generated during the paved surface cleaning item 815. Contractor shall determine the amounts needed at each location based on the adjacent slope and condition of the slump/washout. Washouts vary from 10-15’ and upwards of 30-40’.
8. Does Buy-American apply to this (for the metal)?
52.225-1 applies
9. How will additional damage to the road due to above average rainfall (due to super El Niño) or additional damage prior to start of work be handled? What about damage to the road after we have completed said portion of road but have not yet completed the project as a whole?
If this does occur, it will need to be brought to the attention immediately to the COR and CO for further discussion and review.
