About this file
This is a Statement of Objectives (SOO) for HVAC repair services and preventive maintenance at Olympic National Park operated by the National Park Service.
The contractor must provide comprehensive HVAC repair services and annual preventive maintenance across six park locations: Port Angeles, Ozette, Mora, Hoh, Kalaloch, and Quinault. All work must comply with ASHRAE 180 standards, NPS RM-50B Chapter 21 Contractor Operations requirements, and OSHA regulations. Key deliverables include restoring HVAC units to operational status based on recommendations in the OLYM HVAC Details attachment, performing annual preventive maintenance inspections on all units, updating the HVAC Details spreadsheet with missing data elements and findings, providing itemized quotes tied to specific equipment, and providing warranty documentation for replaced components. The contractor must also conduct staff training on repaired systems and submit an accepted Site-Specific Safety Plan (SSSP) prior to work commencement. Work is constrained to 8:00 AM – 5:00 PM, Monday through Friday, with building access requiring at least two weeks' advance coordination through the Contracting Officer's Representative. The SSSP must address hazard analysis, emergency contacts, injury reporting procedures, Job Hazard Analysis for all major tasks, daily safety inspections, and accident reporting timelines of within 24 hours. Appendix A specifies minimum preventive maintenance requirements for six equipment types: electric furnaces, heat pumps, air handlers, duct heaters, mini-splits and cassette units, and electric boilers.
