About this file

This file is a comprehensive Specifications document for construction of the CLC Phase III (Community Living Center Phase 3) facility at Big Spring, Texas VAMC, issued June 28, 2024 and updated January 21, 2026 under Contract 36C25720D0060, Task Order 36C25721N0200.

The specifications cover all requirements for constructing a new 10-bed CLC Cottage (Building #28) including complete site work and interior finishing. Key contract line items include: CLIN 0001 Base Bid for general construction of the building and site; CLIN 0002-0006 deductive alternates for ceiling substitution, fireplace elimination, kitchen equipment removal, and resident room millwork/equipment removal. The document establishes comprehensive technical requirements across 33 divisions addressing concrete (Cast-in-Place, Masonry Mortaring, Masonry Grouting, Unit Masonry), structural steel framing, cold-formed metal framing, metal fabrications, rough and finish carpentry, thermal insulation, and roof/deck insulation. General requirements sections mandate detailed project scheduling using Critical Path Method with network analysis, quality control plans with three-phase inspections (Preparatory, Initial, Follow-Up), comprehensive safety programs including infection control protocols, commissioning of mechanical, electrical, and plumbing systems, temporary environmental controls, and waste management with minimum 50 percent diversion from landfills. The contractor must maintain a Site Safety and Health Officer, designated Competent Persons for specialized work, comply with OSHA standards, and coordinate with a VA-retained Commissioning Agent for systems testing and staff training. The specifications reference VA design criteria and standards, incorporate sustainable construction requirements with recycled content minimums for certain materials, and require extensive documentation including as-built drawings, warranty management plans, and operation/maintenance manuals for all building systems upon project completion.
