About this file

This document is a detailed Specification file for the EHRM Infrastructure Upgrades project at the Michael E. DeBakey Veterans Administration Medical Center in Houston, Texas. The project involves comprehensive upgrades to telecommunications rooms (TRs) across multiple buildings, focusing on mechanical, electrical, and plumbing systems. Key components include installing new HVAC units with mini-split systems, upgrading electrical distribution with redundant panelboards, implementing LED lighting with occupancy sensors, and relocating existing plumbing infrastructure.

The project is a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside with a competitive solicitation (36C77625R0058) valued between $20-50 million. The performance period is 730 calendar days after Notice to Proceed, with a mandatory site visit scheduled for July 9, 2025. The work spans buildings 100, 103, 104, 108, 108A, 109, 110, 120, 123, and 125, and includes installing temperature control systems, water detection sensors, and ensuring proper room pressurization and infrastructure compliance with Telecommunication Guidelines.
