About this file
This is a Statement of Work (SOW) for annual fire extinguisher inspection, maintenance, and replacement services at Olympic National Park (OLYM) under RFQ 140P8326Q0032.
The Contractor shall provide all labor, tools, equipment, materials, transportation, and supervision to perform annual inspection and certification of portable fire extinguishers throughout Olympic National Park, with work complying with NFPA 10, Department of the Interior policies, and National Park Service requirements. The contract follows a replacement-based service model in which extinguishers requiring 6-year internal maintenance or 12-year hydrostatic testing shall be replaced rather than internally serviced. Services include annual inspections of all portable fire extinguishers, replacement of units that fail inspection, are discharged, damaged, or have reached NFPA maintenance intervals, minor parts replacement (tamper seals, pull-pins, O-rings), affixing updated inspection tags and service labels, and providing digital inventory lists and condition reports. The scope covers fire extinguishers located across multiple park districts including Port Angeles Headquarters, Lake Crescent, Hoh Rain Forest, Quinault, Mora, Ozette, and Staircase, as well as six park-owned vessels moored at Lake Crescent and Ozette. All locations are accessible by standard road vehicles.
The Contract period includes a Base Year plus four (4) Option Years, with annual service occurring between April 1 and September 30 unless otherwise approved by the Contracting Officer's Representative. Contractor personnel must be certified per NFPA 10 and qualified to inspect, replace, tag, and document all extinguisher types. Deliverables include digital inventory in Excel format, condition reports identifying replaced units and reasons for replacement, updated service tags and labels, and an annual service summary report submitted prior to invoice submission containing service dates, technician names, lists of inspected and replaced extinguishers, itemized labor and materials, and any parts or components replaced. The Government will provide facility and vessel access, existing extinguisher inventory lists if available, and points of contact for all work areas. All work must comply with NFPA 10, DOI and NPS safety policies, and local environmental requirements for disposal or recycling of extinguishers and components.
