STATEMENT OF WORK

Bldg. 888 WST Security Upgrades

1.01 SCOPE: Security Upgrades

1.02 LOCATION: Rickenbacker ANGB. Building 888

1.03 COORDINATION: Notify 121st Civil Engineering at 614-492-4121 or contact Mr. Michael Hissom at (614) 492-4459 a minimum of two days prior to starting any work. Coordination with the 121st CES is mandatory.

1.04 SUBMITTALS:

A. Contractor shall provide a detailed schedule of construction for this project.

B. Contractor shall include with their proposal what GREEN Procurement (Re-Cycled-Bio Based Content) items which they intend to use on the contract (if applicable).

The following web sites should be reviewed for materials which can be used in the Governments Green Procurement effort.

C. The following items must be submitted by the Contractor after award at the Pre-Construction Conference:

1. Contractor will provide SDS Sheets for all: concrete, glues, sealants, solvents, additives, cleaners and fuels to be used. All other substances of a flammable, corrosive and toxic nature shall be submitted as well.

2. Contractor will ensure that each of the referenced SDS items are listed on a Transient Organization Hazardous Material Inventory Sheet and submitted for approval prior to starting work.

3. To be turned in upon completion of work. Contractor will fill out a Solid Waste Disposal Spreadsheet, which tracks construction debris that goes to dump sites or that is recycled. (When applicable). The intent is to capture quantities and costs.

1.05 WORK TO BE ACCOMPLISHED:

1. Background:

a. The 121st Air Refueling Wing requires upgrades to the WST Facility located in Hangar 888 at Rickenbacker Air National Guard Base (RANGB) to enhance training capabilities.

2. Requirements: The contractor shall:

i. Entrance into Simulator Bay (Door 174)

1. Install hollow-metal door, 3’-0 x 7’-0”, 1-3/4 in thick, no view port, and frame.

2. Prepare door to receive:

a. Government-supplied Intrusion Detection System (IDS)

b. Balanced Magnetic Switch (BMS)

c. Emergency panic bar on the Simulator side.

d. Keycard Reader (BY GOVERNMENT)

e. Heavy Duty Electric Strike

f. Entry Function Lockset

g. 3 HINGES (NRP)

h. CLOSER W/ 90° STOP

i. SOUND SEALS

3. Contractor shall perform all required modifications to the existing masonry wall to accommodate the new door and frame.

4. Finished door and frame shall be strong and rigid, neat in appearance, and free from defects, waves, scratches, cuts, dents, ridges, holes, warp, and buckle.

5. Finished door, frame, and affected masonry shall be painted to match existing conditions.

ii. Modifications to Maintenance and Parts Storage Room (Room 180)

1. Conference Area - Contractor shall install a metal framed, Gypsum Wall Board (GWB) partition wall and wooden door to provide for a separate conference room in the existing Parts and Storage Room.

a. Wall shall be finished on both sides and extend to a minimum of 12 inches above the existing ceiling grid. Wall framing shall have structural bracing to the ceiling deck as shown in the drawings to provide structural stability. (See Wall Sections on attached Drawing.)

b. Install wooden door, 3’-0 x 7’-0”, Flush mounted and frame as shown.

i. Provide hollow core door with lock blocks and 1-inch minimum thickness hinge stile. Hardware to include:

ii. Provide particleboard core, Type II flush doors conforming to ANSI/WDMA I.S.1A.

iii. Hardwood stile edge bands of doors receives a natural finish, compatible with face veneer.

2. HVAC Work –

a. The Contractor shall relocate the existing Air Supply device as shown on plans. A new flexible duct with insulating sleeve will be run from the existing supply air to the new device location.

b. The Contractor shall install a new 12 x 24 return device as shown on the plan. New flexible duct shall be tied into the existing return air system and run to the new return air device. Contractor shall include all tie-in work, fittings, hangars, etc.

c. Contractor shall install duct security bars as shown on plans. See Mechanical Drawing for security bar locations, pattern, and mounting. Contractor shall perform all work required to access ductwork including removal of ceiling tile, grid system, etc. and restore same to original condition after security bars have been installed.

d. Fire Strobe –

i. Contractor shall install a ceiling mounted Fire Strobe & Smoke Detection Device with audio and visual alerts and sized appropriately to the new room.

ii. The Strobe shall conform to the existing strobe alarm system in the Parts & Storage Room and be compatible with the existing Fire Alarm System. Scope includes strobe power and connection to existing Fike Fire Alarm System and Monitoring Panel.

iii. Modifications to the Server Room

1. Contractor shall provide all disconnects, panels, conduit, & wiring for a 120VAC, Single Phase, 20 Amp Circuit with a floor-mounted outlet to be located as shown in the plans. Power will run from the UPS Panel, located on the north wall of the WST Computer Room, under the raised floor, to a location near the existing Computer Room A/C Panels. Final location will be verified in the field with customer.

2. All conduit penetrations shall be properly fire-sealed IAW with NFPA and UFC Standards.

1.06 BID SCHEDULE: Bids shall be submitted with the price broken out as listed below in contract line number 0001. (CLIN).

CLIN 0001: Door 174 Replacement, Parts & Storage Room modifications, including HVAC and Fire Alarm Strobe installation, and 120 VAC, 20 Amp Power Supply in Server Room

1.07 SAFETY: All precautions necessary to ensure the safety of personnel and the protection of existing equipment and structures will be strictly enforced. All additional electrical safety precautions shall be followed. All OSHA standards shall be met.

1.08 CONSTRUCTION DIRT AND DEBRIS: The contractor shall remove any dirt, debris, construction waste that collects during construction on the traveled roadways or existing pedestrian facilities on the base as directed by the Base Civil Engineer.

1.09 CONSTRUCTION STAGING OF EQUIPMENT: The contractor shall coordinate with the Base Civil Engineer appropriate locations for overnight storage/staging of construction equipment.

1.010 HAZARDOUS MATERIALS REQUIREMENTS:

HAZMAT shall not be stored on base unless with written permission from contracting officer and HMP. When Hazardous Material (HM) is to be stored for use on Rickenbacker ANGB, the contractor shall establish a hazardous material storage and distribution system that complies with all Federal, State, and Local environmental regulations.

The contractor shall register through the Contracting Officer with the base Hazardous Material Pharmacy (HMP) prior to start of work.

The contractor shall submit to the Contracting Officer for approval the following for all HM, as defined by Federal Standard 313 Table I and Table II, to be used in the accomplishment of the work / service to be provided to the government: See paragraph 1.04 Submittals

1.011 SITE CONDITIONS: Submission of a proposal by a contractor shall be considered evidence that the contractor has examined the statement of work and is satisfied as to the nature and location of the work and all matters, which can in any way affect the work or the cost of the work under the proposal. Any failure of the contractor to become acquainted with all available information, including a physical survey of the site for the proposed work will not relieve the contractor from successfully fulfilling all work that is required for a complete and acceptable job.
