STATEMENT OF WORK (SOW) AND TECHNICAL SPECIFICATIONS
FOR
GAOA DEVILS ELBOW COURTESY DOCK REPLACEMENT
AT
BUREAU OF LAND MANAGEMENT SITE - DEVIL’S ELBOW RECREATION SITE -
HELENA, MONTANA
JULY 2025
I. DESCRIPTION OF SERVICES
Work effort consists of furnishing, delivery, and installation of a courtesy floating boat dock within the Bureau of Land Management, Butte Field Office, located in Lewis and Clark County, near Helena, MT at the Devil’s Elbow Recreation Site. The courtesy dock shall be designed for removal from the water in the winter. The prefabricated courtesy dock system shall consist of two, 20-foot-long by 6-foot-3-inch-wide sections. One section shall attach to a 6-foot-3-inch-wide concrete abutment utilizing the existing hinge system that allows for vertical movement. The hinge system will be designed to be taken apart as the dock will need to be easily detached from the abutment each year. The contractor shall provide instructions/drawings on how to connect the hinge system to current concrete abutment. The courtesy dock system shall be designed utilizing a galvanized steel frame. The Contractor will be required to provide documentation showing all material that must be approved by the government. The required materials are as follows:
• Galvanized Steel Frame
• Composite Decking: 2” x 6” dimensions
• Dock Rub Rail Skirting - Continuous Vinyl Bumper (Sides & Outer End) & Corner Vinyl Bumpers on End Float
• Pontoons
• Flotation Foam
• Structural Steel Shapes & Plates including Galvanized requirements
• Fasteners such as Bolts, Nuts, Washers, and Galvanized requirements
• Galvanized Steel Cleats 8-Inch Min. Size with Galvanized Through Bolts & Galvanized Lock Washers with Galvanized Hex Nut. (2 Cleats per Side & 4 Cleats per Dock Section) (Item No.
504H x 8" by Henderson Marine Supply or approved equal)
• Crosby Screw-In Lifting Points Installed to allow dock lifting and removal from water (Minimum of 2 Lifting Points per Dock Section & Spaced 58” Apart) (Must Fit Lifting Point Hardware, Item No. HR125-1016935 (3/4”-10x2.75))
• Wheels and Bearings
• Dock Pile Attachment
• Abutment attachment/hinge system
A. Place of Performance: Location - BLM Recreation Site
• Devil’s Elbow Recreation Site, 5988 York Rd, Helena, MT 59602.
• Geographic Coordinates (46.700643, -111.803731).
B. Offeror Requirements: Offeror must have a registered and active account in the System of Award Management (SAM). Contractor questions and answers concerning the requirements will be attached to the contract.
C. Site Conditions: The work is located at a recreation area accessed by maintained roads.
D. Delivery: Performance time to furnish and deliver materials must be between 23 March 2026 and 15 April 2026. Days of delivery are limited to Monday - Friday (Excluding
Federal holidays) between the hours of 7:00 AM and 6:00 PM, unless otherwise arranged in advance with the Contracting Officer. BLM must be notified a minimum of
14 days in advance of delivery.
Conceptual Site Design and Detailed Design Development of Site Elements (20 calendar days into performance): Provide electronic copy of Conceptual Design documents for Government review. Include the following:
o Plan and profile of docking system, including all dimensions o Detailed specifications on docking and anchoring components

II. GENERAL INFORMATION
1. PAYMENT
A. Price shall be one (1) lump sum amount that includes furnishing and delivery required to perform the work plus any and all costs associated with overhead, profit, etc.
2. GENERAL CONDITIONS
A. Scope of Services: The project includes furnishing and delivery of all equipment.
B. Safety and Liability: Government assumes no responsibility for injuries or damages suffered by Contractor, its officers, agents or employees, while engaged in the performance of this Contract. Contractor agrees to take reasonable measures to provide for the safety and security of its own workforce, and for the safety and security of all others present at the work site while engaged in the performance of this
Contract. The contractor shall assume any liability for any injury incurred by contractor personnel while working on site.
C. Site Clean-up and Restoration: The contractor shall ensure the work site and areas around the work site are free of any debris and materials upon completion of work each day, as well as at the completion of the job. Contractor shall remove and properly dispose of all materials and equipment at the completion of the job.
D. Warranty: The Contractor warrants that the work performed under this Agreement conforms to the contract requirements and is free from any defect in equipment, material, design, finish or workmanship performed by or the responsibility of the
Contractor.
E. Special Flotation Warranty: The Contractor shall provide, in addition to their standard warranty, an extended warranty for the pontoons as follows:
1. The Contractor shall replace any pontoon which cracks or deteriorates from normal use for a period of two (2) years following the date of final acceptance. Damage caused by collision of the pontoons with submerged objects, boat propellers or floating debris is not covered by warranty. The replacement of any pontoon must be made within 30 calendar days of written notice by the Contracting Officer.
3. SUBMITTALS
A. Offeror shall submit, plan and profile drawings of docking system. Drawings shall fully describe each component and part in the entire system with dimensions.
B. Manufacturer’s Product Data: Submit copies of the manufacturer’s descriptive data.
4. INFORMATION FOR OFFERORS
A. Area Map and Title Sheet for reference (Refer to Plans).
B. Dock-Plan and Dock-Section for reference (Refer to Plans).
C. Existing Dock Details 1 (Refer to Plans).
D. Existing Dock Details 2 (Refer to Plans).

III. TECHNICAL REQUIREMENTS
1. GENERAL DESIGN REQUIREMENTS
Courtesy Dock system shall consist of a composite decking surface, galvanized steel frame, and pontoons which are to be constructed as a single, integrated component.
Courtesy Dock shall have attachment for securing to 8” diameter steel pipe pile at the dock section. See (Attachments) for photos of existing dock.
Hinge system between the two Courtesy Dock sections and the concrete abutment must fit the existing hinge system and be an approved equal.
Courtesy Dock system shall include 2 Crosby lift points in each dock section spaced 85 inches apart from center to center.
2. FREEBOARD REQUIREMENTS
The dock system shall be designed for a deadload (DL) freeboard of 16” +/- 1”.
In addition, the dock system shall have sufficient flotation to support the dead weight of the dock components plus a vertical uniform live load of 20 pounds per square foot of deck area. Dead load plus Live load shall be a minimum 8” freeboard. Manufacturer to compute size and number of floats.
3. WINTERIZING THE DOCK SYSTEM
The courtesy dock will be removed from the water each winter. Therefore, the courtesy dock shall have wheels and a system with installed Crosby screw-in lifting points to allow dock removal from the water. Wheels must be able to withstand rolling on hard surfaces outside the water.
4. PLAN PROPOSAL
A. Submit application/drawing of proposed docking system to BLM.
a. Application components must include.
i. Shop drawings of dock system
ii. Material List of materials being used
5. INSPECTION
A. A dock inspection must be completed by the Bureau of Land Management COR at the time of delivery.
B. The dock sections and pontoons must be tested in the water and must float level before and when dead load and live load applied. The dock sections installed shall be tested and hinges fit together.
