About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for the GAOA Devil's Elbow Courtesy Dock Replacement, Solicitation No. 140L3625Q0092. The amendment makes three key changes: 1) The requirement is now a supply contract for delivery only, with no installation component, 2) The government has provided questions and answers from interested offerors, and 3) The solicitation has been extended to 18 September 2025 at 1PM MDT.

The Q&A section addresses technical specifications, including potential alternatives for dock construction. Specifically, the government will consider an aluminum dock design if the offeror can demonstrate prevention of galvanic corrosion, and requires a single 6ft-3inch wide continuous dock surface rather than multiple connected smaller sections. The contract is being issued by the Bureau of Land Management (BLM) Montana State Office, located in Billings, MT, and will follow FAR 52.212-4 for warranty if any issues are identified after delivery.

New Questions and Answers

1) This seems to be a supply contract, yet when you read the inspection guide lines it could mean you want the docks installed.

This requirement is for the supply and delivery. No installation. The Government will install and inspect after delivery. If issues are identified, the Government will follow FAR 52.212-4 to warranty the item.

Questions and Answers

1) Would the BLM allow for the construction of this dock to be from an equal strength aluminum design versus a full metal design? We believe we can achieve equal strength while having a slightly lighter dock to move in and out of the water when necessary?

Yes, only if the quote explains how the proposed aluminum will prevent galvanic corrosion due to dissimilar metals. Particularly in areas where the dock will be in contact with steel such as the hinge points and metal piling.

If the offeror is planning on replacing the galvanized steel hinges including the hinges in the concrete abutment to address the issue it must be stated in the quote as well as what material will be used to replace the galvanized steel hardware.

2) We can meet the 20' length, Unfortunately our docking paneling comes in 3.4.or 5' widths. We can provide you with (2) 3' wide docks that connect side- by- side. Would this be an acceptable alternative?

Unfortunately, connecting side by side 3ft wide docks is not going to be an acceptable alternative to a single 6ft-3inch wide continuous dock surface. The dock is removed in the fall to prevent ice damage and having to dissemble additional multiple pieces then put them back together in the spring requires more maintenance. We want to avoid more maintenance at this time.
