About this file

This document is an amendment to a solicitation for the GAOA Devil's Elbow Courtesy Dock Replacement project, issued by the Bureau of Land Management (BLM) Montana State Office. The amendment includes a questions and answers section addressing two key technical inquiries from potential offerors: 1) The acceptability of an aluminum dock design, which is permissible only if the quote explains how galvanic corrosion will be prevented at steel contact points, and 2) Dock width specifications, with the government explicitly rejecting a proposal to use two 3-foot wide docks connected side-by-side, emphasizing the need for a single 6-foot-3-inch continuous dock surface to minimize maintenance during seasonal removal and reinstallation. The solicitation number is 140L3625Q0092, with an amendment date of 08/27/2025, and requires potential contractors to acknowledge the amendment by signing the Standard Form 30.

Questions and Answers

1) Would the BLM allow for the construction of this dock to be from an equal strength aluminum design versus a full metal design? We believe we can achieve equal strength while having a slightly lighter dock to move in and out of the water when necessary?

Yes, only if the quote explains how the proposed aluminum will prevent galvanic corrosion due to dissimilar metals. Particularly in areas where the dock will be in contact with steel such as the hinge points and metal piling.

If the offeror is planning on replacing the galvanized steel hinges including the hinges in the concrete abutment to address the issue it must be stated in the quote as well as what material will be used to replace the galvanized steel hardware.

2) We can meet the 20' length, Unfortunately our docking paneling comes in 3.4.or 5' widths. We can provide you with (2) 3' wide docks that connect side- by- side. Would this be an acceptable alternative?

Unfortunately, connecting side by side 3ft wide docks is not going to be an acceptable alternative to a single 6ft-3inch wide continuous dock surface. The dock is removed in the fall to prevent ice damage and having to dissemble additional multiple pieces then put them back together in the spring requires more maintenance. We want to avoid more maintenance at this time.
