APPENDIX A
STATEMENT OF WORK
"Laboratory Protective Workforce Supplementation"
May 29, 2024
1.0 BACKGROUND
The National Renewable Energy Laboratory (NREL) is a national laboratory owned by the U.S. Department of Energy (DOE). NREL is the only federal laboratory dedicated to research, development, commercialization, and deployment of renewable energy and energy efficiency technologies. NREL is managed and operated for DOE’s Office of Energy Efficiency and Renewable Energy by The Alliance for Sustainable Energy (Alliance), the “M&O Contractor”.
NREL’s Office Laboratory Protection (LP) Operations group is responsible for ensuring the safety and security of NREL’s various sites and campuses. NREL locations include South Table Mountain (STM) Campus (which includes Building 16, South Table Energy Park (STEP), and Golden Warehouse) in Lakewood and Golden, Colorado as well as Flatirons Campus (FC) in Arvada, Colorado.
2.0 OBJECTIVE
The objective of this work effort is to supplement NREL’s PFO workforce resources as needed to effectively fulfil patrol requirements.
A Protective Force Officer (PFO) is the most visible contributor within the NREL Community to detecting, deterring, and denying threats and hazards in support of a safe and supportive work environment. This position is located within NREL LP. NREL campuses and sites are free-flow with staff and visitors regularly checking in at the gates and buildings. Though non-armed, PFOs utilize de-escalation tactics to mitigate threats and ensure safety. PFOs respond to emergencies and incidents, and using a customer service approach, see them through to recovery and reconstitution of normal operations. PFOs are an integral part of the NREL campus providing security and emergency preparedness protection services in accordance with applicable laws, regulations, Department of Energy (DOE) Orders, and contractual requirements.
A Protective Force Shift Supervisor (PFSS) will oversee and guide our team of dedicated PFOs in managing incident response across diverse scenarios. This pivotal role involves not just leadership but also mentoring, operational command, and fostering a workplace culture defined by integrity and exemplary leadership. This position should report to the Subcontractor’s Site Account Manager (SAM) who will manage the contract security group.
A Site Account Manager (SAM) will train the Subcontractor’s PFO and PFSS Placements as required by and agreed-upon with NREL’s Technical Monitor (TM)/Protective Force Group Manager (PFGM) to a level of training to meet the needs of and support the existing Laboratory Protection group. The SAM will work with the Laboratory Protections, Protective Force Group Manager (PFGM) on all aspects https://www.nrel.gov/ https://www.nrel.gov/ http://www.allianceforsustainableenergy.org/
