I. OBJECTIVE

The Contractor will provide host site operations and support services necessary for ARPA-E to conduct the COOLERCHIPS Technology Program. The Contractor shall provide the facilities, utilities, infrastructure, engineering support, and logistical support necessary to support the technology showcase throughout the period of performance.

II. BACKGROUND

The U.S. Department of Energy (DOE), Advanced Research Projects Agency–Energy (ARPA-E), is conducting a technology showcase as part of the COOLERCHIPS Program. The purpose of the showcase is to evaluate advanced cooling technologies for high-power compute racks under representative high ambient temperature conditions.

Up to seven ARPA-E COOLERCHIPS project teams will participate in the showcase. Each project team will provide its compute rack and cooling system to evaluate performance under elevated outdoor temperatures. Each rack is expected to require up to 250 kW of electrical power, and the heat dissipated within the rack will be managed using closed-loop fluid systems connected to an appropriately sized outdoor dry cooler. Teams may also provide self-contained units on trailers requiring electrical service.

Project teams are responsible for designing, transporting, operating, and removing their cooling solutions, including dry coolers. The Contractor shall provide the host site and associated support services necessary to support installation, operation, evaluation, and removal of participant equipment. This background is derived from the technical requirements provided by the program office.

III. SCOPE

The Contractor shall furnish all labor, facilities, utilities, materials, and incidental services necessary to perform the requirements of this SOW. The Contractor shall provide the host site operations and support services described herein. The Contractor shall support simultaneous participation by up to seven project teams during the technology showcase.

Required services include:

1. Project management.

2. Pre-showcase planning and coordination.

3. Site preparation and facility support.

4. Equipment receipt and material handling.

5. Installation and commissioning support.

6. Showcase operations support.

7. Safety and environmental management.

8. Decommissioning support.

9. Site restoration.

The Contractor shall perform the requirements of this SOW in a manner that supports safe, reliable, and uninterrupted execution of the COOLERCHIPS Technology Program.

The Contractor shall not access, collect, store, or retain project team technical information or showcase data. Showcase data shall remain under the control of the participating project teams and ARPA-E.
