About this file
This is a Government Responses to Questions document providing clarifications to nine inquiries submitted regarding RFQ 89703026PAR000041 for Technology Showcase Facility & Support Services for ARPA-E's COOLERCHIPS Program. The responses address administrative and technical requirements for proposal submission.
Key submission requirements clarified include: proposals must be received by email to Brandon Beyer (brandon.beyer@hq.doe.gov) or Becca Twedt (Rebecca.twedt@doe.gov) by Tuesday, September 15th, 2026, at 2:00 PM. Technical Approach/Capability section is limited to 20 pages with any pages beyond this threshold not reviewed; Past Performance section cannot exceed 5 pages; and the Pricing Section/Pricing Worksheet has no page limitation. Contractors must provide two past contracts (private or government) with similar scope and one contactable reference for each contract in the Past Performance Section. Equipment transportation to and from the site is the responsibility of participating teams, not the contractor operating the facility. The government anticipates awarding this contract before the end of fiscal year 2026 (September 30th, 2026). The document also clarifies that the SOW contains only 9 pages with no missing content, and Terms & Conditions attachment properly begins on page 3 with no missing information.
