About this file
This is a Government Responses to Questions document posted on September 11, 2026, addressing four questions from prospective contractors regarding allowable costs and materials for the COOLERCHIPS Technology Showcase Facility RFQ (Solicitation Number 89703026PAR000041).
The government clarified that contractors may budget for electrical infrastructure support costs to distribute power from distribution panels to team equipment, including racks, Coolant Distribution Units (CDU), and dry coolers, up to the capacity of 250 kW per team (approximately 1.75 MW total). Additionally, contractors are permitted to include costs for procuring and installing approximately 1,800 feet of 480V three-phase wires for indoor distribution within the high bay facility. The government also approved budgeting for fixturing materials such as mechanical stands and struts needed to stage equipment indoors. Finally, contractors may account for materials to level dry coolers outdoors, though the government noted this should represent a minor expense. These clarifications indicate the government's expectations regarding site infrastructure preparation and material support necessary for hosting the ARPA-E COOLERCHIPS program teams.

GOVERNMENT RESPONSES TO QUESTIONS
Answers Posted to Sam on 9/11/2026
1) QUESTION: In the SOW, it is mentioned that the contractor is responsible for “Electrical infrastructure capable of supporting up to 250 kW per participating project team operating concurrently, totaling approximately 1.75 MW”. Are we allowed to budget for the support electrical infrastructure we need to distribute to each team’s equipment (rack, CDU, and dry cooler)?
ANSWER: Yes, the site would be responsible for providing power up to the equipment the teams will bring so they should include their costs to do this.
2) QUESTION: We also need to procure rental 1800 ft of 480V three phase wires to distribute the power from distribution panels into the indoor high bay with racks and CDU (given each team requires approximately 120 sq.ft). Is this an allowed material/services cost?
ANSWER: Yes
3) QUESTION: Are we allowed to budget some fixturing materials (mechanical stands, struts, etc.) to stage the equipment indoors?
ANSWER: Yes
4) QUESTION: Also, can we account for materials to level the dry cooler outdoors?
ANSWER: Yes, material to level the dry coolers is allowed, but this should be a very minor expense.
