About this file

This is a government responses to questions document posted on September 10, 2026, addressing five key inquiries from prospective contractors bidding on the COOLERCHIPS Technology Showcase RFQ (Solicitation Number 89703026PAR000041).

The responses clarify critical budgeting and technical requirements for the firm fixed price contract. Contractors are responsible for providing all materials necessary to connect rack-CDU-dry cooler systems, including hoses, valving, and fittings, and should not include these costs in their proposals. The government revised the hose distance limitation to allow up to 100 feet for connections between indoor racks and outdoor dry coolers, and each participating team will provide their own dry cooler with varying physical dimensions. Contractors are permitted to budget electricity costs based on assumed usage rates during the showcase event. Since this is a firm fixed price contract with no fee allowance, contractors may apply rates that align with their pricing strategy on the provided pricing worksheet rather than being restricted to government rates.

GOVERNMENT RESPONSES TO QUESTIONS

Answers Posted to Sam on 9/10/2026

1) QUESTION: Do we need to include cost for materials (such as hoses, valving, fittings, etc.) to connect each team’s rack-CDU-dry cooler system? Can you confirm if these will be provided by the teams or by the government?

ANSWER: No, do not include such costs. Teams are responsible for providing materials such as hosing/valving/fittings/etc.

2) QUESTION: Is there a limitation to be under 50ft for hoses connecting the rack-CDU indoors to the dry cooler outdoors? Can this be revised to up to 100 ft?

ANSWER: 100 ft is OK.

3) QUESTION: Are there any specifications for a standard dry cooler to be assumed for each team? It would be good to know at least the physical dimensions to create a plan for outdoor placement.

ANSWER: Each team will provide their own dry cooler which will vary in size.

4) QUESTION: Can you confirm if we can/are allowed to budget electricity costs with an assumed usage rate during the showcase?

ANSWER: Yes. Do note that this is a firm fixed price contract.

5) QUESTION: Since this is a firm fixed price project, are government rates to be used for the pricing with no fee allowed?

ANSWER: This is a firm fixed price contract. No fee will be allowed. While you are required to fill in the pricing worksheet, you can apply rates that make sense with your pricing into the spreadsheet. It does not have to be a government rate.
