Contract #: TBD Project Title: Repair Cathodic Protection for Wells Project #: 1135097 Date: 27/June/2024

STATEMENT OF NEED

1. Purpose of section. The Statement of Need (SON) explains the general intent of the contract named above. It documents the major line items of work the Government expects to see accomplished, but it does not attempt to explain the exact details and/or method of execution for the contractor. The Contractor will be responsible for providing specific performance details in their resulting proposal and Statement of Work (SOW).

2. Background Information.

There are 7 water supply wells with approximately 300 ft deep and 16” diameter steel casings, on the well fields area at Beale AFB (See the site plan for location and the table for further wells and casings information). All wells were protected from corrosion by an impressed current cathodic protect (CP) system before, with a central anode bed/rectifier installed in 1971. (The location of the old anode bed is around 600 ft to the south of well #8, and shown on the as built provided), Wells 1,2,4,5, and 6 were bonded by the existing abandoned underground metal pipe which was bonded to the central anode bed/rectifier system. Wells 8 and 9 were combined back to the metal pipe conductor by an overhead bonding wire over the power poles. None of these wells currently have a functioning or operational CP system. In 2023, the overhead power system protecting wells 1,2,4,5, and 6was removed and replaced with an underground wiring system. The CP bonding wire for wells 8, and 9 were also removed when the overhead power lines were taken down.

The transformer and rectifier, that fed into the central CP system, were also removed at that time. Outside of the provided as-builts, there is no additional information or specifications detailing the transformer and rectifier.

(See the attached as built of the old CP system).

Well #1 has been replaced recently and below is the updated information.

Casing depth – 300ft.

Casing width – 16” Existing Underground Utilities and site conditions.

The underground in-service water, Electrical and communication utilities are existed within the navigating gravel roads on the area (See the attached map for the locations of the underground utilities). Site verification of the underground utilities within the fenced area around wells is required prior to digging.
