Description/Specifications/Statement of Work Performance Work Statement (PWS) Project: E-20 Fire Apparatus Inspection and Repair Location: Peterson Space Force Base, CO
1.0 Objective
The primary objective of this contract is to return Fire Truck E-20 to a fully operational, safe, and reliable condition. The vehicle must be free of all defects and perform in full compliance with the Original Equipment Manufacturer (OEM) specifications and the applicable National Fire Protection Association (NFPA) standards referenced herein.
The contractor shall provide all necessary personnel, equipment, tools, materials, and supervision required to achieve this end state.
2.0 Required Expertise
All maintenance, inspection, and repair actions shall be performed by mechanics who are certified Emergency Vehicle Technicians (EVT) with a current, active certification in Fire Apparatus Technician (F-Series). The contractor shall provide proof of certification for all personnel to the Contracting Officer Representative (COR) upon request.
3.0 Performance Requirements and Standards
The repaired vehicle's final condition, including all parts and workmanship, must meet or exceed the latest versions of the following standards:
- NFPA 1901: Standard for Automotive Fire Apparatus
- NFPA 1911: Standard for the Inspection, Maintenance, Testing, and Retirement of In-Service Automotive Fire Apparatus
- OEM Standards: The vehicle and all its components must meet all functional and safety standards as defined by the Original Equipment Manufacturer (OEM). The contractor is responsible for ensuring that all work performed preserves existing warranties.
4.0 Work Requirements
CLIN 0001 - Firm-Fixed-Price (FFP): Vehicle Transportation The contractor shall provide safe and insured round-trip transportation of Fire Truck E-20 between Peterson Space Force Base, CO, and the contractor's repair facility. The contractor is fully responsible for all logistics and for any damage or loss incurred during transit.
CLIN 0002 - Firm-Fixed-Price (FFP): Diagnostic Assessment and Repair Proposal The contractor shall perform a comprehensive diagnostic assessment to identify all faults, damages, and deficiencies preventing the vehicle from meeting the standards outlined in Section 3.0. Within 30 calendar days of contract award, the contractor shall deliver a Diagnostic Report and Repair Proposal to the Contracting Officer (CO) and COR. This report is the primary deliverable for this CLIN and shall include, at a minimum:
- A detailed narrative describing all identified faults and damages.
- A complete list of all parts and components requiring replacement or repair, including manufacturer part numbers, lead times, and unit prices.
- A detailed estimate of the labor hours required for each distinct repair task.
- A finding on the structural integrity of the vehicle frame.
A Firm-Fixed-Price (FFP) proposal for the total cost to complete all work required to meet the performance standards. This price shall be valid for a minimum of 90 days.
CLIN 0003 - Unpriced Option: Vehicle Restoration
This CLIN will be treated as an unpriced purchase order with a Not-To-Exceed (NTE) amount established at the time of award. Upon completion of the diagnostic assessment under CLIN 0002 and upon receipt of a written Notice to Proceed from the CO, this CLIN will be definitized with a firm-fixed price. The contractor shall then execute all necessary work to restore the vehicle to the performance standards specified in Section 3.0.
Component Replacement: All replacement parts must be OEM parts. If an OEM part is unavailable, the contractor may propose an OEM-equivalent part, which requires written approval from the COR before installation.
Hidden Damage: If unforeseen damage is discovered, the contractor shall immediately cease work on the affected area, notify the COR and CO with a detailed description, and provide a price proposal for the additional work. This work shall not proceed until authorized via contract modification.
Workmanship: All repairs must meet or exceed OEM and NFPA standards.
5.0 Quality Assurance and Acceptance
5.1 Contractor Testing: Following all repairs, the contractor shall conduct and provide documented results for the annual NFPA 1911 pump service test, a road test, and full functional testing of all systems to verify that performance standards have been met. The Government reserves the right to witness any and all tests at the contractor's facility.
5.2 Final Inspection and Acceptance: Final acceptance will occur after the vehicle has been returned to Peterson SFB. A joint final inspection will be conducted to verify that all work was completed satisfactorily and no damage was incurred during return transport. Acceptance will be documented in writing by the COR.
6.0 Period of Performance (POP)
CLIN 0001 - Firm-Fixed-Price (FFP): Shall be completed within 30 calendar days after contract award.
CLIN 0002 (Inspection & Report): Shall be completed within 60 calendar days after contract award.

Evaluation Factors for Award Evaluation Factors For Award
(1) Basis for Award: The Government intends to award a firm-fixed price contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be the Lowest Price Technically Acceptable (LPTA).
(2) Evaluation Factors: The following factors will be used to evaluate offers:
Factor 1: Total Price
Subfactor 1.1: Pricing of Tow Service and Vehicle Inspection
(CLIN 0001 & 0002)
a. Offers from the solicitation will be evaluated based on quoted price of the towing and vehicle inspection.
Subfactor 1.2: Pricing of Vehicle Repair and Testing (CLIN 0003)
a. An unpriced CLIN will be used for vehicle repair and testing. Offers are not necessary for CLIN 3 at the time of solicitation. The awardee of the solicitation shall make an offer to the government after the vehicle has been inspected. If the government determines the offer is not priced fair and reasonable this requirement will be resolicited.
Factor 2: Technical Acceptability
Subfactor 2.1: Towing Capability: (Acceptable/Unacceptable)
a. Offerors must provide a clear statement of capability to safely transport the specialized fire apparatus to and from Peterson SFB, CO.
Subfactor 2.2: Fire Apparatus Certification: (Acceptable/Unacceptable)
a. Offerors must provide proof they are certified to work on fire apparatus vehicles.
b. Offerors must provide a statement that they can perform all repairs and testing outlined in the statement of work.
(3) Technical Acceptability: To be eligible for award, an offeror must receive an "Acceptable" rating for both factors 1 and 2 under the Technical Acceptability Factor. If an offeror receives an "Unacceptable" rating for either subfactor, the entire proposal will be considered Technically Unacceptable and will not be eligible for award.
(4) Evaluation Standards: The Government will evaluate the Offeror's Total Price and Technical Proposal based on the information provided to determine the Offeror's understanding of the requirements and ability to perform the work.
Acceptable: The proposal clearly meets the minimum requirements of the solicitation and demonstrates a satisfactory understanding of the requirements in the SOW.
Unacceptable: The proposal does not clearly meet the minimum requirements of the solicitation.
(5) Evaluation Process:
a. The Government will first conduct a review of the overall quoted pricing and place the Offerors in order from lowest to highest price. Prices will be evaluated for reasonableness. Generally, adequate price competition will satisfy the criteria of price reasonableness; other methods include, but are not limited to, historical prices paid and comparison to the Independent Government Estimate.
b. Beginning with the lowest quoted price, Offeror's technical proposals will be evaluated as "Acceptable" or "Unacceptable" in accordance with the description at "(3) Technical Acceptability" to determine whether it is Technically Acceptable. Technical evaluation will end when the first technically acceptable quote has been evaluated.
Only those Offerors whose Technical Proposals are determined to be Technically Acceptable will be considered for award.
c. Award will be made to the Offeror whose offer is determined to be the lowest price and technically acceptable.
d. An offer may be rejected if the offeror takes exception to the solicitation requirements, or if the offeror's proposal indicates that the offeror does not clearly understand the requirements.
