About this file
This document outlines the evaluation factors and award criteria for a firm-fixed price contract using a Lowest Price Technically Acceptable (LPTA) methodology. The contract includes three CLINs: towing service and vehicle inspection (CLINs 0001 & 0002), and vehicle repair and testing (CLIN 0003). Pricing for CLINs 0001 and 0002 must be quoted at the time of proposal submission, while CLIN 0003 is unpriced and will be offered by the awardee after vehicle inspection. The Government will evaluate pricing for reasonableness using adequate price competition, historical prices paid, or comparison to the Independent Government Estimate.
Technical acceptability is mandatory for award consideration and is evaluated on two factors: Towing Capability and Fire Apparatus Certification. Offerors must demonstrate clear capability to safely transport specialized fire apparatus to and from Peterson Space Force Base, Colorado, and must provide proof of fire apparatus certification along with a statement confirming ability to perform all repairs and testing outlined in the statement of work. Both factors must receive an "Acceptable" rating for the proposal to be eligible for award; an "Unacceptable" rating on either factor renders the entire proposal ineligible. The evaluation process begins with ranking offers by price, then evaluating technical proposals sequentially from lowest to highest price until the first technically acceptable offer is identified. Award is made to the lowest-priced, technically acceptable offeror.

Evaluation Factors For Award
(1) Basis for Award: The Government intends to award a firm-fixed price contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be the Lowest Price Technically Acceptable (LPTA).
(2) Evaluation Factors: The following factors will be used to evaluate offers:
• Factor 1: Total Price
• Subfactor 1.1: Pricing of Tow Service and Vehicle Inspection
(CLIN 0001 & 0002)
a. Offers from the solicitation will be evaluated based on quoted price of the towing and vehicle inspection.
• Subfactor 1.2: Pricing of Vehicle Repair and Testing (CLIN 0003)
a. An unpriced CLIN will be used for vehicle repair and testing. Offers are not necessary for CLIN 3 at the time of solicitation. The awardee of the solicitation shall make an offer to the government after the vehicle has been inspected. If the government determines the offer is not priced fair and reasonable this requirement will be resolicited.
• Factor 2: Technical Acceptability
• Subfactor 2.1: Towing Capability: (Acceptable/Unacceptable)
a. Offerors must provide a clear statement of capability to safely transport the specialized fire apparatus to and from Peterson SFB, CO.
• Subfactor 2.2: Fire Apparatus Certification: (Acceptable/Unacceptable)
a. Offerors must provide proof they are certified to work on fire apparatus vehicles.
b. Offerors must provide a statement that they can perform all repairs and testing outlined in the statement of work.
(3) Technical Acceptability: To be eligible for award, an offeror must receive an "Acceptable" rating for both factors 1 and 2 under the Technical Acceptability Factor. If an offeror receives an "Unacceptable" rating for either subfactor, the entire proposal will be considered Technically Unacceptable and will not be eligible for award.
(4) Evaluation Standards: The Government will evaluate the Offeror's Total Price and Technical Proposal based on the information provided to determine the Offeror's understanding of the requirements and ability to perform the work.
• Acceptable: The proposal clearly meets the minimum requirements of the solicitation and demonstrates a satisfactory understanding of the requirements in the SOW.
• Unacceptable: The proposal does not clearly meet the minimum requirements of the solicitation.
(5) Evaluation Process:
a. The Government will first conduct a review of the overall quoted pricing and place the Offerors in order from lowest to highest price. Prices will be evaluated for reasonableness.
Generally, adequate price competition will satisfy the criteria of price reasonableness; other methods include, but are not limited to, historical prices paid and comparison to the Independent Government Estimate.
b. Beginning with the lowest quoted price, Offeror’s technical proposals will be evaluated as “Acceptable” or “Unacceptable” in accordance with the description at “(3) Technical Acceptability” to determine whether it is Technically Acceptable. Technical evaluation will end when the first technically acceptable quote has been evaluated. Only those Offerors whose Technical Proposals are determined to be Technically Acceptable will be considered for award.
c. Award will be made to the Offeror whose offer is determined to be the lowest price and technically acceptable.
d. An offer may be rejected if the offeror takes exception to the solicitation requirements, or if the offeror's proposal indicates that the offeror does not clearly understand the requirements.
