About this file

This is a Performance Work Statement for the inspection and repair of Fire Truck E-20 at Peterson Space Force Base, Colorado. The contract objective is to return the vehicle to fully operational, safe, and reliable condition in compliance with Original Equipment Manufacturer (OEM) specifications and applicable National Fire Protection Association (NFPA) standards, specifically NFPA 1901 and NFPA 1911. All work must be performed by mechanics certified as Emergency Vehicle Technicians (EVT) with current Fire Apparatus Technician (F-Series) certification, with proof of certification required upon request from the Contracting Officer Representative (COR).

The contract is structured in three CLINs with firm-fixed-price and unpriced option components. CLIN 0001 (FFP Vehicle Transportation) requires safe, insured round-trip transportation between Peterson Space Force Base and the contractor's repair facility, with the contractor bearing full responsibility for logistics and any transit damage. CLIN 0002 (FFP Diagnostic Assessment and Repair Proposal) requires delivery of a comprehensive diagnostic report within 30 calendar days of award, including detailed fault descriptions, complete parts lists with manufacturer numbers and lead times, labor hour estimates for each repair task, structural integrity findings, and a firm-fixed-price proposal valid for 90 days. CLIN 0003 (Unpriced Option Vehicle Restoration) is established with a Not-To-Exceed amount at award and will be definitized with a firm-fixed price upon completion of diagnostics and written Notice to Proceed from the Contracting Officer. All replacement parts must be OEM parts, with written COR approval required for any OEM-equivalent substitutions. The contractor must conduct documented NFPA 1911 pump service tests, road tests, and full functional testing, with the Government retaining witness rights. Final inspection and acceptance occur after vehicle return to Peterson Space Force Base, with written documentation from the COR. Performance timelines include 30 calendar days for transportation, 60 calendar days for diagnostics and reporting, and 120 calendar days for repair and return delivery if the option is exercised, with a total contract period not to exceed 180 calendar days.
