About this file

This Scope of Work document, issued by the California Department of General Services (DGS) Real Estate Services Division (RESD), outlines the requirements for the procurement and delivery of Centrifugal Water Chillers to the Fremont School for the Deaf in Fremont, California. The contractor is responsible for providing chillers that meet the specifications outlined in Bid Specification Section 23 64 16. Key project milestones include a mandatory kickoff meeting to be held within two weeks of purchase order receipt, submission of final chiller designs within one week after the kickoff meeting, and delivery of the chillers between February 1, 2026, and April 1, 2026. The contractor must contact DGS one week prior to shipping to arrange delivery during the specified receiving hours of Monday through Friday, 7:30 a.m. to 1:00 p.m., excluding state holidays. Project Director Randi Chegwidden and Backup Marvin Talusik serve as the primary DGS contacts for delivery coordination.

The contractor is responsible for obtaining all necessary permits for assembly and delivery and must provide comprehensive documentation at delivery, including operator and instruction manuals, service manuals, shop drawings, manufacturer certificates, and test reports in both hard copy and PDF format. A five percent payment withhold is retained until completion of post-installation services, including start-up service and demonstration and training as specified in Technical Specification Section 3.04 and 3.05. The contractor is not responsible for installation; the DGS RESD Construction Inspection and Management Branch will oversee this phase. The contractor must correct any deviations from specified requirements at no expense to DGS, and failure to comply with delivery requirements may be considered a breach of contract subject to applicable default provisions.
