SCOPE OF WORK
Correct Building 1 Trash Chutes
Project Number: 558-21-107
BACKGROUND
Building 1 of the Durham, NC VAMC encompasses twelve occupied floors and supports most VA Medical and Administrative Services. There are two chutes, non-medical waste rubbish and dirty linen, that extend from the 10th Floor and discharges to the Ground Floor in BLDG 1. Rubbish and dirty linen are consolidated in the Ground Floor before being transported to the processing locations. Operational and Fire Code deficiencies have been annotated in recent Joint Commission inspections and from discussions with the EMS Service. The intent of this project is to fix the below deficiencies:
1. Fire code compliance issues to include:
a. Penetrations through fire rated walls
b. Non-rated construction materials on fire rated walls
2. Installation of assorted wall protection features to include cladding, door stops, corner and wall guards.
3. Modify existing electrical components that are not rated for a wet location in CG003.
4. Replacement of all rated chute doors and closure devices and installation of chute door safety system.
5. Replacement of all ceiling grid tiles and suspension system
6. Renovation of the floor covering and floor drainage system in CG003 to ensure positive drainage from the space.
7. Modification of existing domestic water and installation of new hose bib in CG003
SCOPE OF WORK
1. Location of Work: This project location comprises all chute rooms throughout BLDG 1 and the mechanical space under the CG003, Ground Floor Chute Room. Work will be taking place in an occupied healthcare facility in operation 24 hours a day. This work will require appropriate personal protective equipment and proper infection control measures. Work will be phased to minimize disruption to medical center operations.
2. Scope: The Contractor shall execute work as captured below:
a. Rooms C1003, C2007, C3009, C4019, C5009, C6007, C7009, C8007, C9007, and C10017
i. Repair penetrations to rated walls via dry-wall repair, patching, application of fire caulking. Apply elastomeric fire stop in transition joint areas.
ii. Install new impact resistant and waterproof wall cladding system on all walls.
Coverings shall extend from the finished floor to a minimum of four inches above to the acoustical ceiling tile. Install new resilient cove base material per 09 65 13 Resilient Cove Base.

iii. Replace all chute doors, chute door frames, and closure devices. Install electrical locking system to limit one trash and one linen chute door to be opened at a single time. New doors, hardware, and devices shall meet Accessibility and Fire Rating requirements as indicated in the Life Safety drawing excerpts attached.
iv. Replace acoustical tile ceiling and track system with new. Maintain existing sprinkler system.
v. Install new floor mounted door stops and door guards
vi. Replace up to 960 square feet of non-compliant dry wall with rated dry wall as indicated in the Life Safety drawing excerpts attached. Provide separate line item cost in schedule of values for dry wall replacement reserve. Contractor shall conduct limited dry wall coring in areas identified by COR in order to verify compliance with wall rating.
vii. Maintain existing room functionality not otherwise referenced in scope of work.
b. Room CG003
i. Demolish all interior existing walls from finished floor to decking above and install rated walls as indicated in the Life Safety drawing excerpts attached.
ii. Install new impact resistant and waterproof wall cladding system on all walls.
Coverings shall extend from the finished floor to a minimum of four inches above the acoustical ceiling tile. Install new cove base, corner and wall guards.
Corner guards to be installed on all outside corners. Wall cladding, corner guards, and cove base shall be from a single manufacturer.
iii. Replace acoustical tile ceiling and track system with new. Replace existing ceiling mounted air outlets with new. Maintain existing sprinkler system.
iv. Replace linen chute door, chute door frame, and closure device. Fabricate chute door support sufficient to maintain door in the open position without creating penetration in acoustical ceiling tile. Install new stainless-steel chains and fusible links.
v. Install new lock out switches and indicator lights at linen and trash chute locations that lock out all doors in the chute columns. Switches and lights shall be rated for wet location. Coordinate location with COR.
vi. Fabricate chute door support sufficient to maintain trash chute door in the open position without creating penetration in acoustical ceiling tile. Install new stainless-steel chains and fusible links.
vii. Demolish existing floor covering to original concrete decking. Install new epoxy floor covering system. Slope floor to achieve positive drainage to the existing drain locations.
viii. Replace all drain and cleanout covers in the space and reapply sealant to ensure proper water proofing. Install new wall mounted hose bib, coordinate location with VA COR. Cut and cap existing water line beneath finished wall surface.
ix. Replace existing electrical panel with NEMA 4X panel. Demolish existing power receptacles and replace with covered GFCI receptacles rated for wet locations.

Reinstall new receptacles four feet above finished flooring. Replace all existing electrical fixtures with fixtures rated for wet location.
x. Maintain existing room functionality not otherwise referenced in scope of work.
xi. Replace door frame with rated frame to provide suitable termination of wall cladding system.
c. General Scope (Applies to all rooms)
i. Contractor to reuse existing wall stud and track system. Where damages occur demolition, contractor shall replace with materials to match existing.
ii. All walls to receive new wall guards. Coordinate exceptions with VA COR.
iii. Follow manufacturer’s recommendation in installing wall protection materials.
iv. New wall cladding and protection system to meet or exceed Inpro® Sani-Surface and Sani-Base Stainless Steel Wall Base system performance for impact resistance, water migration, and ease of cleaning.
3. Codes and Standards: This project will meet but is not limited to the following most recent codes and standards.
a. Project Specifications
b. VA Fire Protection Design Manual
c. VA Design Manual for HVAC systems
d. NFPA 70, 90A, and 241
e. Local and State Building Codes
4. Construction - Provide construction period services as captured in project specification and as indicated below:
a. Pre-Construction Meeting: Contractor shall participate and facilitate a Pre-Con in conjunction with the Contracting Officer and COR, and building stakeholders as needed.
Pre-Con shall be scheduled upon acceptance of necessary submittals by the COR and CO.
b. Submittal Review and Logs: Contractor shall provide an online submittal review and comment system at no additional cost to the VA. Submittal Exchange, Procore, or a platform of similar functionality which allows submittal review, comment, and archiving is required. There shall be no additional cost for adding alternate VA reviewers upon request. VA review shall be no less than 10 working days.
c. As-Built Drawing Submission: Provide “As-built Drawings” that include the contractor’s mark-ups in PDF formats.
5. Construction Amount: The project is scoped with an estimated base construction cost range of $200,000.00 to $500,000.00.
6. Storage: No storage of any material will be allowed on VA property unless approved by the COR.
Payment of stored materials is not permitted. All pay applications will be paid based on competed installations upon inspection and acceptance of work from the VA COR.

7. Period of Performance: Contractor shall complete this project no later than 120 days after issue of notice to proceed (NTP).
8. Hours of Operation and Phasing:
a. Construction in rooms C1003, C2007, C3009, C4019, C5009, C6007, C7009, C8007, C9007, and C10017 shall be performed during VA 1st shift, 7:30AM-4PM, Mon-Friday.
b. Construction in CG003 shall be performed during VA working 2nd shift, 3PM-11:30PM, Mon-Friday. Contractor shall phase construction to return CG003 to normal usage at the end of the end of all shifts, to include operational access of chute doors and enclosure of rated walls.
c. Construction in CG003 that requires isolation of the area beyond a single shift shall take place during the weekend, Saturday-Sunday. Coordinate time with the VA COR 10 working days in advance.
d. Any construction that requires utility outage shall take place during second shift or during the weekend. Coordinate shutdowns with the VA COR 15 working days in advance.
e. The general phasing is as captured below.
i. Phase 1 – First and Second Floors
ii. Phase 2 – Third through Fifth
iii. Phase 3 – Sixth through Eighth
iv. Phase 4 – Ninth and Tenth
v. Phase 5 – Ground Floor
9. Utility and System or Service Outages: No utility service such as water, gas, steam sewers or electricity, parking, or fire protection systems and communications systems may be interrupted without prior approval of COR. Electrical work shall be accomplished with all affected circuits or equipment de-energized in accordance with VA Lock-out Tag-out requirements. When an electrical outage cannot be accomplished, work on any energized circuits or equipment shall not commence without the Medical Center Director’s prior knowledge and written approval. The contractor shall submit a request to interrupt any such services to COR, in writing, 21 days in advance of proposed interruption.
10. Warranty: The Contractor agrees to supply parts which are warranted by the manufacturer to be free from defects in materials and workmanship for one year from the date of installation. In certain cases, parts may become obsolete and replacement parts can only be purchased through after-market suppliers that do not provide a year warranty. In certain cases, the Contractor will extend the same warranty to the Durham VA Medical Center as supplied by the after-market supplier to the contractor. Warranty shall be limited to the replacement of the part(s) found to be defective.
11. Safety and Regulations:
a. Contractor shall comply with Durham VA Safety and location specific Infection Control requirements. Contractor shall maintain control of all tools and parts. Contractor will meet all OSHA standards for Employee safety.
b. The contractor shall be allotted one contractor parking pass for onsite parking.
12. General Requirements
a. The contractor’s employees shall not enter the work site without appropriate badges issue through the construction safety office. They may also be subject to inspection of their personal effects when entering or leaving the project site.
b. Execute work to interfere as little as possible with normal functioning of Medical Center as a whole, including operations of utility services, fire protection systems and any existing equipment, and with work being done by others. Use of equipment and tools that transmit vibrations and noises through the building structure, are not permitted in buildings that are occupied jointly by patients or medical personnel, and Contractor’s personnel, except as permitted by COR where required by limited working space.
c. Means of Egress: Do not block exiting for occupied buildings, including paths from exits to roads per NFPA 101 and VA requirements. Minimize disruptions and coordinate with
COR.
d. All buildings will be occupied during performance of work. Contractor shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas against dust and debris, so that equipment and affected areas to be used in the Medical Centers operations will not be hindered. Coordinate alteration work in areas occupied by Department of Veterans Affairs so that Medical Center operations will continue during the installation period.
e. Competent, experienced, licensed or certified workers shall perform crafts requiring specialized skills. All work shall be performed in full accordance with applicable local and Federal regulations. All equipment and installation shall conform to all applicable requirements of ASHREA, National Fire Protection Association (NFPA), plumbing and mechanical codes, and National Electrical Code (NEC). No departures from specification requirements will be permitted without written approval. The contractor shall use good safety practices while working. All hardware shall be installed in such a manner to minimize damage and maximize patient and employee safety. All equipment and procedures shall conform to OSHA, NEMA, ABA and ANSI Standards and conform to the Standard Building Code and the Standard Mechanical Code.
f. Hot Work: Perform and safeguard hot work operations in accordance with NFPA 241 and NFPA 51B. Coordinate with COR. Obtain permits from facility Safety Manager at least 48 hours in advance.
g. New work shall be installed and connected to existing work neatly, safely and professionally. Contractor to coordinate periodic VA inspection to ensure satisfactory workmanship of GC and Subcontractors. Any portion of the VAMC that is disturbed or damaged shall be replaced or repaired to its prior conditions.
h. The contractor is required to notify the COR upon arrival and departure of personnel at the work site every day work is performed during the execution of this project.
