About this file

This is a comprehensive project manual and specification book for selective remodeling and construction work at VA Roseburg Health Care System in Oregon. The document establishes detailed requirements for general construction, demolition, hazardous materials abatement (asbestos and lead), masonry work, finish carpentry, building insulation, and related trades under a SATOC IDIQ construction contract.

The specifications mandate strict adherence to OSHA, EPA, and state/local regulations across all work activities. Key requirements include: establishment of an Accident Prevention Plan with designated Safety and Health Officers and Competent Persons; compliance with infection control measures using HEPA filtration and negative pressure systems for all construction activities; comprehensive worker training in respiratory protection, hazard communication, and trade-specific procedures; phased work coordination to maintain 24/7 medical center operations; and extensive documentation including daily safety inspections, air monitoring, waste tracking, and photographic documentation. Specific construction protocols address contract work hours (8:00 AM–4:30 PM Monday–Friday unless approved otherwise), utility coordination requiring 3-week advance notice for shutdowns, security procedures including badging and site access logs, fire protection measures, and protection of existing building systems. Materials standards specify precast concrete with PCI certification, brick masonry matching existing work, plastic laminate casework fabrication, spray foam insulation with R-value minimums, and all hazardous materials disposal per EPA/DOT regulations. The manual includes detailed sections on asbestos abatement with Class I and II procedures, negative pressure system requirements maintaining -0.02" water column gauge, personnel decontamination facilities, and final air clearance testing using AHERA protocols; lead handling procedures for lead sheeting removal and lead-based paint work; and construction waste management requiring minimum 50 percent diversion from landfills. Submittals required include shop drawings, product data, samples, testing certifications, environmental compliance plans, and as-built documentation delivered in electronic format with specific technical requirements for each trade discipline.
