The Government intends to establish a Blanket Purchase Agreement (BPA) under FAR Part 12 (commercial products and services) with a five-year ordering period structure, each year lasting one year, with exact dates to be specified at BPA establishment. The Contractor must provide all labor, materials, transportation, tools, equipment, PPE, permits, and certifications necessary to perform filter services as ordered under individual Task Orders, with no guarantee of work or funding.

Services must be performed at the White River Junction VA Medical Center (215 N Main Street, White River Junction, VT 05009) during regular hours (Monday-Friday, 7:00 AM to 3:30 PM local time) or after-hours with 48-hour advance notice, with emergency response capability within four hours. The Contractor must comply with stringent standards including IEST-RP-CC001, ISO 14644-3, USP 797/800, OSHA 29 CFR 1910.147, and ASHRAE Standard 52.2. All technicians must demonstrate HVAC experience in healthcare environments, HEPA installation and testing qualifications, USP 797/800 certification capability, and OSHA LOTO training. Task Orders will specify scope, quantities, performance period, and fixed-price amounts, with Government acceptance occurring at destination within ten business days of deliverable submission. Non-conforming work requires corrective action within Government-specified timeframes at the Contractor's expense, with payment conditioned upon formal Government acceptance.

The COR is authorized to conduct inspections on behalf of the Government in accordance with the performance standards and AQLs established in Section 8 of this PWS and the surveillance methods identified in the QASP.
