Summary: Federal Contract Questions and Answers
This document is a Questions and Answers file for a federal Blanket Purchase Agreement (BPA) solicitation for HVAC filter supply and installation services at the White River Junction Veterans Affairs Medical Center (VAMC). The solicitation is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Key dates controlling the solicitation are a questions cutoff of September 21, 2026 at 5:00 PM ET and a quote due date of September 25, 2026 at 5:00 PM ET. The ordering period begins from contract award and will consist of five one-year ordering periods. Contractors must submit expected pricing for each subsequent ordering year, with prices remaining firm for each individual ordering period rather than the entire five-year term.
The BPA requires contractors to supply HVAC filters at unit prices specified in Attachment 2 (Cost-Price Schedule) and provide labor rates for regular hours, after-hours, and emergency service separately, with vendors creating their own tables aligned with Attachment Y requirements. Contractors must provide unit pricing for all listed filters and unit market rates for any filters not initially listed that may be ordered in the future. The facility has one pharmaceutical cleanroom, anteroom, and sterile compounding space with point-of-use HEPA filters. Section 9 of the Performance Work Statement requires IEST/ISO HEPA challenge testing and USP 797/800 pharmaceutical cleanroom certification, which may be performed by qualified subcontractors under prime contractor supervision. The semiannual certification includes room particle counts, airflow/pressure verification, and integrity testing, with viable air and surface sampling conducted on a separate frequency. The BPA contains no guaranteed minimum or maximum orders. Rooftop mechanical areas are accessible without lift equipment, though one space requires traversing four stories of stairs; contractors may optionally provide lifts for delivery efficiency at their own expense. The Government cannot provide complete equipment inventory data or prior service history to assist with pricing.

Controlling dates – Live SAM.gov currently shows a question cutoff of September 21, 2026 at 5:00 PM ET and quote due date of September 25, 2026 at 5:00 PM ET. The downloaded solicitation file still lists September 14, 2026 for questions and September
17, 2026 for quotes. Please confirm which dates control, and whether an amendment will update the solicitation document. September 21, 2026 at 5:00 PM ET and quote due date of September 25, 2026 at 5:00 PM ET
Set-aside – SAM/Table 2 lists SDVOSB; the solicitation body text states Veteran-Owned
Small Business (VOSB). Please confirm the set-aside that will apply to award. This is an
SDVOSB set-aside
Ordering Period 1 start – The solicitation text references a speculated start of September
28, 2026. Please confirm the start date offerors should assume for Ordering Period 1. The ordering period will be from Contract award.
Attachment 2 quantities – Of the filter line items on the Cost-Price Schedule / Filter List, many show size, MERV, and type but leave Quantity blank. Should offerors (a) provide unit pricing only for blank-quantity lines, (b) omit blank-quantity lines from the quote, or
(c) wait for a revised inventory before pricing those lines? Offerors should provide unit pricing for listed filters. The attached filter list is as exhaustive as we could identify for our needs. Additional filters not listed, may also be purchased. At the time of the request for such filters, Vendors should provide a unit market rate for that filter for that ordering period, this will allow this filter to be added to the ordering list.
Labor rates / wage determination – In addition to the $/Per Filter column on Attachment
2, should offerors separately provide Regular Hours, After-Hours, and Emergency labor rates for Service Contract Labor Standards comparison? Yes
HEPA / USP 797-800 certification – Section 9 of the PWS requires IEST/ISO HEPA challenge testing and USP 797/800 pharmaceutical cleanroom certification. May that certification work be performed by a qualified subcontractor under the prime contractor’s supervision, with technician qualifications documented to the COR prior to performance?
Yes.
BPA ordering – Please confirm there is no guaranteed minimum or maximum under the
BPA, and that established Attachment 2 rates (once awarded) will be the basis for FFP task orders. There is currently no guaranteed minimum or maximum. Attachment 2 rates will be the basis for FFP task orders.
Equipment Inventory: Can the Government provide a complete equipment inventory for all HVAC units in scope, including unit IDs, locations, filter sizes, quantities per unit, and MERV ratings? The Government cannot provide a complete equipment inventory for all HVAC units.
HEPA Filter and Cleanroom Counts: How many HEPA filters are currently installed on campus, and how many of these are located in USP 797/800-classified spaces?
Additionally, how many pharmaceutical cleanrooms, anterooms, and sterile compounding spaces are present at the White River Junction VAMC? We have one pharmaceutical cleanroom and anteroom and one sterile compounding space. They are point of use HEPA filters.
USP 797/800 Certification Scope: Does the semiannual USP 797/800 certification requirement include viable air and surface sampling, room particle counts, and airflow/pressure verification, or is it limited to HEPA filter integrity testing only?
Certification will include room particle counts, airflow/pressure verification, and integrity testing. Viable air and surface sampling is a requirement of USP 797/800 but occurs the frequency is separate from the other requirements.
Historical Service Data: Can the Government provide the prior 12–24 months of filter change-out history or the incumbent's service logs to assist with accurate pricing and scheduling? The Government does not have this information to provide.
Ordering Pattern: Will the Government issue an annual task order for scheduled filter change-outs and semiannual USP certification, or will each event be ordered separately under the BPA? The solicitation is seeking a Blanket Purchase Agreement, with the intent to issue task orders. The Government may issue an annual task order, the Government may also issue separate task orders for filter purchasing and install, as is the intent of the
BPA.
Estimated Quantities per CLIN: Does Attachment 2 (Cost Price Schedule) include
Government-estimated quantities per CLIN? If not, will estimates be provided for evaluation purposes? Contractors should complete the Price Schedule as is, as it was included in the solicitation. Estimated quantities are not included in the price schedule.
After-Hours/Emergency Service Frequency: How many after-hours or emergency call-outs occurred in the prior contract year? The Government did not have a prior contract to replace filters. Information is not available.
Rooftop Access and Equipment: Are rooftop mechanical areas accessible without lift equipment? If a lift is required for access, will it be Government-furnished or should contractors plan to provide it? Everything is accessible without the use of lift equipment.
One mechanical space is only accessible via 4 stories of stairs. Contract may provide a lift to deliver filters to mechanical rooms where a lift would increase efficiency. This would be at the Contractors expense, the Government is not requiring a lift.
Are the unit prices submitted in Attachment 2 required to remain firm for the entire five-year BPA ordering period, or will contractors be permitted to adjust pricing for subsequent annual ordering periods? Intent is for prices to remain firm for each ordering period. There will be 5 ordering periods, one year in length. Contractors will need to provide their expected pricing for subsequent ordering years.
How should labor rates be quoted? I do not see a designated location for them on the price sheet. Labor should be quoted as indicated on Attachment Y, vendors may need to create their own table in line with the requested pricing from Attachment Y.
