DEFINITION OF CONTRACT LINE ITEMS

SECTION 01 27 00 – DEFINITION OF CONTRACT LINE ITEMS

PART 1 - GENERAL

1.1 SUMMARY

A. The intent of this section is to explain, in general, what is and what is not included in a contract line item, and the limits or cut-off points where one item ends and another begins.

B. If no contract line item exists for a portion of the work, include the costs in a related item.

C. The Contract Line Items in this section will be measured for progress payment . Any changes to the work, including changes in quantities of these Contract Line Items, not authorized by the Government in writing will not be measured and paid for. This is a fixed firm price contract.

PART 2 - PRODUCTS (Not Used)

PART 3 - EXECUTION

3.1 LIST OF CONTRACT LINE ITEMS

A. Contract Line Item No. 0001 - Mobilization, Site Work, Restoration and Demobilization

1. This item consists of all preparatory work, bonds, insurance, temporary facilities, and movement of personnel, equipment, supplies, to the Project site, site work, protection of staging and construction areas, signage, temporary fencing other facilities necessary for the Work, and all costs associated with completing the Work that are not included in other bid items.

2. Measurement for progress payment: Payment for Mobilization, Site Work, Restoration, and Demobilization will be made at the contract lump sum price. Progress payments will be as follows:

a. When 5 percent of the total original Contract amount is earned from other Contract items, 50 percent of the amount bid for Mobilization, Site Work, Restoration and Demobilization will be included in the progress payment estimate.

b. When 40 percent of the total original Contract amount is earned from other schedule items, 40 percent of the amount bid for Mobilization, Site Work, Restoration and Demobilization will be included in the progress payment estimate.

c. The final 10 percent of the amount bid for Mobilization, Site Work, Restoration and Demobilization will be included in the final contract payment.

B. Contract Line Item No. 0002 - Install 22-Foot Rockbolts (Rockbolt Type 4)

1. This item consists of all preparatory work, planning, equipment, materials and labor to drill, test and document rockbolt hole, installation of rockbolt, grouting, cleaning of rock surface, all related testing and placing of mortar over the head assembly.

2. Measurement for progress payment: The Government will measure Type 4 Rockbolts by the number of rockbolts successfully installed and accepted. Rockbolts not installed correctly or failing proof or performance load tests will not be measured for payment.

Additional Rockbolts not approved by the government or Rockbolts incorrectly placed will not be measured for payment.

C. Contract Line Item No. 0003 – Scale Sandstone

1. This item consists of all preparatory work, planning, coordination, equipment, materials and labor to sound, scale in a controlled manner, remove and dispose of rock debris removed from sandstone blocks 1A-1E, 2A-2E, 3 and 4.

2. Measurement for progress payment: The Government will measure Scale Sandstone by the hour. Areas and rocks to be scaled will be field identified by the Government within the limits of sandstone blocks 1-4. Provide notice of planned scaling activities as required by the Government representative so arrangements can be made to verify quantities. Time spent for routine inspection, sounding and scaling of the areas previously scaled will not be measured for payment.

D. Contract Line Item No. 0004 – Block 2D Rock Removal

1. This item consists of all preparatory work, planning, coordination, equipment, materials and labor to drill, split, scale in a controlled manner, remove and dispose of overhanging rock removed from sandstone block 2D.

2. Measurement for progress payment: The Government will measure Block 2D Rock by the percentage of the specified work completed and accepted of the contract amount bid for Block 2D Rock Removal.

E. Contract Line Item No. 0005 – Siltstone Stabilization Footing

1. This item consists of all preparatory work, planning, coordination, equipment, materials and labor to excavate, form and pour a reinforced concrete footing to support the siltstone stabilization shotcrete.

2. Measurement for progress payment: The Government will measure Siltstone Stabilization Footing that have been constructed and accepted per lineal foot as measured at the front face of the footing.

F. Contract Line Item No. 0006 – Construct Drainage System FES-1 to SS-6

1. This item consists of all preparatory work, planning, coordination, equipment, materials and labor to excavate, install piping, make connections, install structures, place backfill and compact soil to grade.

2. Measurement for progress payment: The Government will measure Drainage System that has been constructed and accepted per lineal foot as measured along the centerline of the drainage system.

G. Contract Line Item No. 0007 - Install 15-Foot Rockbolts (Rockbolt Type 2)

1. This item consists of all preparatory work, planning, equipment, materials and labor to drill, test and document rockbolt hole, installation of rockbolt, grouting, cleaning of rock surface, all related testing and anchor head assembly.

2. Measurement for progress payment: The Government will measure Type 2 Rockbolts by the number of rockbolts successfully installed and accepted. Rockbolts not installed correctly or failing proof or performance load tests will not be measured for payment.

Additional Rockbolts not approved by the government or Rockbolts incorrectly placed will not be measured for payment.

H. Contract Line Item No. 0008 - Install 10-Foot Rockbolts (Rockbolt Type 3)

1. This item consists of all preparatory work, planning, equipment, materials and labor to drill, test and document rockbolt hole, installation of rockbolt, grouting, cleaning of rock surface, all related testing and anchor head assembly.

2. Measurement for progress payment: The Government will measure Type 3 Rockbolts by the number of rockbolts successfully installed and accepted. Rockbolts not installed correctly or failing proof or performance load tests will not be measured for payment.

Additional Rockbolts not approved by the government or Rockbolts incorrectly placed will not be measured for payment.

I. Contract Line Item No. 0009 – Siltstone Stabilization Shotcrete

1. This item consists of all preparatory work, planning, coordination, equipment, materials and labor to scale, shape, apply siltstone hardener, furnish and install strip drains, including connection to 3” PVC pipe, and place 4-inch minimum structural reinforced shotcrete.

2. Measurement for progress payment: The Government will measure Siltstone Stabilization Shotcrete that is properly installed without voids, shadows behind reinforcement or drummy by the square foot. Shotcrete not meeting the specified quality requirements will not be measured for payment.

J. Contract Line Item No. 0010 – Block 2 Underpinning

1. This item consists of all preparatory work, planning, coordination, equipment, materials and labor to install the Block 2 Underpinning, including but not limited to excavation for footing, installation and testing of micropiles, construction of reinforced foundation, placement of support post, and placement of 6-inch thick reinforced architecturally textured and colored shotcrete enclosure.

2. Measurement for progress payment: The Government will measure Block 2 Underpinning by the percentage of the specified work completed and accepted of the contract amount bid for Block 2 Underpinning.

K. Contract Line Item No. 0011 – Siltstone Architectural Shotcrete

1. This item consists of all preparatory work, planning, coordination, equipment, materials and labor to place 4-inch minimum architectural shotcrete, including shaping, texturing and multi-color staining.

2. Measurement for progress payment: The Government will measure Siltstone Architectural Shotcrete per square foot that is properly installed, textured and stained without voids or delaminating from the structural shotcrete. Shotcrete not meeting the specified quality requirements will not be measured for payment.

L. Contract Line Item No. 0012 – Instrumentation and Integration

1. This item consists of all preparatory work, planning, coordination, equipment, materials and labor to install the following: four strain gauge instrumented rockbolts, six borehole pressure cells, one crack meter at Block 2, all required data loggers, communication devices, system integration and related appurtenances necessary for a functional instrumentation system to monitor the specified instrumentation locations.

2. Measurement for progress payment: The Government will measure Instrumentation and Integration by the percentage of the specified work completed and accepted of the contract amount bid for Instrumentation and Integration.

M. Contract Line Item No. 0013 – Signature Area Instrumentation Protection

1. This item consists of all preparatory work, planning, coordination, equipment, materials and labor to install the Signature Area Instrumentation Protection, including but not limited to temporary and permanent protection of existing instrumentation with fabricated handholes and related appurtenances.

2. Measurement for progress payment: The Government will measure Signature Area Instrumentation Protection by the percentage of the specified work completed and accepted of the contract amount bid for Signature Area Instrumentation Protection

N. Contract Line Item No. 0014 – Signature Area – Area 1 Curb

1. This item consists of all preparatory work, planning, coordination, equipment, materials and labor to excavate, form and pour an integrally colored, reinforced concrete curb.

2. Measurement for progress payment: The Government will measure Signature Area – Area

1 Curb that have been properly constructed and accepted. Measurement will be made per lineal foot along the back face of the curb.

O. Contract Line Item No. 0015 – Signature Area – Area 2 Curb

1. This item consists of all preparatory work, planning, coordination, equipment, materials and labor to excavate, form and pour an integrally colored, reinforced concrete curb.

2. Measurement for progress payment: The Government will measure Signature Area – Area

2 Curb that have been properly constructed and accepted. Measurement will be made per lineal foot along the back face of the curb.

P. Contract Line Item No. 0016 – Signature Area – Area 3 Curb

1. This item consists of all preparatory work, planning, coordination, equipment, materials and labor to excavate, form and pour an integrally colored, reinforced concrete curb.

2. Measurement for progress payment: The Government will measure Signature Area – Area

3 Curb that have been properly constructed and accepted. Measurement will be made per lineal foot along the back face of the curb.

Q. Contract Line Item No. 0017 – Signature Area Drainage System

1. This item consists of all preparatory work, planning, coordination, equipment, materials and labor to place metal flashing, place and compact sand backfill, place PVC protection sheet and HDPE waterproofing membrane, install membrane terminations and washed aggregate ballast.

2. Measurement for progress payment: The Government will measure Signature Area Drainage System that is properly installed and accepted by the square foot.

R. Contract Line Item No. 0018 – Construct Drainage System SS-9 to SS-6

1. This item consists of all preparatory work, planning, coordination, equipment, materials and labor to excavate, install piping, make connections, install structures, place colored mortar backfill to existing rock surface from structure SS-9 up SS-6, not including structure

SS-6.

2. Measurement for payment: The Government will measure Drainage System that has been constructed and accepted by the lineal foot as measured at the centerline of the drainage system.

S. Contract Line Item No. 0019 – Turtle Rock Stabilization

1. This item consists of all preparatory work, planning, coordination, equipment, materials and labor to install the Turtle Rock Stabilization, including but not limited to coring, drilling and installation of 3 Type 1 Rockbolts, fabrication and installation of support post including architectural coating system, and placement of colored mortar seam treatment.

2. Measurement for progress payment: The Government will measure Turtle Rock Stabilization by the percentage of the specified work completed and accepted of the contract amount bid for Turtle Rock Stabilization.

REFERENCE STANDARDS

SECTION 01 42 00 – REFERENCE STANDARDS

PART 1 - GENERAL

1.1 ENVIRONMENTAL DEFINITIONS

A. Definitions pertaining to sustainable development: As defined in ASTM E2114 and as specified herein.

B. Chain-of-Custody: Process whereby a product or material is maintained under the physical possession or control during its entire life cycle.

C. Deconstruction: Disassembly of buildings for the purpose of recovering materials.

D. DFE (Design for the Environment): A technique that includes elements of resource conservation and pollution prevention as applied in various product sectors. A technique that incorporates approaches which are part of product (or assembly) concept, need and design. Considerations involve material selection, material and energy efficiency, reuse, maintainability and design for disassembly and recyclability. Refer to ISO Guide 64 for additional clarification.

E. Environmentally preferable products: Products and services that have a lesser or reduced effect on the environment in comparison to conventional products and services. Refer to EPA’s Final Guidance on Environmentally Preferable Purchasing at www.epa.gov/oppt/epp.

F. Non-Renewable Resource: A resource that exists in a fixed amount that cannot be replenished on a human time scale. Non-renewable resources have the potential for renewal only by geological, physical, and chemical processes taking place over of millions of years. Examples include: iron ore, coal, and oil.

G. Perpetual Resource: A resource that is virtually inexhaustible on a human time scale. Examples include solar energy, tidal energy, and wind energy.

H. Recycled Content Materials: Products that contain pre-consumer or post-consumer materials as all or part of their feedstock. Recycled content claim shall be consistent with Federal Trade Commission (FTC) Guide for the Use of Environmental Marketing Claims.

I. Renewable Resource: A resource that is grown, naturally replenished, or cleansed, at a rate which exceeds depletion of the usable supply of that resource. A renewable resource can be exhausted if improperly managed. However, a renewable resource can last indefinitely with proper stewardship. Examples include: trees in forests, grasses in grasslands, and fertile soil.

1.2 QUALITY ASSURANCE

A. Applicability of Standards: Unless the Contract Documents include more stringent requirements, applicable construction industry standards have the same force and effect as if bound or copied directly into the Contract Documents to the extent referenced. Such standards are made a part of the Contract Documents by reference.

B. Publication Dates: Comply with standards in effect as of date of the Contract Documents, unless otherwise indicated.

C. Conflicting Requirements: Where compliance with two or more standards is specified, and the standards may establish different or conflicting requirements for minimum quantities or quality levels comply with the most stringent requirement. Refer uncertainties and requirements that are different, but apparently equal, to Government for a decision before proceeding.

1.3 INDUSTRY STANDARDS

A. Applicability of Standards: Unless the Contract Documents include more stringent requirements, applicable construction industry standards have the same force and effect as if bound or copied directly into the Contract Documents to the extent referenced. Such standards are made a part of the Contract Documents by reference.

B. Publication Dates: Comply with standards in effect as of date of the Contract Documents unless otherwise indicated.

C. Copies of Standards: Each entity engaged in construction on Project should be familiar with industry standards applicable to its construction activity. Copies of applicable standards are not bound with the Contract Documents.

1. Where copies of standards are needed to perform a required construction activity, obtain copies directly from publication source.

1.4 ABBREVIATIONS AND ACRONYMS

A. 1.3 SYSTEM DESCRIPTION

A. Product provided by this Section is a 0.060" thick EPDM based elastomeric homogenous membrane with a protective mat. This system is installed in conjunction with a washed, crushed rock ballast and sand backfill.

1.4 SUBMITTALS

A. General: Submit in accordance with Section 01 33 23.

B. Product Data: Submit manufacturer's product literature and installation instructions.

C. Subcontractor's approval by Manufacturer: Submit document stating manufacturer's acceptance of subcontractor as an Approved Applicator for the specified materials.

D. Warranty: Submit a sample warranty identifying the terms and conditions stated in Section 1.7.

E. Shop drawings: Shall include an outline of waterproofing area and type of penetrations, terminations, perimeter and special details.

F. Rock Ballast sample: Provide sample to the Government Representative for final color selection.

1.5 QUALITY ASSURANCE

A. Applicator Qualifications: Applicator shall be experienced in applying the same or similar materials and shall be specifically approved in writing by the membrane manufacturer.

B. Regulatory Requirements: Comply with applicable codes, regulations, ordinances, and laws regarding use and application of products that contain volatile organic compounds (VOC).

C. Pre-Application Conference: Prior to beginning work, convene a conference to review conditions, installation procedures, schedules and coordination with other work.

D. Inspection: Upon completion conduct an inspection with owner and contractor to ascertain that the waterproofing system was installed according to specifications and details.

E. Flood Testing: Flood test with 1 to 2 inches of water for a 24-hour period prior to placement of protection membrane and ballast.

1.6 DELIVERY, STORAGE AND HANLDING

A. Deliver materials to Project site in original, factory-sealed, unopened containers bearing manufacturer's name and label intact and legible with following information.

1. Name of material.

2. Manufacturer's stock number and date of manufacture.

3. Material safety data sheet.

B. Recommended storage and application temperature is 75F. Store materials in protected and well-ventilated area.

C. Restore liquid adhesives and sealants to a minimum of 60F before use after exposure to lower temperature.

D. Protect waterproofing membrane and related materials in a manner to prevent damage and inclusion of foreign matter. All cartons of sealant and adhesive containers shall be protected from weather. Keep lids of adhesive cans securely fastened between use. In cold weather, materials must be stored in a heated area until the day of use.

1.7 PROJECT CONDITIONS

A. Do not allow waste products (e.g., petroleum, grease, oil, solvents, vegetable, mineral oil or animal fat) or direct steam venting to come into contact with the waterproofing membrane.

B. Do not expose membrane and accessories to a constant temperature in excess of 180°F.

C. Prior to the use of any product, consult the Material Safety Data Sheet and Technical Data Bulletin for cautions and warnings. Cements, splice cleaners and bonding adhesives and their fumes are EXTREMELY FLAMMABLE; they contain solvents that may cause dangerous fire and explosion hazards when exposed to heat, flame, or sparks. Store and use away from all sources of heat, flame, or sparks. Post "NO SMOKING" signs. Do not use in a confined or unventilated area. Vapors are heavier than air and may travel along ground to a distant ignition source and flash back.

D. Warn personnel against breathing of vapors and contact of material with skin or eyes. Wear applicable protective clothing and respiratory protection gear. Rubber gloves (available from membrane manufacturer) are required for hand protection when using Splice Cleaner. Glasses, goggles or face shield are recommended for eye protection when using adhesives and splice cleaner.

E. Cold temperatures will not restrict the installation of the Sure-Seal Waterproofing System. Follow specified precautions for storage of materials and expose only enough cements and adhesives to be used within a 4-hour period.

F. Splicing and bonding surfaces should be dry and clean.

G. Substrate shall be free of ponded water, ice or snow.

H. Coordinate waterproofing work with other trades. The applicator shall have sole right of access to the specified areas for the time needed to complete the application and allow the membrane to cure adequately.

I. Protect adjoining surfaces not to be coated against damage or soiling. Protect plants, vegetation and animals which might be affected by waterproofing operations.

J. Maintain work area in a neat and orderly condition, removing empty containers, rags, and rubbish daily from the site.

2. Ultimate Elongation: 520% minimum, ASTM D 412

3. Thickness Tolerance: +10%, ASTM D 412

4. Tear Resistance: 230 lbf/in minimum, ASTM D 624

5. Brittleness Temperature: -45 F maximum, ASTM D 746

6. Water Absorption: 2% maximum, ASTM D 471, 7d at 158F

7. Permeance: 0.05 Perm maximum, ASTM E-96 B

8. Factory Seam Strength: membrane rupture, ASTM D 816

9. Resistance to Heat Aging: Properties after 168 hrs. at 240F, ASTM D 573:

2.3 ACCESSORY PRODUCTS

A. Sure-Seal Elastoform Flashing: .060 inches thick, furnished by membrane manufacturer.

B. Bonding Adhesive: A high-strength synthetic rubber adhesive used to bond membrane to compatible substrate, furnished by membrane manufacturer. DO NOT USE FOR SPLICES.

C. Weathered Membrane Cleaner: Cleans membrane surfaces before applying splicing cement and lap sealant, furnished by membrane manufacturer.

D. Pourable Sealer: A two-component polyurethane-based material used to seal around difficult objects, furnished by membrane manufacturer.

E. Rubber Gloves: For application of Splice Cleaner and other adhesives, furnished by membrane manufacturer.

F. HP Protection Mat: A geotextile mat used for protecting the membrane splice on compacted sand surfaces, furnished by membrane manufacturer.

G. Protection Course: Sure-Seal HP Protective Mat.

H. Sure-Seal Lap Sealant: Sealant for sealing splice edges and mechanical terminations on vertical and horizontal surfaces or to seal membranes terminated in to reglets.

I. Sure-Seal H.P. 250 Primer: Used to prime the membrane splice to SecurTAPE application.

2.4 BALLAST

A. Ballast shall consist of a clean washed crushed limestone, light to dark gold in color.

2.5 COMPACTED SAND BACKFILL

A. Sand backfill shall conform with the requirements of MDT Filter Material, Table 701-20, Gradation No. 1 or approved equal.

PART 3 - EXECUTION

3.1 INSPECTION

A. Before any waterproofing work is started the waterproofing applicator shall thoroughly examine all surfaces for any deficiencies. Should any deficiencies exist, the Government Representative shall be notified in writing and corrections made.

B. Concrete shall be cured at least 7 days or pass ASTM D 4263.

3.2 COMPACTED SAND BACKFILL PREPARATION

A. Remove all vegetation and loose debris from the top of the rock surface. Install metal flashing and protection mat over metal flashing and rock surface.

B. Place sand backfill over the protection mat. Compact sand over protection mat as indicated on the Drawings. Sand shall be wetted and compacted with a minimum of (3) passes of a small vibratory plate compactor.

3.3 CONCRETE CURB SURFACE PREPARATION

A. The concrete surface must be free from laitance, loose aggregate, sharp projections, grease, oil, dirt, curing compounds or other contaminants.

B. Provide a smooth, even substrate. Voids, rock pockets and excessively rough surfaces shall be repaired with approved non-shrink grout or ground to match the unprepared areas.

C. Repair joints and cracks wider than 1/4" with Sure-Seal Pourable Sealer.

3.4 APPLICATION

A. Horizontal Attachment:

1. Loose lay the membrane over metal flashing, protection course and compacted sand.

B. Membrane Splicing - EP-95 Splicing Cement

1. Membrane splices must be a minimum of 6 inches wide.

2. Mark the edge of overlapping sheet with Weathered Membrane Cleaner and fold top sheet back for cleaning and EP-95 Splicing Cement application.

3. Remove dirt and excess dust from the mating surfaces of the overlapping membrane sheets by wiping with Sure-Seal HP Splice Wipes or a clean rag. To remove accumulated dirt, footprints, etc., scrub the membrane sheets with warm soapy water and rinse with clean water.

4. Clean the dry splice area of both membrane sheets by scrubbing with Sure-Seal HP Splice Wipes or clean natural fiber rags using Weathered Membrane Cleaner. Extra cleaning is required along a factory seam with intersects a splice area. Sponges, sponge mops, squeegees, brushes, paint rollers, etc. MUST NOT BE USED.

5. Check the membrane surfaces to verify adequate cleaning procedures are maintained by both mating surfaces solid black in color.
