1. For informational purposes only, the Government is providing the Site Visit Attendance Records from the organized site visit that the Government held on February 15, 2023, at 10:00 am Mountain Time.
2. The Government is providing the attached Questions received from interested offerors and the associated Answers provided by the Government.

QUESTIONS AND ANSWERS
Offerors shall submit questions by February 24, 2023, at 5:00 pm, Mountain Time. Questions submitted after this date and time will not be accepted.
Offerors for this RFP, including subcontractors and teammates, shall consolidate questions related to this solicitation and site visit in a Request for Information (RFI) formatted Word document. Any RFI is to be emailed as an editable attachment to Christine Mundt (cmundt@blm.gov) with the subject line: RFI – 140L3623R0001 PPNM Rock Stabilization. Only written RFI’s will be considered and responded to. BLM responses to the RFI will be posted as an amendment to the solicitation.
Solicitation Number: 140L3623R0001 Project Title: Pompeys Pillar National Monument Rock Stabilization, Montana
Q1: Could the boardwalk be shut down to avoid conflicts with the construction?
A1: The intention is to keep the boardwalk open as much as possible for the duration of construction to allow continued public visitor access during peak visitor season. The Contractor has access to the Signature Rock Block areas without the boardwalk, but the Turtle Rock area is only accessible by the boardwalk and potential crane use.
However, the BLM understands there may be noise and other construction safety conflicts that would result in the need to close the boardwalk areas. The BLM will accept appropriate and periodic boardwalk closures. The BLM will review and approve requests for closing the boardwalk during specific construction activities.
Q2: Will the proposal be evaluated by “means and methods” or “just price”?
A2: This acquisition will utilize the Tradeoff process to make a best value award. Contractors should carefully review Section L and Section M of the solicitation regarding the Instruction to Offerors for their proposal and regarding the evaluation factors for award.
In the evaluation of proposals, all evaluation factors (listed in Section M) other than cost or price, when combined, are considered to be significantly more important than cost or price.
Q3: Could the staging area borders be moved?
A3: The National Environmental Policy Act (NEPA) clearances were completed to include the staging areas and construction limits. The BLM stakeholders have also agreed upon the current staging areas and construction limits. Any additional staging areas and construction limits increase would have to: 1) be checked to see if NEPA extents would cover the additional areas, 2) BLM would have to review and approve/deny, and 3) disturbance of additional areas would need to be reviewed to ensure that the national monument is not adversely affected.
For proposal purposes, contractors should assume that no adjustments to staging areas or construction limits would be granted because the BLM cannot make any determination or understand the specific need at this time.
Q4: How will construction debris be handled? (Sandstone rock, dirt, misc. construction debris) A4: See Specification 01 27 00, Part 3.1. C & D. Specification 02 27 00, Part 3.1.D states, “…to drill, split, scale in a controlled manner, remove and dispose of overhanging rock removed from sandstone block 2D.”
The Contractor shall properly dispose of removed sandstone, and any other debris off-site.
See Specification 01 74 19 for proper management and disposal of waste.
The BLM anticipates that some sandstone and other soil & rock material will be used for proper backfilling of excavated areas. These areas should conform to the previous grades and excess material will not be disposed of in backfill operations. Excess material shall be disposed of off-site.
Q5: Will safety works and temporary fence for rock scaling be required?
A5: The Contractor is responsible for temporary ground control, and shall develop, submit and follow a
Temporary Ground Control Plan per Specification 31 23 16. The Plan shall be certified by a registered professional engineer in the State of Montana. The Plan shall address the topics in the question, in addition to other topics. The Contractor shall remove scaled rocks in a controlled manner as to not damage other parts of the Pompeys Pillar National Monument. See Specification 01 27 00 Part 3.1.D “,scale in a controlled manner,”.
Q6: Could the curb and gutter be built with shotcrete?
A6: The BLM would review and accept a plan to shotcrete the curb and gutter if the finish product will have equal quality, meet the dimensional requirements, and any other applicable drawing and specification requirements for the curb and gutter that would translate to shotcrete installed curb and gutter.
Per Specification 03 37 13 Part 1.8, proper protection of adjacent surfaces will still be required and expected for curb and gutter placement. The Pompeys Pillar National Monument contains many historical and archeological points of interest, thus overspray from shotcrete is a concern to damaging the National Monument.
Q7: What are the PVC bends made of? How will the non-typical degree bends be made?
A7: PVC Fittings shall conform to material standards listed in Specification 33 40 00 Part 2.5. The BLM anticipates the non-typical degree bends to be field fitted with standard fittings or combination of standard fittings (11.25, 22.5, 30, 45, etc.). Small deviations in the drain pipe alignment and slope may be necessary in order to properly fit drain pipe. Small bending of PVC may be accepted as necessary.
Q8: What are the construction dates?
A8: Contractors should carefully review Section F of the solicitation regarding the Commencement, Prosecution, and Completion of Work.
The Contractor shall be required to complete the entire work ready for use not later than 143 calendar days after receipt of the notice to proceed. At the time of this Amendment, BLM anticipates that the Notice to Proceed will be issued on or around May 29, 2023.
Q9: Is this contract setup as liquidated damages?
A9: No. However, Contractors should carefully review Section I of the solicitation. The Contractor shall be responsible for all damages to persons or property that occur as a result of thee Contractor’s fault or negligence.
Q10: Could the fill material on detail 6/32 be shotcrete instead?
A10: The Controlled Low Strength Material called out in Detail 6/23 shall conform to Specification 03 37 13
Part 2.10 Controlled Low Strength Material. Shotcrete is not an acceptable alternative to the Controlled Low Strength Material.
Q11: Where does the wiring go for the Contractor installed instrumentation?
A11: The wiring shall be installed per the Drawings and Specification 31 09 00. The wiring beyond those details shall be routed in a manner to support the installation of the stabilization efforts and protect the wiring from damage and exposure. Conceal the wiring from public view as much as possible.
Instrumentation shall be coordinated and examined as per Specification 31 09 00 Part 3.1.
Q12: Will the Contractor install the data loggers?
A12: Yes. Data loggers shall be installed per Specification 31 09 00.
Q13: Could the Contractor substitute a flash coat of shotcrete in place of the sodium silicate based grout?
A13: No. The Sodium silicate based grout is required to stabilize the existing siltstone prior to shotcrete application. A flash coat of shotcrete is not an acceptable alternative to a chemical based hardener.
The Contractor may submit for review and approval to the BLM an alternative material to sodium silicate based grout and shall be contingent upon a suitable field trial.
Q14: What are the specifications for the sculpted shotcrete and amount of detail required? Color specifications?
A14: Shotcrete surface finish shall conform to Specification 03 37 13 Part 3.6. The quality and required surface finish shall be demonstrated per Specification 03 37 13 Part 1.7. Color shall conform to Specification 03 37 13 Part 2.6 & 2.7 and Part 3.6.C. Refer to Specification 03 37 13 Part 3.5.K, “Finish surface of final architectural layer to match the existing adjacent siltstone surface. Use trowels, floats, sponges, and other tooling to create a natural looking rock textured surface.”

Q15: Are fire permits required? Will there be fire restrictions or bans on equipment?
A15: Contractors should carefully review Section H of the solicitation regarding the Fire Danger Season. The
Contractor shall comply with all applicable state laws relating to fire prevention and with all special conditions of work as directed by the Government.
Q16: Could the Contractor have access to the Rock Block Monitoring System (RBMS)?
A16: The BLM will provide RBMS access. The details of access will be discussed during the Preconstruction
Meeting.
Q17: Will the Contractor be required to perform vibration monitoring? Any other monitoring?
A17: No vibration monitoring is required. Noise monitoring per Specification 01 57 19.12.
Q18: Could the crane setup move closer than the designated staging areas?
A18: Review question #3’s answer. The BLM could consider a crane setup closer to the Signature Rock
Blocks or Turtle Rock if it meets the requirements listed in question #3’s answer. If the requirements were met, minimal disturbance would be expected for a crane setup outside of the designated staging areas.
Ground protection would be necessary and basically no excavation to flatten a large area for a crane.
Since the specific plan would need to be reviewed, for proposal purposes, contractors should assume that no adjustments to staging areas or construction limits would be granted.
Q19: Will there be nesting bird restrictions?
A19: Review the Statement of Clarification included in the Solicitation. As stated: “Seasonal restrictions from
April 15 to July 15 apply for this project for migratory birds. Migratory bird restrictions will be mitigated by the Government by mowing all construction areas to prevent migratory bird nesting from establishing. If migratory bird nests are established and identified, however not anticipated for this project, the seasonal restriction shall apply to this project.”
Q20: Are mock-up panels required? How many mock-up panels will be required?
A20: Mock-up panels will be required per Specification 03 37 13 Part 1.7. The number of mock-up panels is also listed in that specification, “Before installation of production shotcrete, construct two structural shotcrete and two architectural shotcrete mockup panels, 3 feet long by 3 feet long and 5 inches deep, with…”
Q21: Could the boardwalk be used to access the Signature Rock Blocks area?
A21: The BLM will accept an appropriate plan to use the boardwalk to access the Signature Rock Block area.
The BLM will review and approve the plan to ensure it meets public safety and separation guidelines (e.g.
locked gate access). The BLM prefers most construction traffic be separated from the boardwalk as much as possible, however, the BLM does not wish to impede construction efforts in unnecessary ways.
Q22: Could the drainage trenches in rock be water jetted?
A22: The Drawings in Detail 2/30 calls out “sawcut stone & remove”. Any variation would have to be reviewed and considered by the BLM. The quality and dimensions of trenching in the sandstone would need to be similar to currently specified. Close inspection to ensure quality shall be part of a water jetting alternative plan.
Q23: Could anchors be used in lifting the rocks specified to be removed and replaced around the Signature Rock Block area?
A23: The BLM will accept an appropriate lift plan for lifting the large rocks. The BLM prefers to conclude that other methods are not feasible prior to reviewing and approving/denying lifting these large rocks with anchors. These rocks will need to have the same preservation standard as the rest of the Pompeys Pillar, therefore, proper care must be considered when handling these rocks. Non-destructive methods of moving the rocks are preferred when handling these rocks. The sandstone may be weak and have tendencies to cracking and failure when lifting, thus anchor bolts may not work well in this application.
Q24: Will the Contractor be able to place anchors for safety harnesses? (Such as Turtle Rock and top of the Signature Rock Block area)
A24: The Contractor may install anchors for personnel and equipment at each location (Turtle Rock and Upper Signature Rock) in a location approved by the BLM. The BLM prefers to limit 1 anchor per construction area, but more may be approved based on need.
Q25: What size of crane was used during Geotechnical site investigations?
A25: The Geotechnical site investigations were conducted with a 90-ton crane for Turtle Rock and 165-ton crane for the Signature Rock Blocks using a man basket.
Q26: For type 2 & 3 rock anchors, can the hole diameter be reduced to 4" holes?
A26: The Contractor shall install per the Drawings and Specifications. The hole sizes shall be based on the rockbolt schedule in the Drawings.
The Contractor may perform field rockbolt pull tests and submit the test data to the BLM for review and approval. The pull testing program requirements would be established by the BLM and be performed at the Contractor’s cost. There is no guarantee that smaller rock anchor hole diameters will provide adequate rockbolt capacity and be approved.
This process may require 12 tests to demonstrate the suitability of using a smaller hole and would need a 95% confidence interval to be successfully approved. The process has not been developed specifically at this time.
Q27: On the geotechnical monitoring and devices (line item 12) of the solicitation schedule, are we required to use equipment and software by "world sensing" only or can another company supply an equal or like product?
A27: Specification 31 09 00 Part 2.1.A.2 states “Approved equal” for equipment. Specification 31 09 00 Part 2.1.H requires “New instrumentation shall be compatible with the Eagle.IO, the Environment IOT cloud based platform.”
Q28: Will the contractor be able to store materials and equipment on site? Will some materials (especially temporary walkways) be able to be stored over the winter, if needed?
A28: The drawings indicate staging areas (see sheet 6, 7, 8, and 9 which includes main construction staging area, Turtle Rock staging areas, equipment and crane to Turtle Rock staging area, upper and lower signature staging areas). For example: Sheet 7, Key Note 3 states, “Contractor shall remove all equipment and materials at end of each working day and store on staging areas.” All equipment, materials, and debris shall be removed from construction areas and neatly stored in the staging areas at the end of each working day.
Equipment and materials may be stored on-site over the winter with the approval of the BLM and as long as public access and general public enjoyment of the site are not impacted. This shall be at the Contractors risk of leaving equipment and materials at a public site. The Contractor should store all equipment and materials in the locked and gated main construction staging area as best as possible.
Q29: Are there any socio-economic restrictions in regards to the hiring of subcontractors?
A29: The only restriction is compliance with the Limitations on Subcontracting clause. See section H-7 of the solicitation.
Q30: How should rocks that are removed from the pillar be disposed of?
A30: See Specification 01 27 00, Part 3.1. C & D. Specification 02 27 00, Part 3.1.D states, “…to drill, split, scale in a controlled manner, remove and dispose of overhanging rock removed from sandstone block 2D.”
The Contractor shall properly dispose of removed sandstone, and any other debris off-site.
Q31: Are the rock bolts specified passive or tension bolts?
A31: See Specification 31 33 13, Part 3.3.B – Placing. “Insertion of anchors shall be in accordance with PTI
DC35.1.”
The bolts are all passive. There is no debonding zone on the rock anchors that would allow effective tensioning without cracking the grout.
Q32: What is the level of effort required for compaction?
A32: See page 161 of the specifications (Specification 07 13 53, Part 3.2.B) for more information.
Q33: Will the contractor be required to create mockups and/or samples of the shotcrete for matching purposes?
A33: Yes, the intention is to match the existing pillar as much as possible. Ideally, the shotcrete would look completely natural. BLM shall inspect a sample of shotcrete prior to installation.
See Specification 03 37 13, Part 1.7 – Mockup, for requirements on constructing mockups for siltstone stabilization shotcrete.
Q34: Is the drainage material specified a strip or a mat? How are the vertical and horizontal drainage strips connected/interfaced?
A34: Drainage strip details are indicated in the Drawings on Sheet 31, Detail 8/31. The vertical and horizontal drainage strips shall be secured (taped or other method) at the overlap, without spliced fittings. Vertical strip placed first, the horizontal strip laid over top of the vertical strip. The strip drain we were looking at has a perforated dimple board embedded into geotextile, which would allow water to freely travel.
Q35: Are the cables for the security cameras buried?
A35: They are partially below and above ground.
Q36: Is the contractor responsible for including wiring diagrams for the installed geotechnical instrumentation?
A36: The Contractor shall provide details listed in Specification 31 09 00, Part 1.2.B & Part 3.2.
Q37: What will be permitted for personnel and equipment anchorage?
A37: The Contractor may install anchors for personnel and equipment at each location (Turtle Rock and Upper
Signature Rock) in a location approved by the BLM. The BLM prefers to limit 1 anchor per construction area, but more may be approved based on need.
Q38: A 6-inch hole diameter is specified for Type 2 and 3 rockbolts. Can this diameter be decreased to 4 inches?
A38: The Contractor shall install per the Drawings and Specifications. There may be a way for the Contractor to prove a smaller hole size would meet the design criteria. This process would need to be developed by the A/E Firm. That process may require 12 tests to demonstrate the suitability of using a smaller hole, IF the tests showed the 95% confidence interval.
Q39: Getting the correct equipment in place to drill the proposed elements for the Turtle Rock Stabilization, as well as the drilling for the stabilization itself may damage or destabilize Turtle Rock as well as the surrounding rock. Has BLM taken this into consideration?
A39: Yes, the damage and destabilization of the Turtle Rock from drilling activities was reviewed during the design of this project. See Specification 31 33 13, Part 3.2.
Q40: Getting equipment in place to drill the siltstone stabilization without damaging the sandstone above may not be feasible. Has BLM taken this into consideration?
A40: Yes, the Drawings, Sheet 9 shows construction work areas available for the contractor. Sandstone protection shall be implemented as per Specification 01 11 00 Part 1.4. C & D and throughout the entire Specifications. See the Submittal List in Specification 01 33 23 for specific protection plans to be provided as Submittals.
Q41: If existing talus is moved during scaling operations by falling, is the contractor responsible for reinstalling that talus? Is the contractor responsible for talus damaged during scaling activities?
A41: The Drawings, Sheet 9, Key Note 3 states, “Remove and salvage existing talus and rock within the construction limits. Map location and orientation and number location of rocks greater than 12-inches for reinstallation during site restoration. See specification 01 35 91 Historical Preservation Treatment procedures. Any rock within construction limits not removed shall be protected from damage and staining due to construction activities.” The Drawings, Sheet 12, Key Note 4 states, “Reinstall existing talus and rock within the construction limits to their original location. Place rocks greater than 12-inches to original location and orientation.”
These notes describe the Contractor reinstalling the talus. Also, the notes describe protecting the rocks from damage. As noted in a previous question, the Specifications requires construction without damage to existing rocks, historical features, and archeological features, and requires protection plans as part of the construction Submittals.
Q42: Micropiles are called out in the specifications, but not noted in the drawings. Which elements are considered micropiles?
A42: The Drawings, Sheet 32, Detail 3/32 shows micropiles (R5 Rockbolts). Detail 3/32 is referenced in the Drawings, on Sheet 17 and Sheet 32, in Detail 1/32.
Q43: A 40 kip design is called out for the micropiles. What is the design load for the rockbolts?
A43: See Specification 31 33 13, Part 3.3.B – Placing. “Insertion of anchors shall be in accordance with PTI
DC35.1.” The working design load is 60 kips for the rockbolts.
Q44: How many rockbolt extensions?
A44: The number of rockbolt extensions shall be field verified by the Contractor.
Q45: Remove material (soil and roots) in cracks on top of the Upper Signature Rock?
A45: Remove any material/vegetation flush with surface of ground and/or rock. Do not allow vegetation to impede in construction of drainage membrane, curbing, or piping.
Q46: I would like to know where I can get the list of the offerors who did the site visit.
A46: For informational purposes only, the Government provided the Site Visit Attendance Records from the organized site visit with Amendment Number 0001.
Q47: We just had a quick question on the bid bond. For electronic submission by e-mail, will just a copy of the bond be adequate or do we need the original bond paperwork to you before bid time?
A47: The importance of original and notarized documents has dwindled in this electronic age. Agencies have been encouraged to allow greater flexibility by eliminating the requirement for hard copy original documents, original signatures, notarization and seals on bonds. While this flexibility will be allowed for the bid bond, the performance and payment bonds must comply with the associated FAR Clause requirements.
Q48: Is the contractor required to bid the base schedule along with the additives (1-3) or is it applicable to just bid the base schedule without the additives?
A48: The Contractor shall complete all line items within the Base Price Schedule AND each of the additives schedules. Block 17 of the SF 1442 should reflect the total proposed fixed price by adding the total price for all additive schedules to the total price for the base schedule.
Q49: Would it be possible to postpone the submission deadline by 1 week, or even just a few days?
A49: The hour and date for receipt of proposals is hereby extended to 5:00 pm Mountain Time on March 15, 2023.
