About this file

This is a Statement of Need & Work for a marine containment boom system required by NOAA Marine Operations Center – Atlantic (MOC-A) located at 1501 Pier Access Road, Newport, RI 02841.

The scope encompasses three primary components: (1) Permanent Perimeter Oil Containment Boom—minimum 1,400 linear feet supplied in 14 sections of 100 feet each, featuring 18" nominal height, heavy-duty algaecide-treated PVC/polyester belting (minimum 0.195" thickness), HDPE foam-filled floats, 5 lbs/ft metallic block ballast, ASTM 962-compliant connectors with sacrificial zinc anodes, and one heavy-duty tow bridle; (2) Temporary/Emergency Fence Boom—minimum 750 linear feet divided into seven 100-foot sections and one 50-foot section, with 17" nominal height, 22 oz marine-grade PVC fabric reinforced with internal fiberglass battens, dual tension members (3/16" stainless steel cable and 3/16" galvanized chain), approximately 1.2 lbs/ft weight, and one tow bridle with bullet float; and (3) Mobile Reel, Trailer & Hydraulic Power Unit consisting of a commercial-grade steel reel with marine-grade aluminum spool accommodating minimum 750 feet of fence boom, a dual-axle highway trailer complying with NATM standards and equipped with hydraulic surge brakes and DOT safety features, and a portable 8–9 HP Tier 4 diesel-powered hydraulic unit outputting minimum 4.2 GPM @ 2,500 PSI with an 8-gallon tank and 25-foot hose assemblies, plus a weather-resistant storage cover.

Mooring and tethering hardware includes six heavy-duty pile tether systems designed for marine piles up to 18" diameter with automatic tidal adjustment capabilities, and six "T" configuration 3-way connectors featuring foam-filled HDPE floats compatible with boom profiles up to 24". All equipment must be delivered FOB Destination to Newport, RI, fully tested, modularly compatible, and accompanied by complete operational and maintenance documentation. Vendors are required to submit itemized lead times for delivery.

STATEMENT OF NEED & WORK: MARINE CONTAINMENT BOOM SYSTEM:

NOAA Marine Operations Center – Atlantic, 1501 Pier Access Road, Newport, RI 02841

1. Project Objective: The NOAA Marine Operations Center – Atlantic (MOC-A) requires a vendor to supply a comprehensive spill containment boom system to support vessel operations and environmental compliance in Newport, RI. The requirement encompasses permanent perimeter containment boom, rapid-deployment temporary fence boom, a trailer-mounted hydraulic reel system with a portable diesel power pack, and specialized tidal pile-tethering hardware.

2. Scope of Work & Technical Specifications

Permanent Perimeter Oil Containment Boom

● Quantity & Length: Minimum 1,400 total feet supplied in 100 ft sections (14 sections total).

● Dimensions: 18" nominal overall height (approximately 8" freeboard and 10" draft).

● Belting Material: Heavy-duty, algaecide-treated PVC/polyester belting (minimum 0.195"

/ 5 mm thickness) designed for continuous, long-term marine exposure and minimal maintenance.

● Flotation: High-density polyethylene (HDPE) foam-filled floats, mechanically fastened and removable via standard bolt hardware for maintenance/cleaning.

● Ballast & Weight: Metallic block ballast providing a minimum finished weight of 5 lbs/ft.

● Connectors & Hardware: ASTM 962-compliant Universal Slide or "Z" end connectors fitted with sacrificial zinc anodes, anchor attachment points, and integrated handling grips.

● Accessories: 1 x heavy-duty tow bridle with flotation for maneuvering permanent boom sections.

● Packaging: Heavy-duty stackable crates/cartons designed to minimize shipping volume and protect components.

Temporary / Emergency Fence Boom

● Quantity & Length: Minimum 750 total feet, divided into 7 x 100 ft sections and 1 x 50 ft section.

● Dimensions: Flexible fence boom design with 17" nominal height (approximately 6" freeboard and 11" draft) for calm water deployments.

● Fabric & Support: Minimum 22 oz marine-grade PVC fabric reinforced with internal fiberglass support battens between floats.

● Tension & Ballast: Dual tension members consisting of a top stainless steel cable (minimum 3/16") and bottom galvanized chain ballast (minimum 3/16") yielding an overall weight of approx 1.2 lbs/ft.

● Connectors & Accessories: Universal slide or ASTM 962 "Z" connectors; includes 1 x dedicated tow bridle with bullet float and galvanized bridle wire.

Mobile Reel, Trailer & Hydraulic Power Unit

● Boom Reel: Commercial-grade heavy-duty steel base frame coated with epoxy paint, marine-grade aluminum spool with solid side flanges, direct hydraulic drive, and bi-directional speed control. Capacity must accommodate a minimum of 750 ft of 17" fence boom.

● Trailer: Dual-axle highway trailer complying with NATM standards. Equipped with hydraulic surge brakes, breakaway safety chains, DOT lighting/reflectors, and a pintle or ball hitch connection.

● Hydraulic Power Unit (HPU): Portable, skid-mounted HPU featuring a minimum 8–9 HP Tier 4 air-cooled diesel engine with 12V electric and manual recoil start. Must output a minimum of 4.2 GPM @ 2,500 PSI. Includes an 8-gallon hydraulic tank, stainless steel quick-connect couplings, and 25 ft pressure/return hoses.

● Protection: 1 x custom-fitted, weather-resistant fabric storage cover for the reel assembly.

Mooring & Tethering Hardware
