Summary

This is a Statement of Work (SOW) for the refurbishment, repair, rewind, design, supply, and installation of existing 161kV transformers at Arnold Air Force Base in Tennessee. The scope encompasses nine substations (Main, PWT, PES, VKF, ETF 1, ETF 2, ETF A, ASTF Airside, and ASTF Exhaust) with 23 identified transformers requiring varying levels of service, including new bushings, gaskets, controls, paint, fans, pumps, oil processing, and tap changer rebuilds as needed. Work shall be performed on-site at Arnold AFB unless Government-approved otherwise. The contractor must provide a single point of contact/project manager, Field Application Engineer, environmental coordinator, and safety professional. Weekly Microsoft Teams meetings with Government representatives are required, and the contractor must submit an initial test plan within 3 days of notice to proceed, a design plan and schedule within 10 days, and request outages 30 days in advance.

The SOW includes extensive technical requirements covering internal inspections, baseline electrical testing per NETA MTS standards, oil processing and testing per specified ASTM standards, transformer control cabinet design and fabrication, cooling system refurbishment, tap changer rebuilds, bushing replacement (meeting IEEE C57.19 standards with 750kV BIL for 161kV and 110kV BIL for low voltage), auxiliary equipment replacement, painting per SSPC standards, final verification testing, spare parts provision, and comprehensive documentation. Critical compliance requirements include AEDC Safety, Health, and Environmental (SHE) Standards, applicable CFR regulations (including 29 CFR 1926 for power line safety and confined spaces, and 40 CFR for environmental protection), and IEEE, ASTM, and NEMA standards. The contractor must warrant all hardware and workmanship for a minimum of 12 months from acceptance or the manufacturer's standard warranty, whichever is longest, and submit final as-built drawings, operations and maintenance manuals, and all test reports within 30 days of project completion. Comprehensive submittals are required at multiple project phases, with 14 calendar days allowed for Government review of each submittal.
