About this file
This is a Request for Information (RFI) issued by the U.S. Air Force on 28 April 2026 for the 161kV Transformer Indefinite Delivery/Indefinite Quantity (IDIQ) contract (FA9101-26-R-161kVTransformer). The Government is seeking industry feedback on its acquisition strategy, specifically regarding the proposed Highest Technically Rated Offeror (HTRO) source selection evaluation approach, which awards contracts to the highest technically rated proposals with realistic and reasonable pricing without trade-offs between cost and technical merit. The RFI requests contractor feedback on the Draft HTRO Scoring Matrix and HTRO Scoring Matrix Instructions to inform the final acquisition strategy development.
The RFI also announces that future task orders under the 161kV Transformer IDIQ will require Joint Certification Program (JCP) certification and Cybersecurity Maturity Model Certification (CMMC) compliance. CMMC implementation occurs in four phases beginning 10 November 2025, progressing from self-assessments (Phase 1) through mandatory third-party audits (Phase 2), government assessments for critical information (Phase 3), and full implementation across all applicable Department of Defense solicitations (Phase 4 by 10 November 2028). Contractors must obtain JCP certification and applicable CMMC levels to obtain solicitation documents and be eligible for award on select upcoming task orders. Responses must be submitted no later than 11:00 AM Central Daylight Time on 13 May 2026 to the Procuring Contracting Officer, Mr. Robert Mosley (robert.mosley.3@us.af.mil), and Contract Specialist, Mr. Drew Waggoner (andrew.waggoner.3@us.af.mil). Proprietary information must be clearly marked, and all submissions become Government property.

Request for Information (RFI)
28 April 2026
The purpose of this RFI is to solicit industry feedback regarding the Government’s acquisition strategy considerations for the 161kV Transformer IDIQ, as well as to initiate discussions with industry regarding Joint Certification Program (JCP) certification and the Cybersecurity Maturity Model Certification
(CMMC).
The Government's acquisition strategy is being developed based on information collected through market research, stakeholder input, and risk analyses. As the acquisition strategy takes shape, the Government will provide insight to industry regarding its considerations, and request feedback throughout the process, before it arrives at the final strategy. As part of this ongoing market research, this RFI requests feedback from industry concerning the Highest Technically Rated Offeror (HTRO) source selection evaluation approach. This evaluation approach allows awards to the highest technically rated proposals that are also found to have a realistic and reasonable price without using trade-offs between cost or price and technical. As the Government contemplates utilizing HTRO method for the source selection of 161kV Transformer IDIQ, we request input on related documents. A Draft HTRO matrix and HTRO matrix instructions are attached to this request. For the Government to continue its assessment, please provide feedback on both the HTRO Scoring Matrix (Attachment 1) and HTRO Scoring Matrix Instructions (Attachment 2).
The Government has determined that there will be task orders on the 161kV Transformer IDIQ contract that implement the Joint Certification Program (JCP) and the Cybersecurity Maturity Model Certification (CMMC) requirements. The JCP allows eligible companies access and use of unclassified military technical data needed for defense-related work. Information on JCP can be found in Attachment 3. The phases for CMMC implementation are listed in the table below. In order to obtain solicitation documents and be eligible for award on select upcoming 161kV Transformer IDIQ orders, contractors must acquire a JCP certification and applicable CMMC level.
Phase Start Date Requirement Phase 1 November 10, This initial phase introduces the requirement for contractors to perform self-assessments for CMMC Level 1 or Level 2 and submit their scores to the government's SPRS database. The DoD will begin by including these requirements in some, but not all, new solicitations.
Phase 2 November 10, This phase marks the start of mandatory third-party audits. For applicable contracts, a formal assessment conducted by an authorized CMMC Third-Party Assessment Organization (C3PAO) becomes a requirement to win a CMMC Level 2 contract.
Phase 3 November 10, This phase introduces the requirement for CMMC Level 3 assessments, which are conducted by the government's own Defense Industrial Base Cybersecurity Assessment Center (DIBCAC), for contracts involving the most critical information.
Phase 4 November 10, This phase marks full implementation. CMMC requirements will be included in all applicable DoW solicitations and contracts (including option periods on older contracts) that handle FCI or CUI.
Compliance becomes a standard, non-negotiable part of doing business with the DoW.
Provide your response to this RFI no later than 11:00 AM Central Daylight Time (CDT) on 13 May 2026 to the Procuring Contracting Officer, Mr. Robert Mosley, at robert.mosley.3@us.af.mil and the Contract Specialist, Mr. Drew Waggoner, at andrew.waggoner.3@us.af.mil. Verbal responses will NOT be accepted.
Proprietary information and trade secrets, if any, must be clearly marked on all materials. All mailto:robert.mosley.3@us.af.mil mailto:andrew.waggoner.3@us.af.mil information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All Government and contract personnel reviewing sources sought responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.
