Quotations should address each factor and its sub-factors as described in the SOW and the RFQ.

Quotations that omit/fail to address the complete requirements of this RFQ or provide inadequate terms of technical content, schedule commitment, or price will be deemed nonresponsive. Simply stating that the supply meets the requirements of the solicitation is not sufficient.

The Government may reject any quotation and/or deem a quotation non-responsive for omissions, lacking in understanding of the requirements, failure to comply with solicitation requirements, and/or solicitation instructions without a major reformation of the quotation that are not adequate for evaluation purposes. Alternate/conditional quotations may result in a quotation being rejected as non-responsive. The Government reserves the right to award without discussions; therefore, offerors are cautioned that they must submit a best offer with the initial quotation.

In responding to this RFQ, Offerors shall submit one (1) quotation addressing the following factors:

1. Part I – Technical Approach

2. Part II – Price

PART I – TECHNICAL APPROACH

This section describes the Offeror’s overall understanding of the requirements. SECTION M - EVALUATION FACTORS FOR

AWARD

EVALUATION OF QUOTATIONS

The Government may award one (1) firm fixed-price Blanket Purchase Agreement (BPA) to the responsible Offeror whose quotation that conforms to the RFQ, will be most advantageous to the Government, price and other price factors considered, such that it provides the best value to the Government. Best value is defined as means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement.

Under best value procurement, the NTSB may reasonably determine that the superior solution/approach merits a higher price and, therefore, represents the best value to the Government or the NTSB may reasonably determine that the Offeror with other than the highest rating in non-price factors is the best value. The Government may waive informalities and minor irregularities in quotations. The Government reserves the right to award without discussions. Offerors are cautioned that they must submit a best offer with the initial quotation.

The Government reserves the right to reject any or all quotations if such action is in the public interest. In addition, the Government may reject or deem a quotation as nonresponsive as described in Section L – Quotation Instructions. Rejected and nonresponsive quotations will be deemed ineligible for award.

EVALUATION FACTORS

The following factors and sub-factor will be evaluated by the Government in descending order of importance:

QUOTATION PART # FACTORS and SUB-FACTORS TITLE I Factor – 1 Technical Approach

Sub-factor 1 Samples Sub-factor 2 Quality of Uniforms and PPE

Sub-factor 3 Federal Government Experience II Factor – 2 Price

The Government will evaluate Factor 1 based on the Offeror’s overall understanding of the requirements. An Offeror’s technical approach describes the degree to which the Offeror’s technical capability satisfies all the requirements in the SOW and demonstrates that the Offeror has a clear understanding and knowledge of the SOW requirements. The offeror must demonstrate meeting the requirement in a logical, feasible, and technically effective manner. Offerors are cautioned that quotations that receive an unacceptable rating for Factor 1 will be deemed ineligible for award. Any sub-factor(s) that receive an unacceptable rating may result in an unacceptable rating for Factor 1.

Solicitation 9531BM23Q0001 Uniforms and PPE Page 12

Within technical approach, samples are the most important factor, followed by quality of uniforms and PPE, followed by Federal Government experience. All technical evaluation sub-factors, other than price, when combined, are significantly more important than Price.

However, as quotations become more equal in non-price factors, price becomes more important.

Attachment 2 – Price Schedule must be submitted for Factor 2, Price. The price will be evaluated but not scored. Prices will be evaluated by adding together the base year price in add i t ion to all option year prices in Attachment 2 – Price Schedule. Evaluation of options does not obligate the Government to exercise the option(s).

Price will be evaluated to determine reasonableness. Reasonableness is the degree to which all prices by their nature and amount do not exceed that which would be incurred by a prudent person in the conduct of competitive business.
