ANSWERS TO QUESTIONS
SOLICITATION 9531BM23Q0001
“UNIFORMS AND PPE”
1. QUESTION: Is it possible to get an extension on the sample and bid due date?
ANSWER: Yes, the new deadline is June 15, 2023. All samples and a filled out and completed Attachment 2 must be provided to the NTSB by this date.
2. QUESTION: Do you know the sample quantity (QTY) required for each line on the sample tab?
ANSWER: Yes, please provide 1 sample of each line.
3. QUESTION: Do you have any past bidding information for this contract type or similar?
ANSWER: No, we cannot share other vendors’ quotes for similar requirements because that information is proprietary. Furthermore, this is a new requirement. The NTSB has not solicited one contract that included both uniforms and PPE in the past.
4. QUESTION: I have never submitted a bid. I would like to know where I can find resources to ensure that I am doing this correctly. Is there any way you can point me in the right direction?
ANSWER: There’s no resource to help since every requirement is different. Prior Federal Government experience in similar size and scope is highly recommended for this requirement. Contractors must read all the attachments, submit Attachment 2 filled in with all requested information and provide all requested samples by June 15, 2023. Instructions can be found on each attachment.
5. QUESTION: Is it possible to submit a proposal in response to this notice for one (1) section of the PPE requirement?
ANSWER: No, proposals must include all items listed in Attachment 2 to be considered for award.
6. QUESTION: We are unable to see what the desired products are. We understand it is PPE related. Can you assist?
ANSWER: Yes, please review Attachment 2 for the list of desired products. The tab titled ‘Price Schedule’ lists the full list of desired products. The tab titled ‘Samples’ lists the samples we need delivered by June 15, 2023.
7. QUESTION: The solicitation states “supplies may be delivered to NTSB headquarters in Washington DC or other locations provided at the time of purchase throughout the United States, to include Alaska and Hawaii.” This is a wide variance. Please explain.
ANSWER: The intent of this statement was to inform vendors that they must ship to multiple locations. Furthermore, there are so many shipping locations, they were too cumbersome to include in the solicitation. Locations will be provided at issuance of BPA orders. Please see Attachment 1 for more details on BPA orders.

8. QUESTION: Does shipping to end user need to be included within the proposal? If so, does the Government want shipping as a separate line item for all shipping costs, or within unit price of each item?
ANSWER: No, shipping should not be included in this proposal. Thus, a separate line item for shipping is not necessary. Furthermore, do not include shipping within the unit price. The Government will pay for shipping at the time of award; however, shipping costs are not necessary for evaluation. It would be too difficult for vendors to determine shipping price without knowing precise shipping locations.
9. QUESTION: For units requiring embellishment, where specific embellishment type is not stated in the solicitation spreadsheet, does the Government intend to specify “embroidery” or “screen print” for each item, or is embellishment type for Maximum Impact to choose based on our recommendation?
ANSWER: No, the Government does not intend to specify “embroidery” or “screen print” for each item nor does the Government intend for the vendor to choose embellishment type. If embellishment type is not stated, then embellishment is not required for that respective item.
10. QUESTION: For units requiring embellishments, does the Government intend to buy these uniforms in a bulk order or will these be 1 at a time, on a as needed basis? Understanding how the Government orders will determine cost of screen printing and embroidery.
ANSWER: Most PPE items will be purchased in bulk. Most uniform items will not be purchased in bulk. Furthermore, the Government intends to buy all items listed in Attachment 2 on an as needed basis. The quantities listed in Column O of Attachment 2 provide estimated quantities to base yearly pricing data on.
11. QUESTION: In Attachment 2, under column sizes for apparel and PPE, that show ‘(S-4XL)’ then a quantity number (ie. 20), does this mean 20 of each size, or, 20 total units in a mixtures of sizes S-4XL.
ANSWER: In this example, the Government estimates requiring 20 total units per year, not 20 in each size per year.
12. QUESTION: Row# 37-41 on Attachment #2 - The glove that is being requested is from a distributor’s website but is inaccurate from speaking with the manufacturer SHOWA (formerly Best Gloves). There are discrepancies as the style glove 9700PF does not come in in a size 2XL, nor is it 5MiL as indicated in the description on the excel spreadsheet.
There is a 4MIL-5MIL rated SHOWA glove that is p/n 6112PF which is a Nighthawk glove 9.5” length and does come in all sizes indicated including 2XL. Would that be acceptable?
ANSWER: Yes, this is an acceptable equivalent item.

13. QUESTION: -Row 36 on Attachment #2- When providing pricing for the Industrial Scientific Ventis Pro5 Gas Detector, we can provide pricing on units themselves over the timeframe of the BPA. Although there are sensors used within the units that may require replacement.
Do you want us to provide those sensors and parts that may require replacement as well?
There are 4 sensors and batteries that may need to be replaced in order to maintain use of the units.
ANSWER: Yes, we would like you to be able to provide sensors and parts that may require replacement; however, do not include the price of the replacement parts in your proposal. In other words, please provide the price for the Gas Detectors and associated base unit only.
14. QUESTION: If sizes requested are not available, how would like to be handled?
ANSWER: Please inform the NTSB in writing of which sizes of each product are unavailable.
15. QUESTION: How would you like us to handle issues with printing that may arise for items that need to be heat sealed or screen printed due to the fabric?
ANSWER: Please communicate with the NTSB in writing as soon as possible to remedy any printing issues.
