1. GENERAL:
1.1 The United States Department of the Interior (DOI) Fish and Wildlife Service (USFWS) intends to enter a firm fixed-price contract with a single Contractor for the design and construction of onsite photovoltaic (PV) systems at Merced NWR.
1.2 The Merced National Wildlife Refuge encompasses 10,258 acres of wetlands, native grasslands, vernal pools, and riparian areas. It was established in 1951 under the Lea Act to attract wintering waterfowl from adjacent farmland where their foraging activities were causing crop damage. In the last few decades, changes in local agricultural practices and Refuge management activities have reduced these wildlife/crop issues.
The Refuge plays host to the largest wintering populations of lesser Sandhill cranes and Ross’ geese along the Pacific Flyway. Each autumn more than 20,000 cranes and 60,000 arctic-nesting geese terminate their annual migrations from Alaska and Canada to make the Refuge home for six months. Here they mingle with thousands of other visiting waterfowl, waterbirds, and shorebirds – making the Refuge a true winter phenomenon.
The Refuge also provides important breeding habitat for Swainson’s hawks, tri-colored blackbirds, marsh wrens, mallards, gadwall, cinnamon teal, and burrowing owls. Tri-colored blackbirds, a colonial-nesting songbird, breed in colonies of more than 25,000 pairs in robust herbaceous vegetation. Coyotes, ground squirrels, desert cottontail rabbits, beaver, and long-tailed weasels can also be seen year-round.
2. SCOPE OF WORK:
2.1 The USFWS seeks to install two ground mounted solar PV systems: one at the Sno-Bird location and the other at the Merced Shop Compound location. Due to cultural resource concerns, the base bid shall be for a ballasted installation. Contractor to propose alternate design for a pile-driven (or other) anchoring system as an option to be considered by the USFWS.
2.2 Refer to the Performance Specifications for detailed project requirements.
2.3 The Contractor shall provide all labor, material, equipment, engineering, and capital to design, install, commission, and interconnect the solar photovoltaic systems as required herein. Contractor is responsible for all permits, approvals, freight, procurement, monitoring, inspection, billing, interconnection fees, and incidentals as necessary to perform the scope of this contract. The Contractor is responsible for ascertaining relevant site conditions to verify project feasibility and for determining appropriate solar PV system sizes.

2.4 Performance Period: 1 year starting with the NTP.
2.5 The resulting contract will be firm-fixed-price (FFP) or lump sum.
2.6 Bid responses will be evaluated partly based on achieving net zero electricity for both locations. See Section M “Selection Criteria.”
2.7 Definition of Contract Line Items and Description of Work
TASK 1: 35% Design: Include a minimum of (1) site visit in this task and (2) min additional stakeholder review meetings (online).

Unless otherwise noted, all electronic deliverables shall be in PDF format and shall not exceed 5 MB in file size.
3. INSPECTION AND ACCEPTANCE
Each Task shall require a formal submittal; a ten-workday period for government review; A- E responses to the comments with agreed upon revisions to the deliverables; and government sign-off in writing. Work shall be performed in accordance with the requirements of this SOW. Work shall be accepted when all the work is completed as described herein.
4. GOVERNMENT FURNISHED INFORMATION
The following data and materials will be provided to the Contractor:
• Project Performance Specifications
• USFWS Technical Requirements
• Estimated yearly consumption of each deep well pump
• Technical Specifications of the well pump
• List of Pumps and associated PG&E account numbers

6. PROJECT LOCATION AND AVAILABILITY
Refer to the Performance Specifications for the proposed locations of the photovoltaic arrays.
Normal work hours for the Merced NWR staff are 7:30am to 4:00pm, Monday through Friday, excluding Holidays. Coordinate with the Project Leader if contact outside of the normal working hours is needed.
