About this file

This is a Statement of Work (SOW) for the GAOA Gila Box Day Use Sites Phase II project, administered by the Bureau of Land Management's Gila District/Safford Field Office in Arizona. The project involves improvements across five day-use recreation sites within the Gila Box Riparian National Conservation Area (RNCA): Serna Cabin Picnic Area, Dry Canyon Boat Take-Out, Old Safford Bridge Picnic Area, Spring Canyon Picnic Area, and West Entrance Overlook.

The SOW specifies architectural and site improvements at each location, including replacement of informational kiosks (RockArt Signs and Markers Model 03-441 Series or similar, 2-sided with gable roof), concrete picnic tables (92" one-piece units with round legs, 5,000 psi minimum compressive strength), and steel camp grills (Kay Park Covered Charcoal Grills or similar, requiring 24" deep by 12" diameter minimum concrete footings). Steel railing replacement is required at multiple sites (600-450 linear feet per location) featuring 3"x3" square tube steel posts and top rails, embedded 12" into footings at 8-foot centers. Site improvements include scarification and recompaction of existing gravel roads and parking areas, with aggregate base material topcoat (ranging from 100-210 cubic yards per site depending on location), and trail stabilization. Shade structure installation is specified at Spring Canyon Picnic Area (two 12'x12' Mesa-style structures from Classic Recreation Systems Inc.). Concrete pads are required for kiosk installation (varying sizes, 3,000-2,500 PSI minimum) with third-party testing for compaction, materials, and strength. All concrete work must comply with specific Portland cement standards (ASTM C 150 Type II), water-cement ratios (0.50 maximum), and slump limits (4 inches ±1 inch). Environmental controls include Construction Storm Water Pollution Prevention Plan (SWPPP) requirements with concrete washout containment, erosion control measures, and material storage restrictions to protect riparian areas. The project is located in FEMA flood hazard zones with seasonal flooding risks requiring contractor weather monitoring and preparation for flash flooding events.

Serna Cabin Picnic Area

BLM – Gila Box RNCA

July 2023

INTRODUCTION AND GENERAL INFORMATION

The Gila Box Riparian National Conservation Area (RNCA) is over 23,000 acres in Arizona administered by the US Bureau of Land Management. About 20 miles of the Gila River runs through the RNCA roughly east to west, and the Serna Cabin Picnic Area is a popular spot for recreationists to picnic near the creek. The site is located in the western part of the RNCA, on Kearney Camp Road,

0.9 miles from the Kearney Camp and Bonita Creek Road intersection. Please see the attached vicinity map.

The existing site includes a walkable gravel trail connecting the Riverview site host to the parking lot of the picnic area, with railing that protects the sensitive riparian habitat.

Amenities include an informational kiosk, concrete picnic tables, steel camp grills, latching trash receptacle and a historic cabin monument.

This project consists of repairs and replacement to the perimeter steel railing. The information kiosk, picnic tables, and camp grills will also be removed and replaced.

Kearney Camp Road is a narrow, gravel winding road and Bonita Creek Road is a chip-sealed road with generally low traffic (estimated weekday averages less than 200 trips per day). Contractors are expected to use caution while transporting equipment and materials, for safety and to avoid damaging the roads.

ARCHITECTURAL IMPROVEMENTS

At this site four picnic tables, four grills, a kiosk, all existing railing, and three interpretive panels will be replaced.

Vegetation trimming will be necessary for installation of sections of railing and picnic tables. Existing picnic tables (below left) will be removed and disposed of off-site. They will be replaced with one-piece 92" Concrete Picnic Table w/ round legs or similar as approved by the BLM. Picnic tabletops and base will be polished smooth finish. Color to be determined by BLM through submittal.

Existing single-footing steel grills (below left) will also be removed entirely, including underground footings, and disposed of off-site. They will be replaced with Kay Park Covered Charcoal Grills, or similar as approved by BLM. Each will require a concrete footing that is 24” deep, 12” diameter minimum. Local soil conditions may require a deeper footing. See manufacturer’s instructions attached.

The existing informational kiosk will be removed entirely and replaced with a premanufactured kiosk by RockArt Signs and Markers or similar as approved by BLM. Kiosk to be 2-sided with roof and engraved headers and footers lettering as approved by BLM. Existing footings will be demolished and removed. Verify footing requirements with the manufacturer. See below for photo of existing and proposed kiosk. Refer to manufacturer’s instructions attached.

The BLM has determined that all sections of railing are to be replaced. Existing 2”x2” square tube steel rail, posts, and footings to be demolished, removed, and disposed of offsite. Footings shall be 9” wide and 18” deep. 3”x3” vertical posts shall be embedded 12” into footing and extend 36” above grade at 8’ on center (typical) but can vary 6’ to 10’ as required. A ½” cap plate shall be welded to the posts. Top rail sections will be 3”x3” square tube steel welded in place and ground flat. All elements shall be bare metal and allowed to rust to match adjacent site furnishings or as specified. Layout of rail fencing to remain the same with three pedestrian pass-throughs that are 2' wide. See existing fence and proposed details below.

GILA RIVER HYDROLOGY AND SITE DRAINAGE

FEMA flood maps (see attached FIRMette) show that the Serna Cabin picnic site is within the Gila River floodplain, and in fact the landing beach and lower part of the dirt driveway are frequently inundated during summer rain events. The wettest season falls in late summer during the typical Arizona monsoon season: July, August, and September. The driest season in this area is typically during the late spring/early summer months of late March into June.

The contractor must monitor weather conditions in the region and be prepared for flash flooding, including water running on wash crossings of the roads.

CONSTRUCTION STORM WATER POLLUTION PREVENTION PLAN (SWPPP)

This project will disturb an area less than one acre, therefore a formal notice of intent (NOI) is not required. However, the project is located in the Gila River RNCA therefore pollution prevention management and best practices must be employed to protect the riparian areas.

Concrete washout shall be contained, collected, and disposed of entirely offsite. Contractor shall collect, remove, and dispose of all construction site wastes at authorized disposal areas. Contact a local environmental agency to identify these disposal sites. Schedule waste collection to prevent the containers from overfilling. Clean up spills immediately.

Use an absorbent material such as sawdust or cat litter to contain the spill.

Material storage areas will be placed away from tributaries and must be pre-approved by the BLM. Erosion control measures such as silt fencing or straw wattles shall be used around any temporary material stockpiles. This is to minimize any sediment pollution or material loss during storm events. The contractor shall take all precautions to prevent track out of mud or sediments onto Kearney Camp Road or Bonita Creek Road, and to immediately sweep out any track outs that occur.

October 2023

1. Portland Cement: ASTM C 150/C 1 S0M, Type II.

2. Minimum Compressive Strength: PSI strength per site requirements at 28 days.

3. Maximum W /C Ratio: 0.50.

4. Slump Limit: 4 inches, plus or minus 1 inch.

5. Air Content: 6 percent, plus or minus 1.5 percent at point of delivery for 3/4-inch nominal maximum aggregate size.

6. Air Content: Do not allow air content of trowel-finished floors to exceed 3 percent.

Contractor to engage in third party testing agency for compaction testing, material testing, and concrete strength testing.

4 PLACE a gable roof panel (03-424) across 2 sawhorses with the top side facing up. FIND the row of 7 holes along a long edge of the roof panel indicating the top. LOCATE a shingle overlay (03-425).

The short step of the overlay should be at the bottom of the roof panel. ENSURE that the shingle overlay “stair-steps” downward (from top edge to bottom) when viewed from the side. See Details for Shingle Overlay Installation, below.

5 ALIGN the shingle with the roof panel so the 4 corner holes line up then SECURE the shingle to the roof panel using #10-16 x .5” Long Hex Washer Head screws from either from #03-916. Using the holes in the shingle overlay as your guide, INSTALL a screw into each hole.

6 REPEAT steps 4 & 5 until all roof panels and shingle overlays are matched up and assembled.

7 SELECT two of the 4 gable roof panels and INSTALL a Ridge Cap (#03-423) using (7) #10-16 x .5” Long

Hex Washer Head screws from either #03-916 (or #03-931). See Details for Ridge Cap Installation, below. SET ASIDE all roof panels for now.

Part 2 : Vertical Post Assembly

1 PLACE the capped (top) end of Post 2 & 3, (#03-474) across a sawhorse positioned so that the 2 slot-ted sign panel mounting tabs are pointing inward (toward each other). The bottom uncapped end of each post should be positioned over their respective holes in the ground (Similar to Fig 2).

INSERT a 36” long piece of 2x6 wooden plank (on end) into each hole, so it is perpendicular to the post. Later on, this will serve as a backstop/guide and will allow the post to slide into the hole more easily with less dirt falling into the hole. (See Fig 3)

2 In a similar fashion, PLACE the center Post #1 (#03-477) on a 3rd sawhorse, with the slotted mounting tabs on each side aligned with the tabs on the other 2 posts.

3 REVIEW Important Notes on Page 2, then INSTALL an Assembly Fixture – Use (4) 3/8-16 bolts, nuts and washers from #03-918 to ATTACH the fixture to the four slotted mounting tabs from the back-sides of Posts 1 & 2. (See Fig 4) The 1” angled flange along the top/bottom should be pointing towards the fron of the kiosk. ENSURE the vertical edges of the Aluminum Assembly Fixture are flush against the vertical side of each post. Note: Always place a flat washer next to the sign tab slot before applying a nut (See Fig 5).

4 REPEAT last step to INSTALL the second Assembly Fixture between Posts 3 & 1 (See Fig 4). Remem-ber: the 1” angled flange along the top/bottom should be pointing forward. ENSURE the vertical edges of the Aluminum Assembly Fixture are flush against the vertical edge of the posts. Note:

Always place a flat washer next to the sign tab slot before applying a nut. (See Fig 5)

5 USE the Guide for Gable Roof Mounting Plate Installation on Page 2 to ATTACH the 4 Roof Mounting Plates #03-429 to the top (capped ends) of the 3 posts using (4) 3/8-16 x 3/4” long, pin-in, stainless steel button head bolts for each plate from #03-926. (See Fig 6) Apply a dab of Anti-Seize to each bolt first. DO NOT tighten bolts yet.

6 Gently RAISE the top end of the assembled structure (Post 1, 2 & 3) while carefully allowing the bot-tom ends of the posts to SLIDE down into their respective holes (Similar to Fig 7).

7 Securely SUPPORT the structure front and back using the 12ft long wooden 2x4 planks and concrete spikes as necessary. Tip: If available, PLACE several large rocks into the holes (in the open space around a post) to help stabilize the structure.

Part 3 : Installing Roof Panels

In this section, roof panels will be installed on the left & right sides of the kiosk (starting on the left side).

Each side will have 2 roof panels installed (first the rear panel, then the front) Follow the steps below:

1 SELECT a Gable Roof Panel that DOES NOT have a ridge cap (#03-423) installed on it and PLACE it across (2) sawhorses up-side-down. FIND the holes in the recessed area. SCREW two 3/8-16 x 2” hex head “swivel” bolts from #03-926 into the holes closest to the center of the roof (one on each side). These two “swivel bolts” will be re-used to install each of the 4 roof panels, so Don’t tighten these bolts. (See Fig 8)

2 LIFT the roof panel assembly into place (See Fig 9). LET the (2) swivel bolts installed in the last step DROP into the slots in the roof mounting plate. LET the roof hang. (Similar to Fig 10)

3 ROTATE the roof panel slowly into place, until the holes ALIGN with holes in the roof mounting plates and SECURE the roof panel in place using (4) 3/8-16 x 3/4” long, pin-in, stainless steel button head bolts from #03-926. Always apply a dab of Anti-Seize to each bolt first. Leave bolts loose. RE- MOVE the two temporary 2” long Hex Head “swivel” bolts previously installed and REPLACE them with (2) stainless steel button head bolts from #03-926.

4 SELECT a roof panel WITH a ridge cap (#03-423) installed, and PLACE it across (2) sawhorses up-side-down. Just as before, SCREW the (2) 3/8-16 X 2” hex head “swivel” bolts (reused from before) in the holes near the center of the roof. Do not tighten these bolts as they are used temporarily. (See Fig 8)

5 LIFT the front roof panel assembly into place. (Similar to Fig 9) LET the two “swivel” bolts installed in the previous step 5 DROP into the slots in the roof mounting plate. LET the roof hang. (Similar to Fig 10)

6 ROTATE the roof panel into place between the roof mounting plates and SECURE with (6) 3/8-16 x 3/4” long, pin-in, stainless steel button head bolts. Always apply a dab of Anti-Seize to each bolt first.

Leave bolts loose. REMOVE the two 2” long swivel bolts installed previously and REPLACE them with (2) stainless steel button head bolts from #03-926.

7 REPEAT steps 1-6, to install the gable roof panels on the Right side of the kiosk.

8 INSTALL a Gable Roof End Cap (#03-436) on each end of the kiosk, (where the roof panels form a peak) using (2) 3/8-16 x 3/4” long pin-in stainless steel button head bolts from hardware kit #03-954 (See Fig 11).

Message Center Kiosk STAGE II - Sign Panel Installation

Installation note for “fully-enclosed” Sign Panels:

Before mounting a Fully-Enclosed* Sign Panel to the Kiosk, check the position of the removable side rail. The 3 to 5 bolts embedded within this rail (circled on left) are used to secure the entire display and when installed, should be located on the right side, vertically aligned.

If the sign panel was ordered with the optional routed text on the header and/or footer, ensure the text is oriented correctly and is readable when viewing the front side of the kiosk.

How to properly install a VandlGard® tamper-resistant nut:

If your kiosk sign panel included tamper-resistant mounting hardware, the strange looking nuts are tamper resistant and should be installed as follows:

Start by threading the wide, tapered end of the cone-shaped nut onto the end of the bolt as shown by the green arrow (top image, left). Hand tighten, until snug.

Using a handheld wrench or pliers, continue tightening the Hex part of the nut until the hex part shears off... leaving the conical part in place (bottom image, left). Discard the hex nut. ...Done!

*Fully-Enclosed models protect the displayed content on all sides. These models typically include at a removable side rail on either the left or right side, and a clear polycarbonate cover that is also removable.

Opening a “fully-enclosed“ Sign Panel:

To open up a fully-enclosed* Sign Panel to change the content inside use the special YELLOW colored hex tool (included in the hardware kit) to perform the following steps:

After the 3 to 5 bolts along the right side have been removed (keep in a safe place), Remove the side access rail. Grab the tail-end of the flexible security rod sitting in the narrow grooved channel just above the clear cover, and pull it completely out through the opening (see image, left).

Then slide the clear polycarbonate cover over just enough to allow you to grasp it firmly by the left & right sides. Lift it straight up, inserting the top edge deeper into the top channel. Now, swing the bottom edge of the cover out and away from the front of the kiosk (towards your body). Take note which side was facing out (and when done, return it accordingly).

Place the clear cover in an area that is clean as possible while changing content.

After changes to the content are done: Simply reinstall the clear polycarbonate cover; Don’t forget to RE-INSERT the flexible security rod ! Finally, using the special YELLOW hex tool (included), Re-attach the side access rail using the bolts removed earlier.

Removing the Cover

Important! DO NOT REMOVE the 4 Corner Bolts that secure the Sign Panel to the Kiosk!

1 USE the special YELLOW hex wrench (included with your sign panel) to REMOVE the tamper-resistant bolts usually located on the right side of a sign panel (from the Front side of kiosk). Don’t lose these bolts! The nuts are embedded in either the tack-board (for single-sided panels) or in a matching removable side rail on the opposing side (double-sided panels) and should stay in place while the bolts are removed.

Remove bolts marked as “1” (see figure, right).

2 REMOVE the side rail (or rails) of the Sign Panel and set aside.

3 PULL OUT the Flexible PLASTIC ROD inserted into the space above the polycarbonate cover. Don’t lose it! (This important security feature prevents vandals from removing the cover themselves)

4 SLIDE the cover over about an inch, so you can FIRMLY GRASP both sides.

5 LIFT the cover straight up into the top grooved channel then PIVOT the bottom edge towards your body, until it is completely free. Set the cover aside (somewhere clean) so it can be replaced with the same side facing outward. (Remember which side faces out... since UV or Anti-Graffiti films are usually applied to one side only.)

6 SWAP OUT SIGN CONTENT

Replacing the Cover

NOTE: Replace the cover with same side facing out (UV or Anti-Graffiti films are usually applied to one side only).

1 GRASP the left & right sides of the cover, INSERT the top edge fully into the top grooved channel.

2 PIVOT the bottom edge of cover to line up with the bottom grooved channel. Carefully RELEASE it, allowing it to sit in the bottom grooved channel.

3 GENTLY SLIDE the cover left/right (toward the non-removable side rail) until it cannot go any further.

4 RE-INSERT the Flexible PLASTIC ROD into the gap just above the cover itself.

5 Finally, REPLACE the vertical rail(s) and secure with the tamper-resistant bolts using the special YELLOW hex wrench.

Stuff You Need to Know These Instructions Apply to:

• You’ll need the specially-keyed, L-shaped YELLOW hex wrench (included with fully-enclosed ROCKART® Sign Panels).

• The tackboard is VERY dense; thumbtacks and push-pins cannot penetrate it. Consider using an industrial staple gun with heavy duty staples.

• Keep the inside of the sign panel as clean as possible: While performing the steps below, avoid placing removed components directly on the ground. Using a tarp or other ground cover is recommended!

Fully Enclosed)

IF YOU ARE REPLACING A DAMAGED COVER: If there are any protective (opaque) liners applied to one or both sides of a poly-carbonate cover REMOVE the protective liner from the cover as soon as possible. If the protective liner is not removed, and exposed to sunlight for extended periods, it may be really difficult to remove.

Dry Canyon Boat Take-Out

October 2023

INTRODUCTION AND GENERAL INFORMATION

The Gila Box Riparian National Conservation Area (RNCA) is over 23,000 acres in Arizona administered by the US

Bureau of Land Management. About 20 miles of the Gila River runs through the RNCA roughly east to west, and the Dry Canyon Boat Take-Out Area is a popular spot for river recreationists to recover from the water. The site is located in the western part of the RNCA, on Bonita Creek Road, 2.7 miles from the Sanchez and Bonita Creek

Road intersection. Please see the attached vicinity map.

The existing site includes a drivable dirt road to the boat recovery area on the Gila River and an overflow parking lot accessible from a separate driveway on Bonita Creek Road. Amenities are an informational kiosk, single vault toilet building, concrete picnic table, latching trash receptacle and 2” square tube steel perimeter railing at both the main area and the overflow lot.

This project consists of repairs to the site trail, dirt road and parking areas, and new railing. The informational kiosk will be removed and replaced, and a new trail constructed from the toilet building to the overflow lot.

Bonita Creek Road is a narrow, unstriped chip-sealed winding road with an average width of 15’ and generally low traffic (estimated weekday averages less than 200 trips per day). The road is maintained and regularly monitored by the City of Safford. While the road does not have a posted GVW limit, contractors are expected to use caution while transporting equipment and materials, for safety and to avoid damaging the road.

GILA RIVER HYDROLOGY AND SITE DRAINAGE

FEMA flood maps (see attached FIRMette) show that the site is within the Gila River floodplain, and in fact the landing beach and lower part of the dirt driveway are frequently inundated during summer rain events. The wettest season falls in late summer during the typical Arizona monsoon season: July, August, and September. The driest season in this area is typically during the late spring/early summer months of late March into June.

Slightly upstream of the boat take-out, Dry Canyon drains to the Gila River, crossing Bonita Creek Road over a concrete low-water crossing. The flood event known as the “2-year storm,” or having an average 50% chance of being exceeded in any year, drains a peak flow of 304 cfs into the Gila River. While this is not significant to the base flow of the river, the proximity of the drainage to the boat take-out contributes to movement of sediment at the take-out, shifting the landing regularly. Less frequent, larger storms also deposit rocks along the tributaries and at the river’s edge.

Since this site is used for boating and other river activities the busiest recreational usage months are in summer:

May through August, which generally coincides with peak thunderstorm season. Contractor must monitor weather conditions in the region and be prepared for flash flooding.

October 2023

SITE IMPROVEMENTS

The main driveway and overflow parking area are to be re-graded, please refer to the attached plan sketches. The surface shall be scarified to a depth of 6”. Remove rock greater than 2”, clumps of vegetation and tree roots. Recompact flat, matching the overall grade of the area and removing surplus soils as required to top the area with 5 inches compacted aggregate base, meeting grade at edges of the work.

The existing gravel trail from the parking lot toward the river will also be re-graded, and a new trail placed to link the driveway to the parking lot. The existing trail is to be rehabilitated the same way as the drivable areas, with a 2” compacted aggregate surface. The new trail will require clearing and grubbing a 10-foot width to ensure the trail is clear of tree canopy. Please refer to attached plan sketches.

Areas shown on plan sketches are estimated. BLM staff will verify limits of work in the field.

ARCHITECTURAL IMPROVEMENTS

This site requires railing replacement and a new kiosk. The picnic table will remain as existing. The existing informational kiosk will be replaced with a 2-sided premanufactured kiosk by RockArt Signs and Markers or similar as approved by BLM with headers and footers engraved lettering approved by BLM. The existing concrete pad and any footings will be demolished and removed. The existing trash receptacle to be removed and replaced on concrete pad. 10' x 12' x 4" concrete pad to be constructed with 3,000 PSI Concrete. Scarify top 4" of sub-grade and re-compact to a minimum of 98% (ASTM D-698). Placement of concrete pad to be approved by BLM. Joint placement to be per industry standard and to be approved by BLM. Concrete shall be broomed with a medium brush in a transverse direction to pedestrian travel. Coordinate footing requirements with the manufacturer. See below for photo of existing and proposed kiosk. Attached is a pdf of installation instructions provided by RockArt.

Site currently has two picnic tables. Existing picnic tables will be removed and disposed of off-site. They will be replaced with one-piece 92" Concrete Picnic Table w/ round legs or similar as approved by the BLM. Picnic tabletops and base will be polished smooth finish. Color to be determined by BLM through submittal.

Site has two single-footing steel grills that will also be removed entirely, including underground footings, and disposed of off-site. They will be replaced with Kay Park Covered Charcoal Grills, or similar as approved by BLM.

Each will require a concrete footing that is 24” deep, 12” diameter minimum. Local soil conditions may require a deeper footing. See manufacturer’s instructions attached.
