About this file

This is a Questions and Answers document for solicitation 140L0626B0003, GAOA Gila Box Day Use Sites Improvement Phase 2, issued by the Department of the Interior Bureau of Land Management. The Q&A addresses 17 inquiries from potential contractors regarding project execution, site access, and technical specifications.

Key operational details clarify that sites will remain open to the public during construction with BLM public notification, work may proceed concurrently across all sites without a required sequence, and no liquidated damages apply. Access constraints are significant: the Old Safford Bridge Picnic Area requires crossing multiple bridges with weight limits of 15 tons (Bridges 1 and 3) and 5 tons (Bridge 2), with an alternate 17-mile bypass route available. The remaining west-side sites (Spring Canyon, Dry Canyon Boat Take Out, West Entrance Kiosk, and Serna Cabin) are accessed via Bonita Creek Road, a narrow winding road unsuitable for vehicles and trailers exceeding 70 feet combined length. Technical specifications include a 10' x 12' x 4" concrete pad replacement at Dry Canyon, 3" x 3" x .250" steel tubing for structures, and compaction testing requirements for ABC material and concrete testing for all slabs and at least one footing per structure type at each site. The contractor is responsible for procuring water supply by contracting with local municipalities. Working hours are restricted to daylight only, and bids must be emailed to kassandra_hicks@ios.doi.gov and matthew_gilger@ios.doi.gov rather than mailed.
