About this file

Attachment 1 is a Component-Level Tariff Disclosure template for the Eugene Water & Electric Board (EWEB) Request for Proposals (RFP) #25-131-G for Three Phase Network Transformers. The document provides a standardized form for suppliers to detail the tariff information for each major component of the transformers, including specifics such as component/material type, country of origin, Harmonized Tariff Schedule (HTS) code, tariff type, current tariff rate, and estimated percentage of final product cost. The template is designed for suppliers to comprehensively disclose component-level details for the 500 and 750 KVA network transformers with 12 KV delta high voltage and 216Y/125 or 480Y/277 volt low voltage configurations.

The tariff disclosure template supports EWEB's procurement process, which includes an estimated five-year contract with 28 total transformer units. The document emphasizes the need for detailed component information to assess tariff implications, reflecting the procurement's focus on transparency and comprehensive vendor evaluation. While the template itself does not specify pricing or set-asides, it aligns with EWEB's stated encouragement of Minority, Women, and Emerging Small Businesses (M/W/ESB) participation and sustainable purchasing practices. The form will help EWEB analyze the cost structure and potential tariff impacts of the proposed network transformers, which are required to be new, unused, fluid-filled, and compliant with IEEE standards.

Please complete the table below for each major component for each item being supplied (e.g., internal assemblies, electrical subcomponents, casing materials, etc.). This information is required to assess tariff implications at the component level.

Required Information for Each Column:

- Item No: Sequential number for each component (e.g., 1, 2, 3...)

- Component/Material: List each major subcomponent or material (Carbon steel, core steel, copper, aluminum, dielectric fluid, etc)

- Description/Function: Brief description/function of the subcomponent or material

- Country of Origin: Country where the component is manufactured or sourced, not just shipping location

- HTS Code: Harmonized Tariff Schedule code applicable to the component

- Tariff Type: Applicable tariff classification

- Current Tariff Rate (%): Tariff rate applicable based on the HTS code

- Estimated % of Final Product Cost (%): Percentage of this component included in the final item
