About this file
This Statement of Work (SOW) details maintenance requirements for U.S. Coast Guard Maritime Security Response Teams' Special Purpose Craft boats, specifically the 11 Meter Boarding Team Delivery II (SPC-BTD II) and 33' Law Enforcement (SPC-LE) boats. The contract is an Indefinite Delivery Indefinite Quantity (IDIQ) for repair, maintenance, and upgrade services to be performed at two geographical locations: San Diego, California and Chesapeake, Virginia. The contract will cover comprehensive maintenance packages including routine inspections, parts replacement, and over-and-above work for emergent repairs across a five-year performance period from August 2025 to July 2030.
Maintenance requirements are detailed in specific work packages for each boat type, including semi-annual inspections, periodic maintenance at 100-300 hours of use, and provisions for additional unscheduled repairs. The contractor will be responsible for transporting boats, obtaining military installation access, implementing a quality control plan, and reporting all labor hours. Deliverables include an Inspection Summary Report within two work days of completion, a post-award conference, and annual manpower reporting. The government will conduct quality assurance inspections and has the right to issue Contract Discrepancy Reports for unsatisfactory performance.

Statement of Work U.S. Coast Guard
Special Purpose Craft – Boarding Team Delivery II and Special Purpose Craft – Law Enforcement Boats, Maintenance and Upgrades
1. BACKGROUND
1.1 U. S. Coast Guard Maritime Security Response Teams (MSRT) utilize 11 Meter (11M)
Special Purpose Craft – Boarding Team Delivery II (SPC-BTD II) and 33’Special Purpose Craft – Law Enforcement (SPC-LE) boats as part of the operational resources.
The SPC-BTD II and SPC-LEs require periodic maintenance as well as design upgrades to improve performance and extend usable life of the boats and associated equipment. The repairs and maintenance will be performed in Two (2) Geographical locations, both the West Coast and East Coast.
2. OBJECTIVES
2.1 The objective of this requirement is to establish a Indefinite Delivery Indefinite
Quantity (IDIQ) contract for repair, maintenance, and upgrade services for the SPC- BTD II and 33’ SPC-LE.
3. SCOPE
3.1 The Contractor shall provide the personnel, management, materials, equipment, and facilities (unless otherwise provided by the Government as stated in the Task Order) necessary to perform any required repair, maintenance, and upgrade services for the fleet of SPC-BTD II and 33’ SPC-LEs located in the San Diego, California and Chesapeake, VA localities. The scope includes pre-defined Work Packages as outlined in this Statement of Work (SOW), in addition to Over-and-Above Work Requests (OAWR) for physical installation of Engineering Change Proposals (ECPs), Non- Engineering Change Proposals (NECPs), and other emergent repairs or necessary upgrades to the SPC-BTD II and 33’ SPC-LE and their associated systems and equipment. All specific requirements for repairs, maintenance, upgrades, ECPs and NECPs shall be addressed in each Task Order. The Contractor is solely responsible for its work techniques and control and supervision of Contractor personnel in performance of the contract. The Contractor shall actively retain all appointments, licenses, certifications, and permits required to perform work under this contract and provide any evidence of such to the Government upon request. The Contractor shall comply with all applicable Federal, State, and Local laws regarding the use, handling, or disposal of hazardous materials required under the contract. Hazardous materials may include, but are not limited to, petroleum products, paints, and coatings.
3.2 Boat Maintenance Work Packages
Standard maintenance packages allow the government to estimate lifecycle costs for these boats based on anticipated inspections and routine maintenance. At certain underway hour milestones, units will schedule maintenance inspections and planned maintenance. With pre-negotiated prices for work packages, the Coast Guard will be able to plan for upcoming boat maintenance costs. When a boat suffers a mechanical casualty that can’t be addressed by the standard work packages, or if a condition is noted during a routine inspection, then the vendor can provide a cost estimate to do the additional work. If the government agrees to this and finds the estimate reasonable, these additional tasks can be requested and paid for in the “Over and Above” maintenance packages for each boat type.

Smith, Miranda V CIV USCG (USA) @Mees, Kurtis D CIV USCG COMDT (USA)
Mees, Kurtis D CIV USCG COMDT (USA) Same comment as above.
Smith, Miranda V CIV USCG (USA) For over and above work, how do we plan on getting the quotes for that work? Will it be provided after the vendor has already evaluated the boat? This information will be required when we create solicitation. We will need to explain IDIQ procedures.
@Mees, Kurtis D CIV USCG COMDT (USA)
Yes. They would need come to the unit to inspect the boat and provide an estimate.

This seems vague. What determines if the contractor facilities is in these areas? Are we asking that they have facilities inside those cities? What if they are just outside of the city limits? If the contractor is responsible for transporting the boats, why do we care if they are located in the cities?
