About this file
This is a specifications document from the New Hampshire Department of Environmental Services for the procurement of a single oil spill response work boat. The vessel must be a new aluminum-hulled construction with a minimum length of 30 feet and 10-foot beam, designed for spill cleanup, boom deployment, and field operations in New Hampshire estuarine waters up to 10 miles offshore. The boat will be permanently berthed in the Piscataqua River area and must remain operational in salt water environments for up to 365 days per year. Key technical requirements include a semi-displacement hull with full-length keel, draft of 3 feet or less, fully enclosed aluminum pilot house with heating and windshield wipers, non-skid marine-grade aluminum flooring, and self-bailing deck configuration. The vessel must be powered by a minimum 300 horsepower single diesel engine with inboard or inboard/outboard configuration, bow thruster with controls, hydraulic steering, and single binnacle combined shift and throttle control. The bid submission deadline is January 30, 2025, at 11:00 AM Eastern Time, with delivery required by June 30, 2025, to Great Bay Marine in Newington, New Hampshire.
Prospective vendors must be registered to conduct business in New Hampshire and demonstrate prior experience building aluminum-hulled work vessels for oil spill environments, including submission of cut sheets and photographs with their bids. The electrical system specifications require dual marine AGM batteries sized to accommodate bow thruster operation, 120-volt shore power connection capability, full grounding with zinc anode protection, LED USCG-specification navigation lights, two ICOM M324 marine VHF radios or equivalent, and radar/GPS/depth finder systems with minimum 9-inch screens. Additional equipment includes bilge pumps with automatic and manual switches, marine-grade deck lighting, trim tabs, waterproof electric horn, and various 12-volt and USB power connections. All equipment must be installed on a console-mounted driving station. The contract includes a minimum one-year warranty covering 100 percent of parts, shipping, labor, travel, lodging, and expenses, with payment terms of net 30 days after delivery and acceptance. The award will be made to the lowest cost responsible vendor meeting all specifications, with no additional surcharges or fees permitted after bid submission.
