About this file
This file is a scope of work document excerpt for the United States Forest Service (USFS), a federal agency within the Department of Agriculture. The document provides historical context and organizational background rather than specific procurement details, product specifications, or service requirements. The USFS manages 193 million acres of national forests and grasslands and is responsible for land management, forest health research, wildfire response coordination, technical and financial assistance to state and private landowners, and public education initiatives. Federal forest management oversight dates to 1876 with the creation of the Office of Special Agent; the Division of Forestry was established in 1881, followed by the Forest Reserve Act of 1891 authorizing presidential designation of public lands as forest reserves. In 1905, President Theodore Roosevelt transferred management of these reserves from the Department of Interior to the newly created USFS under the Department of Agriculture, with Giffordl Pinchot serving as the agency's first Chief.
The document does not contain information regarding pricing terms, contract awards, funding sources, set-asides, incumbents, response or due dates, site visits, bidders' conferences, or contract renewal options. As a historical and organizational background document, it serves an informational purpose within the RFP materials rather than detailing specific procurement requirements or financial parameters.

RFP Scope of work 8.4A
History and Purpose of the United States Forest Service (USFS)
History Federal forest management dates back to 1876 when Congress created the office of Special Agent in the U.S. Department of Agriculture to assess the quality and conditions of forests in the United States. In 1881 the Department expanded the office into the Division of Forestry. A decade later Congress passed the Forest Reserve Act of 1891 authorizing the President to designate public lands in the West into what were then called “forest reserves.” Responsibility for these reserves fell under the Department of the Interior until 1905 when President Theodore Roosevelt transferred their care to the Department of Agriculture’s new U.S. Forest Service. Gifford Pinchot led this new agency as its first Chief, charged with caring for the newly renamed national forests.
