The place of performance is Mann-Grandstaff VA Medical Center, located at 4815 North Assembly Street, Spokane, Washington 99205. Normal construction work hours are 7:00 AM to 4:00 PM Monday through Friday, with modifications requiring written approval from the Contracting Officer Representative (COR). No work is permitted on Federal Holidays or weekends when a Federal Holiday falls on Monday or Friday. The contractor must coordinate all deliveries through the M&O Loading Dock Building 1, provide construction dumpsters with safety fencing, and protect pavement from loading and unloading damage. All equipment and supplies are the contractor's responsibility, as no Government-Furnished Equipment will be provided. The COR will evaluate all work and testing to ensure items are in clean condition and acceptable working order.

STATEMENT OF WORK FOR CONSTRUCTION SERVICES
Replace Windows Building 1 Project No. 668-24-102
Mann-Grandstaff VA Medical Center Spokane, WA
February 10, 2026
1. Contract Title. 668-24-102 Replace Windows Building 1
2. General.
The Veterans Affairs (VA) Spokane Healthcare System, Spokane, WA requires labor, materials, equipment, and other services as necessary for the replacement of windows in Building 1. Scope of work is indicated below.
3. Scope.
In accordance with the Drawings and Specifications, this project will replace the existing pre-1990 exterior windows of Building 1 at Mann-Grandstaff VA Medical Center (MGVAMC).
Building 1 is the main hospital building with nine (9) occupied floors (Basement – Eighth Floor), a mechanical penthouse (Ninth Floor) and an elevator machine room (Tenth Floor).
Some of the Building 1 exterior windows have been replaced post-1990 and will not be addressed in this project. The contractor shall provide all supervision, labor, tools and materials, installation, Operation and Maintenance (O&M) documentation, and one-year warranty of materials and installation in addition to all other warranty requirements per the project specifications.
3.1. Contractor work includes asbestos and lead paint abatement.
3.2. Contractor shall do a field verification to ensure all equipment, parts and materials are identified and verify all the existing conditions.
3.3. The materials to be installed shall be new and installed per Manufacturer’s
Installation instructions.
3.4. With execution of the Contract, and approval of the submittals the Contractor is authorized to procure materials immediately thereafter.
3.5. The existing windows and associated components of end item, once removed, becomes the property of the Contractor.
3.6. Construction debris and hazardous materials must be removed and disposed of in accordance with the Department of Veteran Affairs Infection Control Procedures, Federal and State Environmental Protection Procedures, and the published construction waste management policy for contractor work on a VA Campus.
Contractor is responsible for initiating and facilitating any applicable rebates or incentives on the VA’s behalf with the local utility company or any other program where rebates or incentives are available.
3.7. This work shall be phased to reduce and mitigate disruption to hospital operations.

Inspection, testing, and warranty documents and manuals in accordance with the specifications.
5. Performance Monitoring The COR will evaluate all work and testing performed. Items must be in a clean state and in an acceptable working condition.
6. Additional Requirements
6.1. Project number and the contract number in the subject line of all emails.
6.2. Contractors shall comply with the Veterans Administration Smoking Policy.
6.3. Normal construction work hours are 7:00AM to 4:00PM Monday through Friday, unless other specified in the SOW.
6.4. Normal work hours can be modified only by written approval of the COR.
6.5. No work by the Contractor on Federal Holidays, and no work on the weekend when the Federal Holiday is on the respective Monday or Friday.
6.6. Deliveries and Parking: Deliveries into Building 1 only at the M&O Loading Dock Building 1, and coordinated with the Contracting Officer Representative (COR). At time of delivery: remove the vehicle as soon as delivery is complete.
6.7. Contractors shall provide construction dumpsters with a surrounding safety fence.
Pavement to be protected from damage of loading and unloading the dumpster and dumpster weight.
7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI).
The Contractor will not have access to any Government-Furnished Equipment. All equipment and supplies used under the terms of this contract will be the responsibility of the Contractor.
8. Place of Performance.
Mann-Grandstaff VA Medical Center, located at 4815 North Assembly Street, Spokane Washington 99205.
9. Period of Performance.
The Contractor has 483 days to perform all described work.
